PREAMBLE:

The Department of Information and Public Relations is acting as a bridge between people and the Government. The Department is playing a vital role by exploiting all the available media in keeping the people informed about the developmental plans of the Government and progress. It is playing equally major role in keeping the Government informed about the complaints, comments and grievances of the public, by which it is assisting the Government to find suitable solution to the issues. The department publicises various development projects of the Government through field publicity, song and drama, documentaries and short films, photo exhibitions, publications of folders, advertisements and through highway hoardings and it also engages effectively audio and visual media in giving publicity to development programmes of the Government.

ADMINISTRATION.

The Department which has its Head Office at Bengaluru has 30 District offices out of which (Urban), Bangalore (Rural), Mysore, Belgaum and Gulbarga offices are headed by Deputy Directors, 10 district offices by Senior Assistant Directors and 15 district offices by Assistant Directors. Apart from this, the Department has two information centres at Hubli and New Delhi, which collect and disseminate Information related to the State. -2

1) Photo and Film Section :

Getting suitable aid from the State Government for the overall development of film industry and to providing facilities in the field of film production are the main functions of this section. Providing Subsidy to films, presenting annual film awards, providing medals and cash awards to the films, actors, technicians, who have won national film awards, providing entertainment tax exemption and providing shooting permission in public places in the State are also some of the main functions of this section.

The following awards apart from regular films awards are being given to eminent film personalities annually.

Late Award for Best Film Direction which includes Rs 5-00 Lakhs cash a citation and a gold medal.

Dr. Rajkumar Award for contribution to the overall development of Kannada Film Industry which includes Rs 5-00 Lakhs cash a citation and a gold medal. Dr. Award for Lifetime achievement in the field of which includes Rs 5-00 Lakhs cash a citation and a gold medal.

Field Publicity. GRAMA SAMPARKA Publicising of Government schemes, its progress and othr development activities is undertaken through all the 30 district offices of the Department utilising the services of selected performing teams of street plays/folklorists and drama troupes of the concerned district. The publicity programmes are mainly undertaken in the rural areas.

EXHIBITIONS AT DISTRICT FESTIVALS AND SPECIAL OCCASIONS It has been intended to organise exhibitions on the developmental aspects of the Government along with socio progressive issues, in the District Festivals, Jatra Festivals and other special occasions and to give wide publicity to the new schemes and programmes of the Government.

PHOTO EXHIBITIONS ON MAHATMA GANDHI. 150th of Mahatma Gandhi is being celebrated through the country. The State Government through the Department of Information and Public Relations is organising photo exhibitions on the life, thoughts & message of Mahatma Gandhi in all the 30 districts of the State. -5

-5- KARNATAKA MUNNADE It has been intended to organise SAMVADA – an interactive session with the beneficiaries – programmes in 4 selected districts from all the 4 divisions.

EXHIBITIONS BASED ON THE DEVELOPMENT PROGRAMMES It has been intended to organise exhibitions at all the 30 districts of the State which will highlight the new schemes and plans of the Government.

TABLEAU AT MYSORE DASARAH & Republic day Parade at New Delhi.

It is intended to prepare a tableau that will depict the cultural, artistic and traditional excellence and the development aspect of the State of Karnataka and will be presented at the Vijaya Dashami Parade in the Dasarah Festivities held annually at Mysuru and Republic day Parade at New Delhi on 26th January every year.

EXHIBITIONS AT JATRAS Organising exhibitions on the developmental aspects of the Government along with socio progressive issues, in the 25 Jatra Festivals that will be held annually through out the “State has been envisaged.

GADINAADA UTSAVA Kannada Rajyotsava will be celebrated in the villages lying in the border areas of other districts where the number of Kannada speaking people are more and or dense.

-6- Publications

It is the function of the Publications Section to publicise the achievements of the Government on the hoardings in all the 30 districts and in Bengaluru which are in its possession. It also looks after the publication of two periodicals namely JANAPADA in Kannnada and MARCHOF KARNATAKA in English and also brings out folders and booklets highlighting achievement of the Government.

