NEWS HEADLINES DETAILS Undeterred by Taliban KABUL: With Afghanistan heading for presidential and provincial council elections on April 5, onslaught, election candidates are defying Taliban security threats and campaigning across the country’s main cities. IEC spokesman Noor Mohammad Noor says their panel has registered 14 international observer groups and the pullout of two missions would not disrupt the monitoring process, according to Pajhwok — an independent Afghan news agency. About 1,206 observation groups, including 67 local ones, have approached the IEC to monitor the elections and the commission has registered 150,000 individuals in this regard, including poll observers and media representatives, Noor says. By the looks of it, the Taliban are determined to spread pre-election terror. Afghanistan saw another bloody day on Tuesday when a group of suicide bombers stormed an election office in Kabul near the residence of key presidential candidate, Dr Ashraf Ghani Ahmadzai. Taliban bombers also attacked a bank in Asadabad, the capital of eastern Kunar and a gathering in northern Kunduz province. Officials put the death toll of all three attacks at 15. Labelling the upcoming polls as ‘sham elections’, the Taliban have issued special instructions to their fighters to “target all its workers, activists, callers, security apparatus and offices”. In a statement last week, the Taliban leadership week called upon the people to “keep away from electoral offices, voting booths, rallies and campaigns”. The brazen attacks prompted calls from the IEC on the country’s security institutions to strengthen security for its employees and polling stations. IEC officials, however, remain confident that the group behind the violent attacks will not succeed in sabotaging Election Day. Despite the deadly security threat, many people are taking the risk and participating in election rallies across the country. On Friday, frontrunners Dr Abdullah Abdullah, Dr Ashraf Ghani Ahmadzai and Dr Zalmai Rasoul made various public appearances in Mazar-e-Sharif, Kandahar and the capital, respectively. A recent survey conducted by the Free and Fair Election Foundation of Afghanistan (FEFA) reveals nearly 92% of Afghans support the elections and 75% want to cast their vote. “The will of the people is strong, especially among civil society and educated Afghans who want elections to be successful,” FEFA head Jandad Spinghar told The Express Tribune from Kabul. However, Spinghar remained cautious, saying they would keep a close watch on electoral fraud and the fragile security environment. Members of the Afghan media also remained hopeful regarding voter turnout despite Taliban attacks. “The Taliban are seditious fighters who are always resorting to insurgency and riots,” the Arman-e Melli newspaper noted in an editorial comment this week, adding the people should “stand up against the Taliban.”

Election commission in KABUL: Suicide bombers targeted buildings near the Independent Election Commission (IEC) headquarters in Kabul on Saturday, staff and police said, the latest in a spate of attacks ahead Kabul under attack by the of next week’s presidential election.m“I am here… the attack is going on around the IEC Taliban compound,” spokesperson Noor Mohammad Noor told Reuters by telephone from a safe room Express Tribune 29th March,2014 inside the building. Noor said that IEC personnel were safe and that Afghan security forces were in control of their building. Police said that a nearby building that was privately owned had been targeted for reasons that remained unclear. “We can only confirm that a number of armed insurgents have entered a building close to the IEC,” said Kabul’s police chief spokesperson Hashmat Stanekzai. Another IEC official told Reuters that staff inside the compound feared the neighbouring building might be used by insurgents to fire on their headquarters because it was several stories high.

