PAYNE GALLEYSPROOFS1 7/2/2013 1:01 PM REDEFINING “ATHEISM” IN AMERICA: WHAT THE UNITED STATES COULD LEARN FROM EUROPE’S PROTECTION OF ATHEISTS ABSTRACT There continues to be a pervasive and persistent stigma against atheists in the United States. The current legal protection of atheists is largely defined by the use of the Establishment Clause to strike down laws that reinforce this stigma or that attempt to deprive atheists of their rights. However, the growing atheist population, a religious pushback against secularism, and a neo- Federalist approach to the religion clauses in the Supreme Court could lead to the rights of atheists being restricted. This Comment suggests that the United States could look to the legal protections of atheists in Europe. Particularly, it notes the expansive protection of belief, thought, and conscience and some forms of establishment. -

GERMANY 2018 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution prohibits religious discrimination and provides for freedom of faith and conscience and the practice of one’s religion. The country’s 16 states exercise considerable autonomy on registration of religious groups and other matters. Unrecognized religious groups are ineligible for tax benefits. The federal and some state offices of the domestic intelligence service continued to monitor the activities of certain Muslim groups. Authorities also monitored the Church of Scientology (COS), which reported continued government discrimination against its members. Certain states continued to ban or restrict the use of religious clothing or symbols, including headscarves, for some state employees, particularly teachers and courtroom officials. While senior government leaders continued to condemn anti-Semitism and anti-Muslim sentiment, some members of the federal parliament and state assemblies from the Alternative for Germany (AfD) Party again made anti-Semitic and anti-Muslim statements. The federal and seven state governments appointed anti-Semitism commissioners for the first time, following a recommendation in a parliament-commissioned 2017 experts’ report to create a federal anti-Semitism commissioner in response to growing anti-Semitism. The federal anti-Semitism commissioner serves as a contact for Jewish groups and coordinates initiatives to combat anti-Semitism in the federal ministries. In July the government announced it would increase social welfare funding for Holocaust survivors by 75 million euros ($86 million) in 2019. In March Federal Interior Minister Horst Seehofer said he did not consider Islam to be a part of the country’s culture, and that the country was characterized by Christianity. -

Article 19: Freedom of Opinion and Expression Why would a human rights organization go to court to support someone whose extreme political views or ethical position it fundamentally opposes? A pornographer perhaps, or an anarchist? Other forms of speech generally not protected include child pornography, perjury, blackmail, and incitement to violence. The UDHR’s drafters wrestled with the issue of how tolerant a tolerant society should be of people like Nazis and fascists who themselves are intolerant. They were acutely conscious of the role played by the Nazi media and film industry in the creation of an environment that enabled the slaughter of 6 million Jews, and other groups such as the Roma and people with disabilities. -

For immediate release – 15 May 2009 Kenya: ARTICLE 19 Calls for Expansion of Freedom of Expression Rights to be Integrated into the New Draft Constitution of Kenya Today, ARTICLE 19 Kenya and East Africa, based in Nairobi, Kenya, submitted its comments to the Committee of Experts for the new Constitutional Review Process currently ongoing in Kenya. ARTICLE 19 welcomes the review process and calls on the Committee of Experts to ensure the new Draft Constitution of Kenya is in line with freedom of expression and information best practice and international standards, as laid out in Article 19 of the International Convention on Civil and Political Rights (ICCPR), which Kenya has signed and ratified. The Constitutional Review Process seeks to improve the current Constitution of Kenya which was first developed in 1963, and amended in 1996. The current process to review the Constitution will be the third of its kind. The Committee of Experts is responsible for developing a new draft Constitution by 1 December 2009. The final draft is expected to be adopted by Parliament by 2 March 2010 prior to a constitutional referendum. In its note to the Committee of Experts, ARTICLE 19 highlights the areas where guarantee of freedom of expression falls short of international human rights law and standards on the right to freedom of expression, the right to access information, and media freedoms. ARTICLE 19’s recommendations to the Committee of Experts include: That the Committee should ensure that the new Draft Constitution of Kenya protects the right of freedom of expression, including the right to information, in compliance with international and regional human rights law and standards. -