1.PUBLICITY THROUGH HIGHWAY HOARDINGS. It has been intended to spend Rs 180 Lakhs during the year 2019-20 for publicity through highway hoardings throughout the State 2.It has been intended to give publicity in all the trains that travel through out the state an expenditure of Rs 320 .00 lakhs. 3. It has been intended to give publicity in all the bus shelters that will come under the purview of BBMP for the benefit of urban populace at a cost of Rs 480.00 lakhs. 4. A book by name “MYTHRIPARVA” has been brought out depicting the achievements of the Government and has been distributed to general publics, elected representatives, officers and other important people through the district offices of the department. It has been intended to bring out publications on Mahatma Gandhi and on the important achievements of the Government at an expenditure of Rs.183.00 lakhs. 5. It is intended to carry out maintenance digital display boards erected on PPP model in the 10 district headquarters at a cost of 197.00 lakhs. It has also been envisaged to erect digital display boards in the remaining 20 district headquarters on PPP model and an amount of Rs 300.00 lakhs has been earmarked for this purpose. -7

Bus Branding: An amount of Rs 820.00 lakhs has been intended to be spent to carry on publicity through the buses plying throughout the State 7.It is been intended to give wide publicity to the development schemes and plans of the Government in the two periodicals being brought out by the Department namely JANAPADA and MARCH OF KARNATAKA by commissioning special articles and write-ups. It is intended to carry on publicity programmes of the Government through the publication section at a cost of Rs 2500.00 lakhs during the year 2019-20 using different media.

Press and News Section. The Press and News section issues press notes, special articles periodical articles and introducing notes on the schemes and plans of the Government through print, electronic and other media. In addition some of the programmes the section involves in include Co-ordination with the Media, Issuing accreditation and smart cards to journalists, Welfare activities concerning media representatives. Identifying the eminent achievers in the field of journalism and giving them awards etc.

The Department has instituted TSR memorial award to felicitate eminent journalists who have contributed mightily for the cause of journalism. The award includes a purse of Rs 2.00 lakhs (raised from Rs 1 lakh to 2 lakhs since 2017) and MOHARE HANAMANTHARAYA AWARD for the enterprising journalists who have started their own news papers. The later has come into existence since the last two years. Those chosen will be given a cash prize of Rs. 1.00 lakhs, a medal and a citation. Journalists of eminence who have contributed in the fields of development journalism and eco journalism respectively will be identified and awarded respective awards. This award carries a cash prize of Rs 1.00 lakhs, a medal and a citation. -8

-8- An amount of Rs.21.00 lakhs is earmarked for this purpose during the year 2019-20.

An amount of Rs 7.00 lakhs is earmarked for organising press conferences of Hon’ble Chief Minister and other Ministers, organising press briefing sessions after Cabinet Meetings and other important Government functions.

An amount of Rs 93.00 lakhs will be utilised for organising press tours , release of News photos and fuel expenditure in the district office.

An amount of Rs 200.00 lakhs has been reserved for payment to Karnataka Road transport Corporation for issue of smart travel cards to accredited journalists throughout the State. As the allocation granted under Press and News Services is insufficient this amount has been reappropriated from the head of account Publications.

An amount of Rs 300.00 lakhs has been reserved for providing monthly pensions to retired accredited journalists and to the families of diseased journalists.

An amount of Rs 100.00 lakhs has been reserved for accident insurance cover scheme for the members Karnataka Journalists co – operative society and an amount of Rs 49.00 lakhs has been reserved under MADHYAMA SANJEEVINI scheme which provides insurance facilities to the accredited journalists and to those who are working fullfledged in the news papers that are listed in the media list .

An amount of Rs. 100.00 lakhs has been earmarked for construction of Madhyama Bhavana and Patrika Bhavana under heado of account Patrika Bhavana Nirmana. -9

-9- Senior Journalists welfare trust : With a view to extend financial assistance to the senior journalists, “Senior Journalists welfare trust” has been constituted with an amount of Rs. 100.00 lakhs. A one time compensation will be provided to journalists who are in financial difficulties out of the interest accrued on this deposit. Working Journalists Welfare Trust:

A Working Journalists’ welfare Trust has been instituted with a fixed deposit of 100.00 lakhs in the State Bank of , to help those journalists who are in dire need and distress due to accident, chronic illness of deceased journalists. The interest accrued on this deposit will be utilised for this purpose.

Direction and Administration During the year 2019-20 Budget allocation of Rs. 1688.00 lakhs is given to administration out of which 50.00 lakhs are being reserved for purchase of 4 Vehicles.

An amount of Rs 1468.00 lakhs is being reserved for meeting the expenses towards Salary, Dearness Allowance, other Allowances, Medical allowances, travel allowances, general expenses, telephone expenses, electricity and water expenses, transport expenses and the expenses of outsourcing of the staff etc.,

An amount of Rs. 50.00 lakhs is being reserved for purchase of tools and machinery to Head Office and the district Offices and also for their maintenance.