Sindh govt positive in : The Sindh government has started working for holding free and fair Local Body holding LB polls on (LB) elections as par directives of apex court. The Chief Minister Sindh Qaim Ali Shah presiding over the meeting of the Ministerial Committee for LB elections arrangements directives of court discussed the modalities for transparent LB elections in peaceful atmosphere. Repeat episode Considering the party’s record, it was only a matter of time before the MQM joined the PPP’s rd Sindh government. Reports reveal that the predictable decision has been made, and a formal Pakistan Today 23 March, 2014 announcement will be made soon enough. The PPP and MQM were coalition partners in the previous provincial government, but failed to carry forward the arrangement after the May 2013 elections. Despite several differences on key matters such as the local body system, the two parties have agreed to once again sit together for the ‘greater good,’ as they often put it. In order to understand this consistently complicated relationship, it is imperative to understand the ethno-political dimensions which often dictate decisions such as the one under discussion. Broadly speaking, the Sindh province can be divided into two parts: urban and rural. Similarly, the demographic can also be divided in two categories: the Urdu-speaking Mohajirs and indigenous . The former are concentrated in the major urban centers such as Karachi and Hyderabad, while the latter are spread out all over the province. Successive election results are a testament to this divide, as the MQM always emerges as the leading, if not sole, representative of the Urdu-speaking urbanites, while rural Sindh never fails to display its loyalty to the PPP. As a result of this, the provincial assembly is dominated by the PPP, with a noticeable presence of the MQM. Now, the PPP can easily do without the MQM as far as numbers are concerned, but running provincial affairs without including representatives of “Pakistan’s economic hub” can be very tricky. Perhaps too tricky, which explains why the MQM always receives an invitation to share power. Simply put, the MQM’s real strength is not just the number of people who vote for it, but the business-concentrated areas they are settled into. But, that is taking too positive a view of the situation. Sharing power means making unsavory compromises which often entail direct, negative consequences for the common people. Political expedience comes in the way of necessary action, as witnessed during the tenure of the previous MQM-PPP-ANP coalition government. While party leaders exchanged views over tea and biscuits, the lower cadres spilled each other’s blood in a never-ending turf war in Karachi. Harsh ground realities suggest that the new coalition will fail to return peace to the metropolis or bring prosperity to the wider province.

SC dismisses review KARACHI: Mar 20 (APP): Supreme Court of Pakistan has dismissed a review petition of Sindh Government against previous ruling of the apex court regarding the delimitation of election petition, orders LB elections constituencies. The three-member bench headed by Chief Justice of Pakistan Justice by Nov 15 in short order issued here on Thursday stated that delimitation is Associated Press of Pakistan 23rd prerogative of Election Commission of Pakistan (ECP). The bench also directed the ECP to March, 2014 ensure the holding of Local Bodies elections by or before November 15, 2014. The bench in its order said that the power to hold elections of the local Government stand vested in the Election Commission of Pakistan in terms of Article 140A of the Constitution.The Election Commission has been mandated to “organize and conduct the election and to make such arrangements as are necessary to ensure that the election is conducted honestly, justly, fairly and in accordance with law. As the holding of election of Local Government delayed for more than nine years, which is violative of the constitutional command, we are persuaded to direct the Governments, Federal and Provincial (of Sindh) to carry out appropriate amendments/ legislation to empower the Election Commission of Pakistan to initiate and carry out the process of delimitation of constituencies for the Local Government elections. This exercise should be completed within a period of five months from today and the E Commission of Pakistan shall thereafter take requisite measures to carry out the process of delimitation of constituencies for the Local Government expeditiously so as to complete the same within the period of 45 days of the enactment/amendments in laws in terms of this order”.“The Election Commission of Pakistan shall further ensure that the announcement of election schedule and the process of holding it is complete by or before 15th of November, 2014”.

Sindh to hold LG polls in SINDH: The Sindh government announced on Saturday that local government elections will be November held in November this year. Sindh Chief Minister Qaim Ali Shah announced in a meeting on Saturday that preparations for the local elections will begin soon. Sharjeel Memon, Sikander nd Pakistan Today 22 March,2014 Mendro and Murad Ali Shah were also present in the meeting. Earlier on Wednesday, the Supreme Court ordered all provinces to conduct local body elections no later than November 15. The case was heard by a three-member bench presided by Chief Justice Tasadduq Hussain Jilani. In February, several members of the provincial assembly called for holding local government elections as soon as possible so as to mitigate administrative problems. Lawmakers representing the Pakistan Muslim League-Nawaz (PML-N), Pakistan Tehreek-e- Insaf (PTI) and Pakistan People’s Party (PPP) said holding of local government elections and devolving powers to the grassroots level would serve the people. Many complained that local elections had not been held in a long time, and holding them soon is necessary.

