Reporting to: Council

Purpose Manaaki Toiora means to assist in the well-being of our communities or to lift ones mana in the sense of well-being. The Council wants to assist the communities of Hauraki to thrive.

The primary objective of the Manaaki Toiora Committee is to oversee the implementation of projects and initiatives under the current Community Growth and Community Initiatives Activities of the Council and contribute to the social, economic, environmental and cultural well-being of the District and its people. In particular, the Council has agreed to focus on projects and initiatives that will improve social and economic deprivation levels where possible and will help the Hauraki communities work toward the 2021 Community Outcomes

Membership: Mayor All Councillors of the Council, of which two are appointed as Co-chairs One Council appointee

Meeting frequency: Monthly meeting on the Tuesday prior to the last Council meeting of the month, commencing at 9.00am

Delegation: The Council delegates to the Manaaki Toiora Committee the following powers, duties and responsibilities:  Development and approval of the Manaaki Toiora action plan.  Management and oversight of the development and engagement on the Manaaki Toiora Strategy, which will replace the Council’s Social Strategy and Economic Development Strategy. Make recommendations to the Council for adoption of the Manaaki Toiora Strategy.  To receive and review reports and presentations from Council staff and community groups and make recommendations to the Council.  Authority to approve expenditure up to $5,000 per project within the existing approved Community Growth budget subject to reporting the expenditure to the next Council meeting.  To make recommendations to the Council on the allocation of the Social Strategy Fund which will be used to promote the goals of the Hauraki District Council Social Strategy.  To review and recommend to the Council the proposed Manaaki Toiora Activity and the proposed budget for the inclusion in the draft 2021-31 Long Term Plan for consultation with the community.

Each Ward has budget set aside for Community Assistance Funding. This fund is for the discretionary allocation of grants or donations towards activities, individuals, or groups as determined by the respective ward members.

The Ward Chair has the delegated authority to approve grants towards hall hire costs, and, along with one other ward member can approve grants up to $300 from this fund. Full Council with recommendation from the appropriate ward decides requests for financial assistance above $300.

Council also has a District discretionary fund that is available for general or more significant activities or projects that provide a benefit to more than one ward. There were no changes from last month.

6350: Significant Natural Areas and Heritage Features Incentives Funding (SNA & HFI)

The SNA & HFI Fund is a contestable fund that is administered by Council. The purpose of this fund is to encourage and assist landowners with SNAs and/or Heritage Features to actively maintain and/or enhance their SNA or heritage feature. No changes to last month’s $64,532 unallocated funds. Funding can be applied for at any time and an application form is available from the Planning team.

Each Ward and the District have community recreational facilities development funds accumulated from development contributions that are available for investment in public capital items i.e. physical assets such netball courts, domain lighting etc.

9558: Plains Community Recreational Facilities Development Fund (CRFDF) - Of the unallocated funds of $139,793.31, there were no changes from last month.

9559: Paeroa Community Recreational Facilities Development Fund (CRFDF) - Of the unallocated funds of $136,582.56, there were no changes from last month.

Council has an investment fund of which a percentage of the interest is set aside for grants to community projects of a more significant nature. Of the unallocated funds of $194,757.17, there were no changes from last month.

6200: District Social Strategy Fund [SSF]

A percentage of the interest allocated from the investment fund is set aside for initiatives that address issues identified in the Social Strategy action plan. - Of the unallocated funds of $31,346.87, there were no changes from last month.

3 SOCIAL INITIATIVES | WHAIWHAKAARO PAAPORI

An update on agreed priorities to 1 July from the Social Strategy Action Plan to be progressed/completed is provided below:

PILLAR: Connected Communities GOAL: Our communities are respected, engaged, valued and connected. Youth Engagement and participation A Council Instagram social media account was created as a platform for youth engagement, and has been used for LTP engagement, ANZAC Day Commemorations and promotion of mental health services.

Youth representatives from the three colleges within our district have also been invited to attend the Better Futures Hauraki Forum to provide a youth perspective on issues within the community.

GOAL: Our community groups and voluntary sector is effective, supported, empowered and sustainable Upskilling Volunteer Base Volunteering recently offered an online workshop exclusive to sports clubs on Volunteering Recruitment Made Easy. This information was distributed to the sports clubs within the Hauraki District through Sport Waikato.