An amount of Rs. 75.00 lakhs is being reserved for purchase of computers and peripherals and their maintenance and purchase of furniture.

An amount of Rs 25.00 lakhs is earmarked for organising Gandhi Jayanthi celebrations and for organising “Gandhi Seva Prashasti Karnataka 2016” award presentation ceremony which includes presenting cash award to the winner.

Information Centers :

Department has two Information Centres at Hubli and New Delhi. Karnataka Information Centre at New Delhi publicises the Government’s programmes and plans by issuing Press notes and about the programmes of Chief Minister and other dignitaries, and arranges Press conferences and Seminars at New Delhi.

An exhibition stall will be put-up at the International Trade Fair organised at Pragathi Maidan in New Delhi to publicise the State Government’s development activities, culture and art of Karnataka.

The Information Centre will coordinate with the media at New Delhi to organise press Conferences of State dignitaries like the Chief Minister, Ministers, VIPs etc visiting New Delhi and arranges to issue press notes accordingly.

It coordinates with the Head Office in arranging Kannada Film Festivals in the Nation’s capital.

The Department also organises Film Festivals, Rajyotsava celebrations and exhibitions in the neighbouring and farther States of the country.

Capital expenditure on Information and Publicity. Allocation will be spent for ongoing construction of KANNADA CHALANA CHITRA AMRITA MAHOTSAVA BHAVANA and Patrika Bhavana .

Moderisation/administrative reforms of the Department. The daily routine of the Department is being successfully carried out through e-office (paperless office) initiative . -14

-14- Website : The Department of Information and Public Relations has its own website www.karnatakainformation.gov.in and is being successfully run. All important news item concerning the State are being wired (published) daily on this website.

Social Media Hub

In order to step side by side with the advancement of Information Technology and to adopt itself to the changing publicity techniques the Department has decided to bring in changes and carrying out its publicity and commitment of dissemination of information to a greater audience engaging social websites like twitter, face book Youtube and Whatsapp etc.

Commercial Publicity : Commercial Publicity section looks after the duties of publicising tender notifications of different development departments which undertake development works and payment of these advertisement charges to the news papers at the approved rates.

It prepares attractive display advertisements and cause them for publication on special occasions e.g. celebration of both State and National days and takes up the responsibility of making payments to publications for these advertisements.

In order to encourage the development and use of Kannada language in the border areas of the State, the section releases advertisements to the accredited papers in border districts and pays their publication charges. -15

-15- The section releases advertisements to the papers/periodicals owned and run by people belonging to SC/ST communities and which are in the media list of the department under Special Component plan on monthly basis.

The Department, through its Commercial Publicity section releases advertisements to the papers and magazines dedicated to particular fields like arts, culture, literature, sports, science, law as incentive and encouragement on a regular monthly basis or as and when the occasion calls for.

Advertisements are being released to the Souvenirs and special issues that are being brought out by organisations involved in social building activities.

It has been a tradition to release special advertisements on the occasions of important national days such as Independence Day, Republic Day, Gandhi Jayanthi, Kannada Rajyotsava Day, to news papers . These advertisements will either be in full page or in a minimum of half page.

In order to meet the demands of electronic media like radio and TV that they also be supported through advertisements, it is intended to give advertisements to these media on 4 special occasions i.e. Independence Day, Gandhi Jayanthi, Kannada Rajyotsava and Republic Day.

A total allocation of Rs.40.00 crores has been provided for the year 2019-20 out of which action will be initiated to clear the pending advertisement bills and in the mean time it will be utilised to meet advertisement expenditure as mentioned above. -16

-16- International Film Festival. Every year Bengaluru International Film Festival is being organised to introduce international films to State audience.  Films that have been brought all over the world for the BIFFES are being screened at Bengaluru’s ORIAN MALL and other theatres. The rent for such theatres, projectors, blue ray technology and the sound systems are being hired on rent and the expenses are being paid.  Cash awards will be distributed to the award winning films in different categories in the Film Festival.  Prescribed royalties and other charges for the International, national and Kannada language films will be paid. Experts in the film industry from cities like Goa, Delhi, , Kolkatta, Tiruvananthapuram, Mumbai are being selected and appointed to different jury panels to select the films for awards and suitable Honorarium will be paid to them.  Cash awards will be given to Winning films in different categories and in the mean time amount will be spent on preparation and presentation of mementoes, citations et all. A new award is being constituted for life time achievements in the field of cinema.  Arrangements are being made to meet the expenses for transportation of national and international dignitaries, for their hospitality purposes and to organise felicitating dinners given by Honourable Chief Minister. The same treatment is also being provided for the visiting VIPs both national and international including journalist fraternity. -17

