Task background: Prior to the 1973 edition, WMO publication No. 47 (1955-) was published and previously available only in paper form. This project imaged all the editions and supplements that could be located at WMO and from other international sources (Table 1). Reproduced by permission of the World Meteorological Organization. We gratefully acknowledge the assistance of the Japan Meteorological Agency (JMA) and the UK Met Office in providing photocopies of two editions. Introduction On November 17, 2014, the news that the International Union for the Conservation of Nature (IUCN) added the Pacific Bluefin tuna (PBF) to its Red List of Threatened Species as “Vulnerable,” which meant that it was threatened with extinction, made headlines and received substantial TV coverage around Japan. After citing the IUCN’s comment that the species was extensively targeted by the fishing industry for the predominant sushi and sashimi markets in Asia, Mainichi Shimbun, one of the major newspapers in Japan, reported that the population was estimated to have declined by 19 to 33% over the past 22 years1.     4 The Japanese acquisition of maritime technology from the United Kingdom Masami Kita In the middle of the nineteenth century, American wooden sailing ships were very active in the Asia-Pacific area and virtually dominated trade in the Yantze (Haviland, 1958). Britain was then at war with both India and China. British ships were also made of wood so it was difficult for them to make the long voyage to the Far East. The invention of the iron steamship and the screw propeller led to the end of the wooden sailing ship. In 1854, the British navy held a trial to com- pare the efficiency of the paddle wheel and the screw propeller. The screw won (Cucari and Angelucci, 1975). There were opportunities for Scottish business men in the Asian market as it opened up. Due to the rapid progress and expansion of the Scottish iron industry, Glasgow became the centre of world pig-iron production. This was the result of J.B. Neilson’s hot blast smelting method. The West of Scotland was the heart of British heavy industry. At that time Britain was the workshop of the world (Moss and Hume, 1977). From the middle of the nineteenth century, when the monopoly of the British East India Company was abolished and the Opium War was over, many business opportunities arose in Asia and Scottish merchants flocked to take advantage of the new openings from India to the Far East (Kita, 1998). Trade across the Atlantic region was controlled by merchants from Liverpool, Bristol and else- where in England, so Asia was a lucrative new market Scottish traders could explore to their advantage.

We are grateful for the support of key partners including California Black Media, ImpreMedia, Hoopa Radio, and the Center for Community & Ethnic Media, in compiling this list. The Directory aims to expand access to the sector at a time when communicating with California’s diverse communities has become more urgent than ever amidst the rollout of the 2020 census, the COVID-19 pandemic, and the economic turmoil it has generated. This Directory is a work-in-progress — in today’s highly fluid media landscape, we will update the online information monthly. Thanks to support from the Complete Count Committee Office 2020 Census and several national funders, we were able to expand our research and discover ethnic media platforms we never knew existed: podcasts, radio stations, weeklies, online news sites serving newly settled immigrants and long-siloed ethnic groups. The takeaway from our daily interactions with the sector is that despite the collapse of the business model that has decimated all media, the ethnic news outlets are determined to survive to inform and advocate for their audiences. Some of those outlets have been in opera- tion for decades while others are much newer. Their resilience is inspiring. Their role in creating an inclusive communications infrastruc- ture for this state is indispensable. We look forward to replicating the California Directory with a national listing of our ethnic media partners later this year.