There will be another online workshop in this in August 2021, which provides the building blocks to complete a fully developed recruitment plan. This includes future recruitment goals, philosophy for volunteer engagement, at least nine key platforms/connections you could be using to recruit volunteers and action plans that make recruitment easy. This workshop is open to any community groups, not just sporting clubs.

PILLAR: Safe and Healthy Communities

GOAL: Hauraki residents feel safe and healthy in their homes and in their communities.

EECA Warmer Healthy Home Grant Council will again promote the Energy Efficiency & Conservation Authority (EECA), Warmer Kiwi Homes Programme. The programme offers grants to low-income homeowners for 90% of the total cost of ceiling and underfloor insulation and approved heaters. Criteria is set out below:

Better Futures Hauraki At the Better Futures Hauraki meeting today at 1pm, items for discussion include: - Introduction of Community Advocacy Officer and Community Employment Liason; - Issues raised at the Sept 2019 meeting; - Council social initiatives since 2019 - i.e EITP; - Overview of the newly formed Manaaki Toiora Committee; - Updates from social agencies - how have things changed post-COVID. It is expected that 25-35 agency and organisation representatives will be in attendance.

GOAL: Our most vulnerable people are cared for through initiatives to build social support, cohesion and inclusion. Assistance for NEETs The Community Advocacy Officer is working very closely with the Community Employment Liaison to progress strategies to assist with youth classified as Not in Education Employment or Training (NEET). This is outline in their respective reports to the committee this month.

PILLAR: Creative and Proud Communities

GOAL: Hauraki District celebrates its successes, identity and cultural diversity Hauraki District Council Community Awards (name tbc) With a revamp to the previously named Citizen and Young Achiever Awards, the proposed categories for awards are as below: - Individual Award for Community Service - Sport or Recreation Award - Arts, Culture and Heritage Award - Community Group Award (for service to the community) - Overall ‘Community Champions’ award for 3 or 4 outstanding members of the community.

The number in each will all be dependent on how many and what type of applications are received. Exactly how the categories and awards will look will be finalised over the next two months and applications will be sent out July/August, with the awards to occur in November, date tbc.

OTHER INITIATIVES | EERAA ATU WHAIWHAKAARO

Citizenship Ceremony

The Citizenship ceremony held on Wednesday the 12th of May went well, with four residents of the Hauraki District receiving citizenship. This was also a celebration for ten of the seventeen new Hauraki Citizens who received their citizenship via mail March - Dec 2020, while nationally ceremonies were on hold.

ANZAC Day 2021

ANZAC Day District commemorations this year were well attended, with over 200 people in each of the Waihi, Paeroa and Halls. Council have received a lot of positive feedback from members involved from the RSA, churches and colleges, as well as from members of the public.

I will be meeting with the groups involved for a post-event debrief on how communications and processes can be improved leading prior to ANZAC 2022.

These activities include developing funding applications with internal and external stakeholders, identifying key advocacy needs with Council and the community, building constructive relationships and advocating for funding and programmes that will benefit our community wellbeing.

2 BACKGROUND | TE KŌRERO Ā MUA

Through a series of Council workshops in 2020, the development of the Manaaki Toiora Committee actions and LTP budgets were discussed and Councillors identified several potential actions that would require the appointment of a district advocate.

The Community Advocacy Officer position was established to advocate on behalf of the district to Central Government and other external organisations for funding and support to assist in achieving actions and outcomes set by the Manaaki Toiora Committee.

3 ADVOCACY PRIORITIES

After the 30 March 2021 Manaaki Toiora meeting, a workshop was run to outline and prioritise actions for the Community Advocacy Officer. This will be included in the work programme for this position until the new Manaaki Toiora Strategy and Action Plan are developed later in 2021.

These proposed actions are listed in order of priority below: 1. Advocate for agencies developing strategies to assist with youth classified in ‘Not in Education, Employment or Training’; 2. Talk with MSD about what else Council can do for low income earners (identify funding gaps); 3. Support Mental Health, Drug & Alcohol Addiction, and abuse support services to help people get back on their feet; 4. Work with the Government on its Kiwibuild/alternative homeownership schemes in the Hauraki District; 5. Attract and upskill our volunteer base e.g. through workshops. Particularly for organisations that help reduce deprivation in some way; 6. Support/find internet training programmes for our elderly residents to help build confidence and encourage the use of internet at home; 7. Look for additional source of funding to supplement EECA’s 90% grants for insulation, heat pumps/efficient wood or pellet burners; 8. Plant more trees.