SC bench led by the Chief Justice of Pakistan (CJP) Tassaduq Hussain Jillani pronounced this short order after hearing miscellaneous petitions pertaining to delimitation for LB polls in Sindh on Thursday in Karachi Registry. Talking to mediamen, counsel for MQM Senator Farogh Nasim said following hearing of the case SC had ruled in clear terms that delimitations had not been carried out in Sindh in line with law. MQM had appealed to SC through its petition that powers for carrying out delimitation should rest with a neutral institution and as per this institution is EC. The recent delimitations made by Sindh government were got carried out through deputy commissioners, he added. They were empowered to declare any territory urban or rural. He underlined that SC accepted MQM plea that powers for carrying out delimitations of constituencies for national, provincial assemblies’ election and LB polls should rest with EC. Meanwhile, the Supreme Court on Thursday directed secretary establishment to appoint Inspector General of Sindh Police at the earliest and present a report in the court. Three-member bench headed by Chief Justice of Pakistan (CJP) Justice Tassaduq Hussain Jillani was hearing Karachi law and order implementation case here at SC Karachi Registry. The chief justice expressed displeasure over the non-appointment of IGP, saying it showed the non-seriousness of authorities concerned that still acting police head was serving at the key post in the province despite deteriorating law and order situation. The chief justice directed the attorney general to ask secretary establishment for immediate appointment of IGP Sindh.

Sources say it is likely that leader of the opposition in the National Assembly Syed Khursheed Shah may formally propose the name of Mian Muhammad Ajmal to the government once the government contacts him. The name of Justice (R) Mian Ajmal also came up for the post of NAB chairman a few months back and the opposition and the government agreed on his name but Prime Minister disagreed saying the retired judge was secretary law ministry when General (R) imposed November 3, 2007 emergency.Syed Khursheed Shah is also likely to consult the other opposition parties including PTI before proposing the name of Justice (R) Mian Ajmal to the government.

SC directs ECP to complete KARACHI: The Supreme Court on Thursday directed the federal and Sindh governments to carry out appropriate amendments/ legislation to empower the Election Commission of local govt’s poll process by Pakistan to conduct the delimitation process for the local government’s election within five Nov 15 months. “The Election Commission of Pakistan shall thereafter take requisite measures to The News 21st March,2014 carry out the process of delimitation of constituencies so as to complete the same within a period of 45 days of the enactment/amendments in the laws,” the SC’s three-member bench headed by Chief Justice Tassaduq Hussain Jillani ordered. The election commission has been directed to ensure that the announcement of election schedule and process of holding election may be completed by or before November 15.The short order of the Supreme Court came on the Sindh government’s appeal against the ’s judgment that struck down the delimitation exercise as well as fresh amendments in Sindh local government law in Supreme Court. The SHC, on December 30, had struck down the amendments made through Sindh local government (third amendment) Ordinance substituting the population figures for union committees in Metropolitan Corporation declaring same as ultra vires the Sindh Local Government Act and the Constitution besides set aside the entire delimitation exercise carried out by the delimitation officers for Karachi, Hyderabad, Mirpurkhas, Sukkur and Larkana divisions. Being aggrieved with the SHC’s judgment, the Sindh government submitted that as a result of impugned order there is complete chaos with regard to local bodies election as neither the candidates who have filed nomination papers nor the voters know about the ultimate fate of the electoral process. The SC’s three-member bench headed by Chief Justice Tassaduq Hussain Jillani after hearing the case of Sindh government and respondents counsel, amicus curiea and others, for reason to be recorded later on, held that power to hold elections of the local government stand vested in the election commission of Pakistan in terms of Article 140-A of the Constitution. The court observed that holding of the local government elections has been delayed for more than nine years, which is violation of Constitutional command. The court directed the federal and provincial governments to carryout appropriate amendments/ legislation to empower the election commission of Pakistan to conduct delimitation process for the local government’s election within five months. The court also upheld the Sindh High Court’s judgment that struck down the amendments made through Sindh local government (third amendment) Ordinance substituting the population figures for union committees in Metropolitan Corporation declaring same as ultra vires the Sindh Local Government Act and the Constitution. It is pertinent to mention that SHC had also set aside the entire delimitation exercise carried out by the delimitation officers for Karachi, Hyderabad, Mirpurkhas, Sukkur and Larkana divisions observing that election of local bodies may be conducted on position as existing prior to the delimitation process started in the year 2013.

