Special Traffic and Transport Arrangements for the Christmas 2017 and New Year’S Eve Holidays TRANSPORT DEPARTMENT NOTICE SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR THE CHRISTMAS 2017 AND NEW YEAR’S EVE HOLIDAYS Notice is hereby given that the following special traffic and transport arrangements will be implemented on Hong Kong Island, Kowloon and the New Territories in connection with the Christmas 2017 and the New Year’s Eve: I. SPECIAL TRAFFIC ARRANGEMENTS HONG KONG ISLAND Special Traffic Arrangements on 24, 25 and 26 December 2017 (See Figure 1) (A) ROAD CLOSURES AND TRAFFIC DIVERSIONS (1) Central District (a) Lan Kwai Fong Phase I The following road sections will be closed to all vehicular traffic from 6.00 pm on 24 December 2017 to 6.00 am on 25 December 2017: (i) D’Aguilar Street between Wyndham Street and Wellington Street; (ii) Lan Kwai Fong; (iii) Wing Wah Lane; (iv) Wo On Lane; (v) Wellington Street between Wyndham Street and D’Aguilar Street; (vi) On Lan Street; and (vii) Stanley Street between D’Aguilar Street and Cochrane Street. Phase II Depending on crowd situation, the following road sections will be closed to all vehicular traffic in addition to Phase I at any time from 7.00 pm on 24 December 2017: (i) D’Aguilar Street between Queen’s Road Central and Wellington Street; (ii) Wyndham Street between Glenealy and Queen’s Road Central; (iii) Wellington Street between D’Aguilar Street and Cochrane Street; and (iv) Queen’s Road Central between Pedder Street and Pottinger Street. (b) Chater Road Pedestrian Precinct The following road sections will be closed to all vehicular traffic for designation as pedestrian precinct from 8.00 pm on 24 December 2017 to 11.59 pm on 25 December 2017: (i) Chater Road between Pedder Street and Jackson Road; and 1 (ii) Ice House Street between Des Voeux Road Central and Connaught Road Central. (c) St. Joseph’s Church To facilitate the dispersal of worshippers from St. Joseph’s Church upon conclusion of the Christmas Eve Mass, the rightmost lane of Garden Road between Kennedy Road and Lady May Path will be closed to all vehicular traffic for designation as pedestrian precinct, depending on the mass conclusion time and the crowd condition. (2) Causeway Bay (a) In the vicinity of Victoria Park (The 51st Hong Kong Brands and Products Expo) Pedestrian Precinct The following roads will be closed to all vehicular traffic for designation as pedestrian precinct from 12.00 noon to 11.59 pm daily on 24, 25 and 26 December 2017: (i) Lockhart Road east of Cannon Street; (ii) East Point Road; and (iii) Great George Street west of Paterson Street. Depending on the crowd situation, the following road sections will be closed to vehicular traffic: (i) Gloucester Road service road northbound between Kingston Street and the U- turn slip road of Gloucester Road service road southbound; (ii) Gloucester Road southbound betwee the ramp leading from Victoria Park Road Flyover and CausewayRoad; (iii) Sugar Street; (iv) Gloucester Road northbound between Causeway Road and Kingston Street (except for vehicles on Tai Hang Road flyover heading for Gloucester Road northbound); (v) Great George Street; (vi) Paterson Street between Kingston Street and Great George Street; and (vii) Kingston Street westbound between Gloucester Road northbound and Paterson Street. The following road sections will be closed to all vehicular traffic in short notice in addition to (i) to (vii) above depending on actual situation: (i) Paterson Street between Gloucester Road westbound and Kingston Street; (ii) Kingston Street; and (iii) Cleveland Street. During the period of above road closures, the following traffic diversions will be implemented: 2 (i) Vehicles on Victoria Park Road flyover southbound will be diverted to Gloucester Road service road westbound; (ii) Vehicles on Yee Wo Street eastbound will be prohibited from turning left onto Sugar Street; (iii) Vehicles on Paterson Street southbound will be diverted to Kingston Street eastbound; and (iv) Vehicles on Cleveland Street southbound will be diverted to Kingston Street eastbound. (B) SUSPENSION OF PARKING SPACES, CAR PARKS AND RESTRICTION OF VEHICLE ACCESS (1) Central District The on-street parking spaces, including the motorcycle parking spaces and metered parking spaces on the following road sections will be suspended from 5.00 pm on 24 December 2017 to 6.00 am on 25 December 2017: (i) Stanley Street near D’Aguilar Street; (ii) Wyndham Street between Arbuthnot Road and D’Aguilar Street; and (iii) On Lan Street. (2) Causeway Bay The parking spaces at Hing Fat Street Public Car Park are suspended from 10.00 am to 8.59 pm daily between 16 December 2017 and 8 January 2018 (except the disabled parking spaces, part of motorcycle parking spaces and a total of 10 numbers of parking spaces will remain open for public use) for the use of Police vehicles and vehicles bearing of the authorization of the organizer of the Hong Kong Brands and Products Expo. Vehicles illegally parked will be towed away by the Police without prior notice and may be subject to multiple ticketing. 