 Suitable facilities and provisions are being made to meet publication expenses of bringing out book of synopsis of films, booklets, daily bulletins, folders containing the screening schedule of films, invitations, delegate passes etc. Provisions are also being made for registration of viewers and issue of passes.  Registration process is being done through ultra modern computing technology.  Provisions are being made to provide facilities, like arrangement of theatres, projection facilities and sitting fees to the members of the Committee that is appointed to view the films received and to select them for screening in the festival.  Amount is being spent on expenses like bearing of customs charges for films that are imported for screening in the festival, the courier charges and for insurance of films. Provisions are also being made to meet the expenses of hiring technicians and hiring theatres for preliminary screening.  Provisions are being made to organise inaugural and valedictory functions in Bengaluru keeping in mind the rentals of convention Centres, erection of stages, lighting and the expenses of organising cultural events during both the functions.  A signature film will be made and in the mean time provisions are being made to setup festival website and its maintenance and hosting charges.  Vehicle arrangements are to be made for the use of art director and other officers locally and for the use of visiting dignitaries.

-18-  All press conferences, panel discussions talks and seminars will be documented through enough photo and video coverage of all such events that takes place from inauguration to valedictory function.

A total allocation of Rs 6.00 crores is required to undertake all the above said functions and procedures.

FILM ARTISTES WELFARE FUND. To extend financial assistance to the Artists, technicians and employees of the Kannada Film Industry, the Government has constituted the Film Artists Welfare Fund Trust. Artists, technicians and employees of film industry who are suffering due to accidents, death, cancer, heart problems, kidney problems, etc will be given financial aid as per the recommendations of the committee. An amount of Rs. 1100.00 lakhs has been kept as fixed deposit for this purpose.

Medical and other expenses will e met out of the interest accrued on this deposit.

An amount of Rs 125.00 lakhs from the Special Component Plan and another Rs 25.00 lakhs from the Tribal Sub Plan has been released towards Film Artistes Welfare Fund have been released to Karnataka Chalanachitra Academy. This amount has been kept as Fixed Deposit in the State Bank of India.

KARNATAKA CHALANACHITRA ACADEMY. The list of events that will be planned and executed by the Karnataka Chalanachitra Academy during the year 2019-20 is as follows.  Academy will organise BELLI CINEMA-BELLI MAATHU programme.  With an intention to introduce Kannada films to other States and for the benefit of Kannadigas in those States Academy will organise Kannada Film Festivals in Chennai, Hyderabad, Kolkatta, Mumbai etc., in the meanwhile,academy will also host Malayalam and Bengali film festivals in Bengaluru too.  In one of the most successful programmes of the Academy called “Belli Hejje” an interaction programme with the luminaries of the silver screen, documentaries of the VIP guest is being made and exhibition of rare photographs of the stalwarts will be arranged, the photo and video recordings of the interaction programme will be made and these will be documented.  This BELLI HEJJE programme will also be conducted other districts too including other cities like Mumbai and Goa.  With an intention to reach quality cinema to the viewers BELLLI CINEMA-BELLI MAATHU programmes is envisaged and good films are being screened in the Chamundeshwari theatre every week. This unique programmes where the film makers actors and the audience will have interactive sessions has been widely acclaimed by both the general public and the film industry. It has been decided to continue this programme throughout the year. Provisions are being made to meet the rental/publicity/ hospitality expenses and other expenditure. It has also been decided to take this programme outside Bengaluru to other major cities of the State. -20

 Publication of books on films and other filmy subjects: It has been envisaged to bring out various publications like translations of cinema literature, hand books, coffee table books, books on the eminent personalities of cinema, and a directory of the Kannada film world etc.  Jenugoodu: It is an ardent effort to compile a story bank including best literary works in Kannada and to prepare groundwork like prepeation of scripts screen plays etc so as to enable film makers to make use of the readily available screen pays for making new movies.  Bellimandala and Belli Saakshi. Academy intends to provide financial assistance to different organisations called Bellimandala in every district engaged in activities concerning films.  Information on Kannada Films on website: Internet and website plays a prominent role in these days of information revolution where a person can have at the tip of his fingers access to the world. Towing this line of global information, a web site is being designed that would give a comprehensive picture of the ongoing scene of Kannada cinema to the global audience.  Celebration of Kannada Cinema Day: As March 3rd is the day when the firstever Kannada film was released about 7 decades ago, the academy is celebrating every March 3rd as Kannada Cinema Day and on that day an eminent personality of Kannada Cinema who has dedicated his/her life for the cause of Kannada Cinema will be chosen and felicitated with a cash award of Rs 50,000/-.