Supreme Court orders PUNJAB: The Supreme Court of Pakistan on Wednesday issued directives to federal and centre, Punjab to hold LB Punjab governments to complete legislation regarding Local Bodies (LB) polls within five months since the polls were delayed for over nine years in the country. The court also directed polls by November 15 the government for ensuing holding of LB polls till November 15. A three-judge bench of the Business Recorder 20th March, 2014 Chief Justice Tassaduq Hussain Jillani with Justice Khilji Arif Hussain and Justice Sheikh Azmat Saeed announced its verdict on appeal of the Election Commission of Pakistan against the judgement passed by the Lahore High Court on February 3, 2014. The bench ruled in its short order: "Since the holding of elections of Local Governments has been delayed for more than nine years, which is violative of the Constitutional command, we are persuaded to direct the Governments, Federal and Provincial (of Punjab) to carry out appropriate amendments/legislation to empower the Election Commission of Pakistan to initiate and carry out the process of delimitation of constituencies for the Local Government Elections." The court directed the concerned authorities to complete the exercise within five months, saying that Election Commission of Pakistan shall thereafter take requisite measures to carry out the process of delimitation of constituencies for the Local Government expeditiously so as to complete the same within a period of 45 days of the enactment/amendments to laws."The Election Commission of Pakistan shall further ensure that the announcement of election schedule and the process of holding polls be completed by or before November 15, 2014," the order said. Earlier, the Punjab government had sought four-month time from Supreme Court for holding LB polls in the province. Advocate General Punjab Mustafa Ramdy submitted a report pertaining to timeframe for the LB polls in the apex court, adding that the polls would be completed in 10 stages. He submitted that it would take four months to prepare draft bill and delimitation of constituencies for LB elections. Muhammad Akram Sheikh, counsel for Election Commission of Pakistan, contended before the court that Local Bodies Acts 7 and 10 are repugnant to the Constitution, saying that the apex court has the jurisdiction to annul these Acts. After hearing arguments of the parties the court reserved the judgement in the matter. Announcing the judgement, the bench ruled that the power to hold elections of the Local Government stand vested in the Election Commission of Pakistan in terms of Article 140- A of the Constitution of Islamic Republic of Pakistan. The court ruled that Sections 8 to 10 of the Punjab Local Government Act, 2013 and the relevant Rules framed there-under are ultra vires of the Constitution in so far as they empower the Provincial Government to carry out the delimitation of the constituencies for the Local Government.

LB polls: SC orders new KARACHI: The Supreme Court of Pakistan ordered that new delimitations be carried out across the Sindh province and directed the Sindh government to put in place appropriate legal delimitations in Sindh framework for holding of local government elections in the province, SAMAA reports. The court further ordered that the Sindh government should announce schedule of the local bodies elections before November 15, 2014.Yesterday, the Supreme Court directed the federal and provincial governments to hold local bodies’ elections by Nov 15, observing that it’s a legal obligation in which no delay would be tolerated. The court also directed completion of legislation for the delimitation of electoral constituencies across Pakistan within five months. Taking a strict stance on the delay in LG polls for over nine years, the bench observed that the delay amounted to violation of the Constitution. Subsequently, the court set November 15, 2014 for the announcement of an election schedule and completing the process required for holding the polls. The bench further declared that Sections 8 to 10 of the Punjab Local Government Act, 2013 and the relevant rules framed thereunder are ultra vires of the constitution in so far as

Referring to Article 140A, the court said that the power to hold Local Government elections was vested in the ECP, which under Article 218(3) has been mandated to “organise and conduct the election and to make such arrangements as are necessary to ensure that the election is conducted honestly, justly, fairly and in accordance with law, and that corrupt practices are guarded against, the power to carry out such delimitation should vest with the Election Commission of Pakistan.” During the hearing, Advocate General Punjab Mustafa Ramday told the bench that the provincial government would comply with the court’s orders. “There will be no delay but please allow us sometime to amend the law for empowering the commission to carry out the delimitation process,” Ramday added.