3 Special Traffic Arrangements on 31 December 2017 (See Figure 2) (A) ROAD CLOSURES AND TRAFFIC DIVERSIONS (1) Central District (a) Central Ferry Pier Area The section of Man Kwong Street outside Pier No. 8 will be closed to all vehicular traffic from 9.00 pm on 31 December 2017. (b) Lan Kwai Fong Phase I The following road sections will be closed to all vehicular traffic from 6.00 pm on 31 December 2017 to 6.00 am on 1 January 2018. (i) D’Aguilar Street between Wellington Street and Wyndham Street; (ii) Lan Kwai Fong; (iii) Wing Wah Lane; (iv) Wo On Lane; (v) Wellington Street between Wyndham Street and D’Aguilar Street; (vi) On Lan Street; and (vii) Stanley Street between D’Aguilar Street and Cochrane Street. Phase II Depending on the crowd and traffic situations, the following road sections will be closed to all vehicular traffic in addition to Phase I at any time from 7.00 pm on 31 December 2017 to 6.00 am on 1 Janaury 2018. (i) D’Aguilar Street between Queen’s Road Central and Wellington Street; (ii) Wyndham Street between Glenealy and Queen’s Road Central; (iii) Wellington Street between D’Aguilar Street and Cochrane Street; and (iv) Queen’s Road Central between Pedder Street and Pottinger Street. (2) Wan Chai, Causeway Bay and Tin Hau (a) Wan Chai Phase I The following road sections will be closed to all vehicular traffic from 9.00 pm on 31 December 2017: (i) Expo Drive ; (ii) Expo Drive Central; and (iii) Expo Drive East. 4 Phase II The following road sections will be closed to all vehicular traffic in addition to Phase I from 11.00 pm on 31 December 2017: (i) The section of Convention Avenue between Fenwick Pier Street and Fleming Road; and (ii) The first left lane of Fleming Road northbound between Convention Avenue and Harbour Road. (b) In the vicinity of Victoria Park (The 51st Hong Kong Brands and Products Expo) Pedestrian Precinct The following roads will be closed to all vehicular traffic for designation as pedestrian precinct from 12.00 noon on 31 December 2017: (i) Lockhart Road east of Cannon Street; (ii) East Point Road; and (iii) Great George Street between Paterson Street and East Point Road. Road Closures Depending on the crowd conditions, the following road sections will be closed to all vehicular traffic from about 6.00 pm onwards on 31 December 2017 in phases: From 6.00 pm onwards (i) Sugar Street; (ii) Great George Street between Gloucester Road and Paterson Street; (iii) Kingston Street westbound between Paterson Street and Gloucester Road; (iv) Paterson Street between Kingston Street and Great George Street; (v) Gloucester Road southbound between Causeway Road and the ramp leading down from Victoria Park Road Flyover; and (vi) Gloucester Road northbound south of Kingston Street. From 8.00 pm onwards (i) Kingston Street; (ii) Paterson Street between Kingston Street and Gloucester Road; and (iii) Cleveland Street. The following road sections will be closed to all vehiclular traffic in short notice from 8.00 pm onwards in addition to the above road closures: (i) One lane of Gloucester Road service road westbound between Victoria Park Road flyover and Cannon Street; (ii) Tai Hang Road flyover northbound; (iii) Hing Fat Street between Causeway Road and Lau Sin Street; (iv) Electric Road between Lau Li Street and Lau Sin Street (except for franchised buses and residents of Park Tower); and (v) Tsing Fung Street (except for franchised buses). 5 Traffic Diversions From 6.00 pm onwards Vehicles on Victoria Park Road flyover will be diverted to Gloucester Road service road westbound. From 8.00 pm onwards Lau Li Street may be re-routed from one-way eastbound to one-way westbound traffic when Electric Road between Lau Li Street and Lau Sin Street is closed to all vehicular traffic (except for franchised buses and residents of Park Tower). (c) Jardine Midnight Gun The lay-by on Victoria Park Road outside Causeway Bay Typhoon Shelter will be suspended from 9.00 pm on 31 December 2017 until road closure is lifted. (d) Special Traffic Arrangement on Island Eastern Corridor during Firework Display Traffic on Island Eastern Corridor (“IEC”) westbound between Victoria Park Road and Man Hong Street, except for franchised buses, will be diverted from 11.55 pm on 31 December 2017: (i) Traffic along IEC westbound will be diverted onto Man Hong Street; and (ii) Slips Roads leading to IEC westbound from Healthy Street Central and Tong Shui Road will be closed to all vehicular traffic. (B) SUSPENSION OF PARKING SPACES, CAR PARKS AND RESTRICTION OF VEHICLE ACCESS (1) Central (a) Lan Kwai Fong From 5.00 pm on 31 December 2017 to 6.00 am on 1 January 2018, the on-street parking spaces on the following road sections will be suspended: (i) Stanley Street near D’Aguilar Street; (ii) Wyndham Street between Arbuthnot Road and D’Aguilar Street; and (iii) On Lan Street.

Details are so follows: NWFB Route 26 Service of NWFB Route 26 during morning and evening peak hours on Monday to Friday (except Public Holiday) will be strengthened to 8-10 minutes and 12 minutes headway respectively, while the frequency at remaining service period will be at 12-20 minutes headway. NWFB Route 27 Service hours of NWFB Route 27 from North Point Ferry Pier will be extended to 11:40pm daily. NWFB Route 15C There will be a new morning special service for NWFB Route 15C, traveling from Central (Star Ferry Piers) to Kennedy Road (Kennedy Heights) on Monday to Friday (except Public Holiday) 6:45am to 9:45am at 30 minutes headway. The route will travel via Man Kwong Street, Man Yiu Street, Connaught Place, Connaught Road Central, Cotton Tree Drive and Kennedy Road. Bus stops will be located at Central (Star Ferry Piers), Connaught Road Central City Hall as well as Kennedy Road Kennedy Heights. Current service between Central (Star Ferry Piers) and Garden Road (Peak Tram Station) will remain unchanged. NWFB Route 23A Service of NWFB Route 23A will be cancelled from the same day. Citybus Route 12 Routeing of Route 12 for Robinson bound will detour after Cotton Tree Drive flyover via slip road, Queensway, Queen’s Road Central, D’Aguilar Street, Wellington Street, Lyndhurst Terrace, Hollywood Road, Arbuthnot Road, Caine Road, then resume its original routeing towards Robinson Road.