 Film festivals in other States : Kannada Film festivals are being organised in other States, Mumbai, Hyderabad, Chennai, and Delhi are some of the examples.  Panorama of Indian Festivals and Kannada Film Festivals in Bengaluru and other District Centres: Efforts are on to reach good movies to the district audience by organising Panorama of Indian Festivals and Kannada Film Festivals under the aegis of Film Festival Directorate of Central Government.  Bringing out 2 publications: it is intended to bring out 2 publications viz one on the acting style and talent of Dr. Rajkumar, the veteran of Kannada Cinema and the other Kannada Film encyclopaedia under the editorship of Dr. Baragur Ramachandrappa an eminent Kannada writer.  TRAINING CAMPS : Script writing training camps being conducted by the academy has produced amazing results. Many enthusiasts have taken part in these camps. So far a training has been conducted with the help of NFTI Pune and the process for the commencement of the next camp invitine the eminent film yechnicians from Mumbai, Delhi and Chennai is on the way.  Establishment of an ultra modern Digital film archive: the Academy has planned to establish an ultra modern film archive which facilitates compilation of different books, tapes and records including films concerning the film industry and making them available for viewing of general public. A suitable place is being selected and the archive will be housed there. -22

As usual an amount of Rs 8.00 lakhs has been earmarked for this purpose. 3 Financial assistance to the drug de addiction amps conducted by the JANA JAAGRUTHI VEDIKE OF Beltangadi. JANA JAAGRUTHI VEDIKE OF Beltangadi headed by Sri Rs20,00,000/- Veerendra Hegde of Dharmastals conducts de addiction camps throughout the year. The /Board is offering financial assistance to this programme at the rate of 20,000/- per camp for 100 camps. The total cost would be 20.00lakh 4 For publicity programme on the occasion of 2nd October The board intends to plan publicity programmes on the occasion of Gandhi Jayanthi every year, Many organisations Rs. 3,50,000/- including the Gandhi JSmaraka Nidhi of Bangalore join their hands in this endeavour. The board intends to organise seminars at district level with the help of DIPR and other departments and organisations Rs.6,00,000/- to imbue awareness among student fraternity about the ill effects of drug addiction. An amount of Rs 6.00 lakhs has been earmarked for this purpose at Rs.20,000/- per seminar in all the 30 districts 6 Printing of publicity material During the present year the board had envisaged many programmes like seminars, street plays ,jathas, exhibitions Rs. 10,00,000/- etc. And intend to print and distribute publicity material during such occasions. An amount of Rs.10.00 lakhs has been earmarked for this purpose. 7 Production of Doordarshan programmes and their telecast The board is intending to produce documentaries, short films, jingles for telecast in the visual media to creat Rs.8,00,000/- awareness abut ill effects of drug addiction and drinking. An amount of Rs. 8.00 lakhs has been earmarked for this purpose. 8 Production of radio bulletins and their broadcast The board intends to poduce radio jingles, radio plays and debates about the ill effects of drug addiction and to broad Rs5,00,00/- cast them through the medium of Radio. An amount of Rs5.00 lakhs has been earmarked for this purpose. 9 SAMYAMA PRASHASTI The Government through The academy has instituted SAMYAMA PRASHASTI to be given to a perso /organisation Rs.5,00,000/- who have rendered dedicated service in cleaning the society from the clutches of drug addiction. The award contains a purse of 5.oo lakh rupees. And amount of Rs. 5.00 lakh has been earmarked for this purpose. 10 The board intends to conduct special programmes with the cooperation of Gandhi Smaraka Nidhi, who is doing special Rs.2,00,000/- programmes in memory of Smt Yashodaramma Dasappa who fought relentlessly against drug abuse. 11 Erecting stalls in major jathra festivals. As is the tradition of the board, it opens exhibition stalls in jaatra festivals in the rural areas of the State and give wide Rs.5,00,000/- publicity for anti drug programmes and the menace of drinking. An amount of 5.00 lakhs has been reserved for this purpose. 12 Erection of hoardings/repair and renewal The Board has installed highway hoardings t o publice its programmes through out the state and these hoardings need Rs.8,00,000/- to be refurbished and new hoardings to be erected. 13 Staging street plays. It is intended to stage street plays in all the 30 districts to publicise the boards campaign against the menace of drug Rs 10,50,000/- addiction. 7 street plays will be staged in each district.