4 CURRENT PROJECTS AND ACTIONS

Since the last Manaaki Toiora meeting dated 27 April 2021, where a verbal update was provided on Advocacy action thus far, further progress has been made on some of these projects and actions as outlined below: Project work o Items 1, 2 and 3 (from the proposed actions above), continuing research to inform a report, further defining the current district circumstances to assist with future project decisions. Due June 2021.

o Items 4, and 5 are being researched as part of a wider Hauraki District Stocktake to inform direction, targeting a June/July delivery. Relationship Building  Contact and introductions have been made within the Waikato Region Housing Initiative work group. Ongoing relationship building as part of BAU.

Funding  Tourism Infrastructure Fund: The Hon Stuart Nash – Minister of Tourism released a support, recovery and re-set plan for tourism communities (The Tourism Communities Plan) and item 11 on that plan included a new round of the Tourism Infrastructure fund. Information on dates and criteria is yet to be released. 11. Local councils can apply to another round of the Tourism Infrastructure Fund, with $16.5 million of new investment. Many councils with small rating bases use the fund to help develop tourism assets like carparks, toilet blocks, waste disposal facilities, and cycle paths.

 Provincial Development Fund and Unit, it has been flagged that a regional approach utilising all of government is to come for funding applications. A new name for the group has also been indicated. Awaiting further details. Staff are in communication with the Provincial Development Team. Exploratory work is being initiated on other funding directions from Government, which includes but is not limited to the Ministry of Primary Industries, and the Housing Acceleration Fund. Indications are that June/July will see further updates on funding criteria’s. Approval

Council undertakes a range of activities to assist with community growth and development in the Hauraki District and has the Manaaki Toiora Committee, which amongst other things, meets to provide direction for projects and activities relating to community growth in the district.

3 PROJECTS AND ACTIONS

Since the last Manaaki Toiora meeting in April 2021 there have been projects and actions taking place. This report will highlight the key ones.

 LoveHauraki Page likes have increased from 1042 to 1095 (5%) since the last report. It is really encouraging to see the number of likes continuously increasing. There have been 10 new posts with the profile about the General Store and Café attracting the highest level engagement and an organic (non-paid) reach of 6,400 people.  District promotional video The new promotional video for the Hauraki District is in its final stages. It highlights the district as a great place to live and do business. This will be shared with the Committee once completed.  Business Development Council is continuing to work with multiple developers in the district and support businesses who are considering a move here, providing them with data and contacts to help them in their decision-making. The Longridge Project Team met on 4 May 2021 which is a regular monthly meeting between council staff and the Longridge team to keep conversations happening.  Te Waka We are working with Te Waka to bring two free workshops from the initiative Digital Boost to the district, one in Ngatea and one in Waihi on 20 May. Topics that will be covered include:  How to use digital tools in your business to remove manual working hours and free up your time  How to market to your ideal customer using Facebook, Instagram, Google and Youtube  How to increase customers through your website and learn how to build one yourself  Q&A with a local business owner who has implemented digital tools  How to sign up for the free online Digital Boost platform We, together with the town promotions organisations, are helping to support this workshop rather than run our own Business Bites event this month.  Regional Cycle Trails Network The Regional Cycle Trails Network met for the first time since October 2020 on 6 May. Waikato Regional Council are currently in the process of employing a contractor to support this group and want to see it continue. Indications are that this will remain a networking group to share ideas and collaborate on cycle projects.