Moghadam Abstract In this paper I examine the way modalities of mobility and settlement contribute to the socio- economic stratification of the Iranian community in Dubai, while simultaneously reflecting its segmented nature, complex internal dynamics, and relationship to the environment in which it is formed. I will analyze Iranian migrants’ representations and their cultural initiatives to help elucidate the socio-economic hierarchies that result from differentiated access to distinct social spaces as well as the agency that migrants have over these hierarchies. In doing so, I examine how social categories constructed in the contexts of departure and arrival contribute to shaping migratory trajectories. -

April 1, 2015 Copyright © Shazia Kamal Farook 2015 All Rights Reserved ii ABSTRACT SHIA-SUNNI SECTARIANISM: IRAN’S ROLE IN THE TRIBAL REGIONS OF PAKISTAN SHAZIA KAMAL FAROOK, B.A. MALS Mentor: Dr. John Esposito This thesis analyzes Shia-Sunni sectarianism in the northern tribal areas of Pakistan, and the role of Iran in exacerbating such violence in recent years. The northern tribal regions have been experiencing an unprecedented level of violence between Sunnis and Shias since the rise of the Tehreek-e-Taliban militant party in the area. Most research and analysis of sectarian violence has marked the rise as an exacerbation of theologically- driven hatred between Sunnis and Shias. Moreover, recent scholarship designates Pakistan as a self- deprecating “failed” state because of its mismanagement and bad governance with regard to the “war on terror.” However, the literature ignores the role of external factors, such as Iranian’s foreign policy towards Pakistan playing out in the tribal areas of Pakistan in the period since the Soviet-Afghan War. Some of the greatest threats to the Shia population in Pakistan arise from the Islamization policies of General Zia-ul-Haq in the 1980s. Policies in favor of Sunni Islam have since pervaded the nation and have created hostile zones all over the nation. -

Faithful unto Death: The Testimony of Iranian Martyrs Amir Montazami, his wife Fereshteh Dibaj, and their daughter Christine (Photo courtesy, Elam Ministries, 2006) Yesterday I shared the story of Iranian Christian martyr Bishop Haik Hovsepian Mehr. I also mentioned the friend for whom he, a persecuted Christian himself, became an advocate: Mehdi Dibaj. Today I want to tell you more about Pastor Dibaj himself and his legacy. Those of us in the West, who worship in freedom, can hardly imagine what it is like to have one after another of your church leaders disappear and be murdered. But this is what happened in Iran. Christians in Nigeria, Pakistan, India, China, and elsewhere can relate to what the Church in Iran went through and still experiences. When Bishop Haik spoke up for Dibaj, the pastor had already been under death sentence for apostasy in prison for over nine years. As I revealed yesterday, Haik’s public intercession and advocacy for Dibaj resulted in both Dibaj’s release from imminent execution and Haik’s murder. Dibaj was with his family that had waited for him for so long. Then on June 24, he disappeared on his way home from a Christian retreat in Karaj, a little northwest of Tehran. He was expected in time for his daughter Fereshteh’s sixteenth birthday party, but never showed up. Iranian Christians were still reeling from Dibaj’s disappearance when another church leader, the Reverend Tateos Michaelian, was abducted on June 29. Michaelian, senior pastor of St. John Armenian Evangelical Church (Presbyterian Church of Iran), had taken over as president of the Council of Evangelical Ministers when Haik was murdered. -

religions Article Political Islam: A 40 Year Retrospective Nader Hashemi Josef Korbel School of International Studies, University of Denver, Denver, CO 80208, USA; [email protected] Abstract: The year 2020 roughly corresponds with the 40th anniversary of the rise of political Islam on the world stage. This topic has generated controversy about its impact on Muslims societies and international affairs more broadly, including how governments should respond to this socio- political phenomenon. This article has modest aims. It seeks to reflect on the broad theme of political Islam four decades after it first captured global headlines by critically examining two separate but interrelated controversies. The first theme is political Islam’s acquisition of state power. Specifically, how have the various experiments of Islamism in power effected the popularity, prestige, and future trajectory of political Islam? Secondly, the theme of political Islam and violence is examined. In this section, I interrogate the claim that mainstream political Islam acts as a “gateway drug” to radical extremism in the form of Al Qaeda or ISIS. This thesis gained popularity in recent years, yet its validity is open to question and should be subjected to further scrutiny and analysis. I examine these questions in this article.