He submitted that the KP government has issued notification but the issue of delimitation process in Sindh and Punjab is still pending with the apex court wherein the apex court is yet to decide as to whether the process of delimitation could be assigned to the ECP or not. He said if the court may assign the task to the ECP, then delimitation exercise done by the provincial government would stand abolished.He requested the court to find an amicable solution in the instant matter. The court observed that its decision about delimitation in Punjab and Sindh will be announced soon but in the meantime, the KP government should complete arrangements for holding the elections in the province. The court adjourned the hearing of the case for date in office.Also, the same bench heard review petition of Watan Party on election reforms, and sought comprehensive reply from the ECP within 15 days regarding the implementation of its orders in the instant matter. Bilal Minto, counsel for Wattan Party, submitted that some portions of two decisions of the court have not been implemented for which the ECP could be asked for its reply.At this, the court asked DG ECP Sher Afgan to appraise the court about the reasons due to which its orders were not yet implemented in letter and spirit. The DG ECP sought some time to submit reply.

She also highlighted that the crimes against women had increased. Though laws had been legislated, their implementation remained absent due to lack of any effective mechanism and callous apathy on the part of the successive governments, she said. Sadia Sohail, an MPA, on the occasion apprised the gathering of PTI’s demand for the implementation of Women Protection Law (bill) in the assembly. She said the law would safeguard security of women, which had so far been avoided by those who had been in the government. Sarah Ahmed gave a presentation on the developments in the KPK by the PTI government, highlighting initiatives which affected women. Giving her concluding remarks, Saloni Bokhari highlighted the achievements of the KPK government. She said the previous two governments in KPK were unable to bring about any positive reforms regarding law and order and security situation in the province. Supreme Court Judge Justice Nasirul Malik has been serving as acting Chief Election Commissioner following the resignation of Justice (retd) Fakharuddin G Ebrahim, who relinquished the post after the general elections last year.

Internal incoherence: PML-N PESHAWAR: While coalition parties and opposition parties have been busy strategising for gropes in the dark ahead of local government (LG) polls, announcing alliances, the Pakistan Muslim League-Nawaz (PML- N) is yet to swing into electioneering action. The party has to resolve its internal rifts before it LG polls can expect success in these elections, say PML-N members. A grand meeting of the Khyber- Express Tribune 8th March Pakhtunkhwa (K-P) chapter of PML-N has been finally convened for Saturday (today) to discuss and formulate a strategy for LG elections. PML-N General Secretary Rahmat Salam Khattak told The Express Tribune on Friday that district presidents and general secretaries from across K-P have been summoned at the party’s provincial secretariat to discuss the matter. Incidentally, PML-N’s decision comes at the heels of the chief minister’s (CM) statement on Wednesday wherein he told a delegation of Insaf Student Federation that all preparations have been made for LG polls and April 30 has been proposed to the Supreme Court as the date for the election. “In the light of directives issued by the apex court, the provincial government is prepared for any date set up by the Election Commission of Pakistan,” said CM . Rahmat said Saturday’s meeting, the first for addressing LG polls, has been called to obtain feedback from district office bearers. Commenting on the election date proposed by the government, Rahmat said, “Keeping in view the many arrangements that need to be undertaken, it seems unlikely that LG polls will be held on April 30. More time will be needed to finalise a date.” According to a senior PML-N leader, until now the party had not taken any tangible steps regarding LG elections. “This is the first meeting the party has called regarding the polls while other political parties in K-P have already conducted several rounds of meetings,” he said. PML-N has its work cut out for the local bodies polls as it needs to set its own house in order first by bringing in individual performance-oriented leaders to work together in coordination in the larger interest of the party, he added. Several leaders have left the party, including Farid Toofan who recently left to join Awami National Party-Wali, the breakaway faction of ANP formed by Begum Nasim Wali. “Fiaz Khan from Swat, Bahadur Khan and Rahim Shah from Mardan have also deserted the party,” he said. Another PML-N member said older activists are increasingly feeling disappointed for being left out in party decisions. “There are people who are at the helm of the party even though they only joined recently,” he contended. Considering the fact that ANP, and Jamiat Ulema-e-Islam- Fazl have already formed an alliance and have progressed towards chalking out a regional strategy, PML-N is only just taking it initial steps. The internal situation of PML-N as shared by some leaders indicates that the party will need extra efforts on the part of its leaders; firstly to pacify the feelings of dissent among its members and then decide which party it can form an alliance with for LG polls and on what terms.

