European Union Strategy for Baltic Sea Region Background Fact Sheets Territorial Cooperation Programmes Working meeting of EUSBSR implementation 11 March, Riga European Union Strategy for Baltic Sea Region Background Fact Sheets Territorial Cooperation Programmes INTERACT is co‐financed by the European Regional Development Fund (ERDF) | European Territorial Cooperation PREFACE The first working meeting between the actors and stakeholders in the implementation of the European Union Strategy for the Baltic Sea Region (EUSBSR) is taking place in Riga on the 11th March 2010. More than one hundred representatives of the operational bodies involved in the Strategy implementation will discuss the main key questions of concern at the beginning of this challenging task of finding cooperation mechanisms for all parties involved in this complex multi‐level structure. For the orientation in the discussions we have prepared together with implementing organisations and Commission the fact sheets describing the state of play in the spring 2010. Three sets of Fact Sheets give overall information from three different angles: from the National/Regional programmes point of view, from the Priority Areas point of view and from the Territorial Cooperation Programmes point of view. With this information we wish to demonstrate the main areas in the operational implementation where more guidance is needed, where interlinking with programme financing sources may be called for, where new openings and opportunities for ”pooling of interests” may be in demand. The Fact Sheets give this time only raw data and brief descriptions of what has been done so far. The meeting offers a platform for exchange and a forum for pronouncing views on the expected roles of each operational actor. The meeting is an arena that recognises constrains brought forward by different programme authorities and intends to lay the basic foundation for joint implementation processes together with the European Commission. Reflections are therefore called for on both the implementation of the existing Action Plan and its possible review foreseen by the Polish Presidency in the second half of 2011. With the existing structures of National Contact Points, Priority Area Coordination and Flagship Projects, the operational programmes can offer solutions enabling the effective use of available funds that at the same time can strengthen the existing strategic setup of each programme. The background information included in the three sets of fact sheets are recommended to be read in parallel, in order to emphasise the different entry points to the EUSBSR implementation.     Discover Bauska! The history of the town of Bauska The small and quiet town of Bauska, which has always been associated with its nearness to trade routes, continues the tradition of trying to greet and welcome travellers. Pilsmiests, also known as Vairogmiests, originated in the middle of the 15th century, on the peninsula between the Mūsa and Mēmele rivers, next to the newly built Fortress of the Livonian Order. It was a safe place of residence for the landlords of the area, to whom the Master of the Livonian Order allotted the conquered lands. In 1518, Master Walter von Plettenberg issued a decree to build a church on the peninsula, named after St. Gertrude. During this time, the formation of a merchant settlement was taking place near the ford of the Mēmele, at the place where merchants and travellers crossed the river. After the founding of the Duchy of Courland and Semigallia, during the second half of the 16th century, Bauska experienced the greatest flourishing in its history, albeit for a short time, becoming both the administrative centre of the Duchy with the Duke’s place of residence in the Bauska Castle, and an important trade point through which the road from Lithuania to Riga passed. In 1584, Duke Gothard Kettler, decided that his place of residence in Vairogmiests had become too confined and he made up his mind to move to a new part of the town on the banks of the river Mēmele. Administrative Territory An administrative territory is a territorial divisional unit of Latvia, in which the local government performs administration within the competence thereof. Section 2. Populated Area A populated area is a territory inhabited by people, the material pre-conditions have been established for residence therein and to which the relevant status of populated area has been granted according to the procedures specified by regulatory enactments. Section 3. Scope of Application of this Law (1) The Law prescribes the conditions for the creation, registration, modification of boundaries and establishing of the administrative centre of administrative territories and the territorial divisional units of a municipality, and the definition of the status of a populated area, the procedures for registration thereof and the competence of institutions in these matters. (2) The activities of State administrative institutions in administrative territories shall be regulated by other regulatory enactments. Chapter II Administrative Territories Section 4. Administrative Territories The Republic of Latvia shall be divided into the following administrative territories: 1) regions; 2) cities; and, 3) municipalities. Section 5. Region (1) The territorially amalgamated administrative territories of local governments shall be included in a region.
