Commander-in-Chief of Indonesian National Defence Forces Receives Prestigious Military Award 25 Nov 2013 Minister for Defence Dr Ng Eng Hen presented the Pingat Jasa Gemilang (Tentera) to the Commander-in- Chief of the Indonesian National Defence Forces General Moeldoko this afternoon. The Commander-in-Chief of the Indonesian National Defence Forces (TNI) General (GEN) Moeldoko has been conferred Singapore’s prestigious military award, the Pingat Jasa Gemilang (Tentera) [or Meritorious Service Medal (Military)], by President Tony Tan Keng Yam. Minister for Defence Dr Ng Eng Hen presented the award to GEN Moeldoko at an investiture held at MINDEF this afternoon. GEN Moeldoko is on his introductory visit to Singapore from 24 to 26 Nov 2013. The medal was awarded to GEN Moeldoko in recognition of his significant contributions as former Chief of Staff of the Indonesian Army (TNI-AD) in strengthening the defence ties between the TNI-AD and the Singapore Army. GEN Moeldoko promoted closer professional ties between both forces through his support for the collaboration on the Leopard Main Battle Tank (MBT) platform. His active guidance saw both forces share experiences and conduct simulator and hands-on training on the Leopard MBT. GEN Moeldoko also showed unstinting support for key bilateral Army exercises Safkar Indopura and Chandrapura, which celebrated their 25th and 20th anniversaries respectively this year. GEN Moeldoko will be calling on Prime Minister Lee Hsien Loong at the Istana later this afternoon, after having called on Dr Ng and Chief of Defence Force Lieutenant-General Ng Chee Meng prior to the investiture. The visit by GEN Moeldoko underscores the excellent and long-standing defence ties between Singapore and Indonesia. The Singapore Armed Forces and the TNI interact regularly through a wide range of activities, which include visits, cross-attendance of courses, professional exchanges and bilateral exercises. Singapore and Malaysian Armies Conclude Bilateral Military Exercise 13 Nov 2016 The Chief of Staff-General Staff of the Singapore Army, Brigadier-General (BG) Desmond Tan Kok Ming and the Deputy Chief of Army of the Malaysian Armed Forces, Lieutenant-General Dato' Seri Panglima Hj Ahmad Hasbullah bin Hj Mohd Nawawi, co-officiated the closing ceremony of Exercise Semangat Bersatu this morning. This year's exercise, the 22nd edition in the series of bilateral exercises between both armies, was conducted in Kluang, Johor from 3 to 13 November 2016. It involved around 980 personnel from both the 1st Battalion, Singapore Infantry Regiment, and the 5th Royal Malay Regiment. The exercise included professional exchanges and culminated in a combined battalion field exercise. In his closing speech, BG Tan said, "Today, the armies of Malaysia and Singapore enjoy a deep and abiding respect for each other. Through our defence relations, we find 1 greater areas of convergence between our two countries and therein forge the basis for a lasting bond… I am heartened to know that our soldiers took the opportunity to interact, to build relationships and achieve a deeper understanding of each other during the last two weeks. Through the professional exchanges and outfield exercise, our soldiers have truly demonstrated our armies' "unity in spirit", or semangat bersatu." First conducted in 1989, Exercise Semangat Bersatu serves as an important and valuable platform for professional exchanges and personnel-to-personnel interactions between the SAF and the MAF. The SAF and the MAF also interact regularly across a wide range of activities, which include bilateral exchanges and professional courses, as well as multilateral activities under the ambit of the ASEAN Defence Ministers' Meeting and the Five Power Defence Arrangements.

These riots revealed a power struggle among retired generals and factional strife within the Indonesian armed forces that has developed since the 1990s. • The riots also highlighted the deep rivalry between the military and the police which had worsened in the post-Soeharto years. President Widodo is seen to favour the police taking centre-stage in upholding security while pushing the military towards a more professional role. THE POST-REVOLUTIONARY TRANSFORMATION OF THE INDONESIAN ARMY Part II* Ruth McVey The rebellion of 1958 marked a turning point in the development of the Indonesian army, for it provided the central military leader ship with the means to establish its ascendancy over the officer corps. Had there been a compromise in the settlement of the insurrection, General Nasution might have continued for some time to inch his way toward control, in the manner in which we saw him progress during 1955-1956,* 1 and the relations between the army center and the power ful territorial commanders would have continued for some time to be roughtly equal. But the central military command moved with great success against the rebel forces, whose failure was apparent within six months of their revolt. This victory both eliminated Nasution’s principal rivals for army leadership and gave him great military prestige,with which he consolidated his personal position and re shaped the army's structure. Of even greater significance for the army’s ultimate role in Indonesia, the rebellion--or, to be more exact, the State of Emergency proclaimed in April 1957 in response to the regional crisis--allowed the military to expand its activities into the economic and political spheres. This expansion provided the army leadership with vital sources of finance and patronage, strengthening its position over the officer corps and enhancing the army's status in the society as a whole. The proliferation of the army's functions and of its members' contacts with civilian elements that resulted from this development increased the chances for extra-military alliances and civilian influence over individual officers, but in another and ultimately more important sense, it diminished army disunity.

A significant factor for this achievement has been his strategy to accommodate the military’s interests to keep them on his side. Five years into his presidency, Jokowi has shown little interest in reforming the military. As reelection time draws near, Jokowi is tightening his relationship with the military, by giving key appointments to commanders within his personal network. The recent TNI reshuffles saw the ascendancy of officers who have had personal relations with the president since early in his political career. Because of the reformasi law abolishing the military’s dual-function (dwifungsi) practice of placing military officers in civilian posts, the TNI has a surplus of many generals and colonels who are unable to hold substantive positions. The Jokowi administration has tried to address this problem by expanding military structures, and raising the level of ranks for various posts. These policies are basically efforts at appeasing the officer corps. The Commander-in-Chief of the Royal Thai Army (RTA), General (GEN) Chalermchai Sitthisad was conferred Singapore's prestigious military award, the Pingat Jasa Gemilang (Tentera) [or Meritorious Service Medal (Military) (MSM(M))], by President Halimah Yacob. Minister for Defence Dr Ng Eng Hen presented the award to GEN Chalermchai at an investiture held at the Ministry of Defence (MINDEF) this morning. 1 GEN Chalermchai was conferred the award for his significant contributions in strengthening the ties between the RTA and the Singapore Army. Under his leadership, both armies conducted their first Subject Matter Expert Exchange on countering Improvised Explosive Devices in November 2017. This exchange strengthened the professional linkages and information sharing between both sides. The RTA and the Singapore Army also deepened practical cooperation through joint military exercises such as Exercise Kocha Singa and Exercise Flash Thunder. These interactions have enhanced the interoperability and camaraderie between both armies. On receiving the award, GEN Chalermchai said, "Being awarded the MSM(M) by the President of Singapore reflects the strong bonds between Thailand and Singapore. The close cooperation between the RTA and the Singapore Army is underpinned by deep friendship and mutual understanding, built on long-standing defence relations and interactions. The RTA stands ready to support all avenues that may lead to the enhancement of relations between the RTA and the Singapore Army." GEN Chalermchai, who is in Singapore from 20 to 22 February 2018, called on Dr Ng and Chief of Army Major-General Melvyn Ong, and reviewed a Guard of Honour at MINDEF this morning prior to the investiture.
