FIFTH SESSION RESUME OF BUSINESS TRANSACTED DURING THE FIFTH SESSION OF THE THIRTEENTH KERALA LEGISLATIVE ASSEMBLY The summons dated May 27, 2012 for the Fifth Session of the Thirteenth Kerala Legislative Assembly was issued to the Members on May 28, 2012. The session commenced at 9.00 a.m. on Monday, June 11, 2012 and adjourned sine-die at 11.37 a.m. on Wednesday, July 25, 2012. The House met on the following days viz., June 11, 12, 13, 14, 15, 18, 19, 20, 21, 22, 25, 26, 27, 28, July 4, 5, 6, 9, 10, 11, 12, 13, 16, 17, 19, 20, 23, 24, 25 (29 days of sittings) The House transacted business for 170 hours. Obituary Reference On June 11, 2012 the Speaker made references on the demise of C. K. Chandrappan and S. Damodaran, former members of the House. As a mark of respect to the deceased, the members stood in silence for a while. On July 25, 2012 the Speaker made references on the demise of Sidharthan Kattungal and J. A. Chacko, former members of the House and Captain Lekshmi, renowned freedom fighter. As a mark of respect to the deceased, the members stood in silence for a while. There was a prominent politician, Professor AV Thamarakshan, in Kerala. Could you please provide details of his political activities? 2. Please advise whether he or his party are in power currently in Kerala. 3. Please advise whether there is any evidence that Thamarakshan was involved in Hindu religious extremism? 4. Is there any evidence that Thamarakshan discriminated/harassed Christians? RESPONSE 1. Could you please provide details of his political activities? Research undertaken using the resources available to the Tribunal identified one person with the name Thamarakshan who is involved in politics in Kerala State, India. This person is Professor A.V. Thamarakshan. The Election Commission of India first records his involvement in an election in 1977, when he won the seat of Mararikulam in the Kerala Assembly as a member of the Revolutionary Socialist Party (RSP). This seat he won again in the 1980 and 1982 elections (‘Election Results for 99 – Maraikulam Assembly Constituency’ (undated), Election Commission of India website http://www.eci.gov.in/ElectionAnalysis/AE/S11/partycomp99.htm – accessed 25 August 2006 – Attachment 1). He then changed to stand for the Haripad seat, and in 1987 and 1991 elections came second.

(Press Trust of India photo) Kochi/Munnar: The nine­day agitation by women tea plantation workers in Munnar ended today with the management of Kanan Devan Hills Plantations company agreeing to the agitators' major demands in a marathon discussion chaired by Chief Minister Oommen Chandy. Talking to reporters after the parleys, Mr Chandy said that though the management had raised "certain technical and economic issues" regarding the agitators' demand for 20 per cent bonus, they had agreed with the government's position on the matter. "The management said it would accept it as a special case if the government declares that 8.33 per cent bonus and 11.67 ex gratia (total 20 per cent) will be given to the workers. "Based on this understanding, all the stakeholders, including approved trade unions, representatives of the agitating women and elected representatives of the people, reached an agreement," Mr Chandy said. Regarding the plantation workers' demand for a hike in wages, the chief minister said that "a meeting of the Plantation Labour Committee will be convened on September 26 and the issue will be addressed through that mechanism". State Labour Minister Shibu Baby John will attend the meeting, Mr Chandy said. Several rounds of separate discussions were held in Kochi since morning between the government, the company's management and representatives of workers after which a final, consensus decision was arrived at in the presence of the Chief Minister.