PTI Punjab Secretary Information Andleeb Abbas said the KPK govt had done all the experiments to hold local bodies’ elections through biometrics but the government appointed wrong people in NADRA who were refusing to hold biometric elections while giving reasons which were not valid at all. She said the PTI would protest against this attitude of NADRA’s and she demanded that elections based on biometrics be allowed in KPK and be made mandatory in all provinces.

In this respect, in connivance with the Baloch separatist leaders who have taken refuge in Switzerland, Sweden, US and London, these foreign elements use media, various NGOs and human rights organizations for false propaganda against Pakistan’s security forces and ISI in relation to extrajudicial killings, mutilated bodies and the missing persons. It is notable that Baloch Liberation Army (BLA) is also in collusion with some US Congressmen to get foreign support so as to animate the scheme of separatism in Balochistan. For the purpose, BLA and the Baloch feudal lord, Khan of Kalat had planned to take the issue of Balochistan to International Court of Justice (ICJ) and expected that India would pay $2.4 million lawyers’ fee to contest their case in ICJ. As Indian support did not get materialized, BLA and Khan of Kalat went over to US leaders to press forward their case. In February 8, 2012, three Republican Congressmen including Dana Rohrabacher, Louie Gohmert and Steve King tabled a bill before US Congress stating, “Balochistan is currently divided between Pakistan, Iran and Afghanistan with no sovereign rights of its own. Committee on Foreign Affairs’ convened a hearing on extrajudicial killings and violation of human rights in Baluchistan. Rohrabacher chaired the meeting, while Lt. Col. (R) Ralph Peters testified. Lt. Col. (R) Peters is the architect of infamous 2006—New Middle East map and is an advocator for the disintegration of Muslim states on sectarian and religious lines. His map shows a number of Islamic countries including Pakistan as truncated. While writing in the June 2006 issue of The Armed Forces Journal of the US, he had suggested Washington about the creation of a “Greater Balochistan” which would integrate the Baloch areas of Pakistan with those of Iran—and the Frontier Province (Khyber Pakhtoonkhwa) should be incorporated into Afghanistan.” Although the US Administration quickly distanced itself from Congressional hearing by Rohrabacher and Peters’ testimony, yet US denial does not augur well with ground reality, as American think tanks, NGOs and websites go on instigating the separatist elements in Baluchistan. US State Department which funded National Endowment for Democracy (NED) and Voice of Baluchistan (VOB) have been instrumental in fomenting dissension and nationalistic feelings in the province. It has been pressurizing Pakistan to allow opening of a US consulate in Quetta. The aim is to execute America’s clandestine aims against Islamabad.As regards the deteriorating situation of Balochistan and the missing persons, everyone knows the foreign-backed separatist groups such as the BLA, Baloch Liberation Front (BLF), Baloch Republican Army (BRA) and their affiliated outfits including another group, Jundollah (God’s soldiers) which have been fighting for secession of the province get logistic support from American CIA and Indian RAW—these miscreants kidnapped and killed many innocent people and the security personnel in the province. They also massacred many persons through suicide attacks, bomb blasts, targeted killings and sectarian violence. Therefore, they are responsible for dumped bodies and extrajudicial killings in the province. On a number of occasions, these militant outfits claimed responsibility for their subversive acts. In fact, miscreants in Balochistan employ coercive techniques and cruel methods to intimidate local people to expand their influence and enlarge their support base. Their oppressive tactics are extremely harsh, as they cruelly kill innocent people and throw away the dead bodies to inflict psychological pain to the bereaved families, impersonating their frightening clout and masquerading posture. These ruthless killers demonstrate their real mischief by shifting the blame of their heinous crimes to law-enforcement agencies including FC, MI and ISI. Hence, by playing the double game, they manage to conceal their brutalities, and present themselves as victims. Unfortunately, due to their vested interests and insular mindset, some media analysts and political leaders of Pakistan fall prey to the elusive