 Tourism Funding The Government has announced a $200 million fund - Tourism Communities: Support, Recovery and Re-set Plan to be rolled out between now and 2023. The four target areas are:  Five South Island tourist communities targeted for specialist support  Pressure on Māori tourism operators and Conservation facilities recognised  Domestic and international-facing tourism agencies put on more secure footing  Long-term plan to re-set tourism with a focus on sustainability, industry standards and regional economic diversification Half of the key points in the Plan will focus on supporting the most vulnerable South Island regions. The other areas of the Plan are relevant for the rest of the country. They include areas we as Council need to be aware of and prepare for: 1. Regional Tourism Organisations will receive a new round of annual grant funding of $26 million to manage, plan, promote and market tourism activities in their regions. 2. Support for Inbound Tourism Operators – existing loans will be converted to grants. 3. Māori tourism business support managed by New Zealand Māori Tourism. 4. The Department of Conservation will extend the fee waiver for around 1,000 operators on public conservation land who pay a tourism concession fee. 5. Local councils can apply to another round of the Tourism Infrastructure Fund, with $16.5 million of new investment. 6. A new Tourism Industry Transformation Plan (ITP) will see the government work in partnership with tourism businesses and the tourism workforce, councils, iwi, researchers and independent advisers. Pūkorokoro Miranda Shorebird Centre Work has started on the feasibility study for the Pūkorokoro Miranda Shorebird Centre. Cr Harris, Cr Buckthought and I met with the consults developing the feasibility study out at the Shorebird Centre on 11 May to discuss our thoughts on the future development of the site to become a hero attraction for the region. Regenerative Tourism The last session of the ‘Back to Life’ regenerative tourism programme took place on 13 May. There is a desire from the participants from the Coromandel to keep working together to continue the regenerative discussion and be local advocates for this way of thinking. Some thoughts and inspirations from the course include:  Using nature as a guide for how we do things; this is not just relevant for tourism.  What is the point of GDP growth if communities are not thriving as a result?  A living tourism system cannot thrive forever by extracting value, only by building the capability of all its participants to thrive and evolve.  It is only in Places that people call ‘home’, that diverse inhabitants can come together around a shared purpose as comm(with)–unity and deploy their diverse talents and perspectives, their capacity for connection and belonging, their desire to make a contribution, and assume responsibility for taking care of it and nourishing its capacity to flourish and evolve. When they do, when they become truly indigenous (of this place) and feel a kinship with it, they are both motivated and guided to act with the respect and reverence that will nourish its capacity to thrive (Pollock & Holliday, 2021).

 The core-value generating aspect of tourism stems from a positively memorable encounter between a guest and host that benefits both parties, helping each feel more alive (transformed) as a result (Pollock & Holliday, 2021). Pinggu District, Beijing Municipality, China

The Mayor has received a request from the Director of NZ Express Travel based in Auckland New Zealand (-who is working with Pinggu District China) to set up one or more educational sessions with any Hauraki growers to learn about Hauraki planting/growing tips, technology and innovation. This request follows on from a visit to the Acting Mayor of Pinggu District People’s Government of Beijing Municipality in August 2019 by previous Mayor Tregidga where, among other subjects, discussions on modern horticulture and education was discussed. It was proposed that once the COVID-19 pandemic is over a training scheme based around horticulture could be established between the two districts. The Mayor would like to discuss this opportunity with the committee to gauge how much involvement Council should have with the Pinggu District.

The purpose of this report is to provide an update to the Manaaki Toiora Committee on the activities and progress of the Mayors Taskforce for Jobs project.

Hauraki District Council successfully applied for $250,000 to help drive local employment opportunities, particularly for young people and those out of work due to COVID-19. Job seeker benefit numbers have risen from 340 in Nov 2019 to 594 in Dec 2020, peaking at 613 in September 2020.

The Mayors Taskforce for Jobs is a community employment recovery programme developed in collaboration with the Ministry of Social Development (MSD) is working closely with an appointed community employment liaison officer to ensure Council’s programme compliments the work they’re doing. A Community Employment Liaison programme is enhanced by extra funding for incentives toward work ready training, job placements and pastoral care. The target is 25 sustainable employment positions by June 30 2021.

The following are the activities that the Community Employment Liaison has been engaged in for the month of April 2021. · Two employment outcomes achieved for the month of April, bringing the total for this project to twenty three. · Completing agreements with employers for workplace incentives for those who have been placed into employment. These agreements have provided a number of incentives to