schemes and deceptive plans of the Baloch miscreants. In this regard, investigative media, judiciary and elite leadership have not been able to uncover the real designs of the militants who frequently assassinate innocent civilians in Balochistan through cruel techniques, and then openly grumble through media by insinuating that security forces and law-enforcing agencies are responsible for such killings.In this respect, illegal abduction and cold blooded murder of the 14 years young boy, namely, Chakkar, son of Khuda Dost, resident of Turbat city, is a case in point. On January 7, 2014 at 4 PM, a group of unknown motorcyclists kidnapped Chakkar from Turbat city’s fish market. After three days, his bullet-ridden body was found from Kech Kour-Koshkalat area of Turbat, and handed over to his family. Later on, the miscreants propagated that ISI was involved in abduction and killing of an innocent child. But, technical probe, undoubtedly, proved that miscreants of the BRA were involved in kidnapping and merciless killing of that young boy.After knowing the true picture of the incident, on January 16, 2014, a protest demonstration was staged by family members and relatives of the late Chakkar at the Main Chowk in Turbat in front of Press Club Turbat, District Kech. he aggrieved protesters chanted slogans against BLF and BRA for targeting guiltless people. They demanded from the government to eliminate terrorist organizations which have been targeting innocent persons of Mekran Division and are disturbing law and order situation in the area. Another similar demonstration was held on January 18, 2014 at Press Club Turbat by the relatives of Javed, resident of Azian, Tehsil Tump, District Kech, who was also killed by the Baloch miscreants of the BLF on December 21, 2013 in Hochat area, Tehsil Dasht, District Kech. Besides, on November 27, 2013, in Turbat, District Kech, Abdul Karim from Zehri (Khuzdar) was abducted by the BRA culprits and his body was thrown away on November 28, 2013. The poor fellow was a popcorn seller, but was eliminated by trigger-happy and power hungry culprits of the BRA.Similarly, on November 12, 2013 in Turbat city, four miscreants of the BRA murdered two sweepers and fled away. Both the deceased persons were government servants, employed at Technical Training Centre Turbat and belonged to Sindh. While, on November 14, 2013, the cruel insurgents of the BRA killed a laborer, namely, Qadir Bakhsh, resident of Sindh. The incident took place at Dashti Bazaar Turbat, District Kech and the youth was brutally massacred, due to pistol used by the BRA terrorists. And on November 18, 2013, three innocent persons belonging to Dera Ghazi Khan, namely, Mulazim, Abdullah and Mustafa were killed by the terrorists of the BLF in Josak area, Tehsil Turbat and District Kech. Now, instead of shifting the blame game to the security forces, ISI and other law-enforcing agencies, our responsible media anchors and commentators must expose the real face of foreign enemies— assisting the Baloch miscreants who are not only involved in kidnapping the innocent civilians, but are also behind their cold blooded murder including mutilated bodies and extra-judicial killings.

Therefore, it is pre -mature to comment on it.” Responding to a question halt of the US drone strikes in Pakistan, Aslam said that at the moment there are no drone strikes and Pakistan expects the US would continue this policy since drone strikes are counterproductive with a growing consensus on that view. Referring to a resolution by the European Parliament and reports presented to the Human Rights Council Session by Ben Emerson, Special Rapporteur on the promotion and protection of human rights and fundamental freedoms, hearings in the British, Dutch and the European Parliaments on the question of drone strikes, the foreign office spokesperson said that in view of a very strong international consensus emerging, hopefully the US will refrain from resuming strikes. Accusations Modi In response to the question regarding accusations made by the Indian prime ministerial candidate Narender Modi that Pakistani backed militants are involved in terrorist activities in Indian Kashmir, the foreign office said they saw the statement as part of the election season in India. “Unlike Pakistan where India is not an election issue, in India, Pakistan becomes an election issue unfortunately.” On the allegation, Aslam said that Pakistan condemns terrorism as Pakistan itself has been a victim of terrorism which has its roots in the events in the region over the last 30 years.