employers such as on the job training costs, licencing, wage incentives, health and safety requirements. · Regular meetings with the delegated support person from MSD have recommenced which have included the new Hauraki District Council Community Advocacy Officer who has compiled some excellent information and insights around employment. · There has been regular job sharing between Gr8 Job Hauraki, MSD and other agencies which has been very beneficial and helpful for everyone. · Employment and Training Advocacy Group – Planning for the May meeting is underway for which the agenda will be all important and will address our community agencies working together toward a common goal. This meeting will feed into the Hauraki District Council ‘Better Futures Hauraki’ meeting, so the Advocacy group will have some identified priorities to work together on. · Connected with Four Square, Laser Electrical (apprenticeship), WSP, local farmers, Enviro NZ and Pak N Save Thames, STM Roofing, Brian Tunnicliffe Nissan and Waihi Mitre 10 regarding current and future opportunities. · Continued support for unemployed to establish/update CVs, discuss careers and apply for jobs. · Attention is turning to planning for the continuation of Gr8 Job Hauraki and what the focus will be for the next term which includes a new proposal for a second funding tranche to Mayors Taskforce for Jobs. · The below graph is from MSD and shows Job Seeker Support - Work Ready figures. Included are neighbouring districts and another district in our region which is also running the Mayors Taskforce for Jobs Community Recovery Programme.

Appendix A

The Hauraki Rail Trail Charitable Trust Six Monthly Report January 2021

The Hauraki Rail Trail Charitable Trust is reporting on activity undertaken between 1 July 2020 to 31 December 2021.

Surface Replacement: The most important issue the Trust is facing is the deterioration of the trail surface. With the trail approaching is end of life expectancy of ten years, consideration to the funding mechanisms required to resurface the trail is required from all parties. Many parts of the Trail are starting to fail. Action is crucial to ensure the continuation of the trail at a Great Ride standard.

The estimates below are based on a chip-seal solution on the majority of the train embankments similar to the surface on the TAMM (38kms) and the to Pūkorokoro-Miranda (8kms) sections. The Trust is confident that it could gain support from MBIE to support this project.

Audit FY2020 We are pleased to advise that in December 2020, Audit NZ again gave a clean bill of health. Two recommendations were made to the Trust, both of which have been actioned:

1. Renewal of Exemption Notices due (actioned by Settlor Councils in FY2021) 2. Review of Payroll Process to ensure pay increases take effect on the correct date.

Trail Extensions COVID19 gave rise to some delays in the extensions to the trail from Te Aroha to Matamata (TAMM) and from to Pūkorokoro Miranda (P2K), largely due to supply issues. We were pleased however, to be able to officially open the TAMM section in November 2020, with strong support from iwi and all three Settlor Councils. The Trust appreciates the ongoing support.

As at 31 December 2020 74.8 per cent of the total project costs had been expended, with $818.069 available to draw down from the Ministry of Business, Innovation and Employment (MBIE). This is broken down to 89 per cent of expenditure completed for the TAMM section and 24.5 per cent of the expenditure completed for the P2K. An ongoing issue with sea inundation at Rays Rest has delayed the opening of the P2K section. The P2K section has also been subject to delays in infrastructure supply. This is being resolved by the team at Hauraki District Council.

COVID-19 The Trail has remained open at Level One Protocols since 1 July 2020. The expected fluctuations in visitor numbers due to Auckland moving to Level 3 did not eventuate. Overall numbers continue to grow on the back of a strong domestic market. Average spend for domestic is also up from $171 per visitor $242.501.

Financials FY2020 financials are running to budget. The deficit is directly due to commitments to an annual expense (i.e. car lease, social media support etc) that is invoiced once but paid monthly.

Trust generated income of $271,378 is based on the Official Partner Programme, Grant applications and other donation sources such as GiveALittle. All expenses are tracking to budget, with an expected End of Year position of -7,107 expected.

Staff Increase The Ministry of Business, Innovation and Employment (MBIE) has supported all Great Rides in New Zealand to increase their capacity in administration for a three-year period. The recruitment of the Business Support Administrator has resulted in increased capacity to service and grow the Official Partner Programme. The BSM has increased Official partners by 50 per cent.

The role is currently funded by MBIE until FY2022, and it is hopeful that the funding mechanism will continue beyond this time. The role has proved invaluable in de-risking the operational management of the Trail when the CEO is absent.

Trust Waikato: The application to Trust Waikato will be resubmitted in FY2021 after dialogue with Trust Waikato CEO Dennis Turton. Asset Management Plan: The three settlor councils of Hauraki, Thames-Coromandel and Matamata-Piako commissioned an Asset Management Plan to be developed for the Trail. This plan is nearing completion.
