Working meeting of EUSBSR implementation 11 March, Riga European Union Strategy for Baltic Sea Region Background Fact Sheets Territorial Cooperation Programmes INTERACT is co‐financed by the European Regional Development Fund (ERDF) | European Territorial Cooperation PREFACE The first working meeting between the actors and stakeholders in the implementation of the European Union Strategy for the Baltic Sea Region (EUSBSR) is taking place in Riga on the 11th March 2010. More than one hundred representatives of the operational bodies involved in the Strategy implementation will discuss the main key questions of concern at the beginning of this challenging task of finding cooperation mechanisms for all parties involved in this complex multi‐level structure. For the orientation in the discussions we have prepared together with implementing organisations and Commission the fact sheets describing the state of play in the spring 2010. Three sets of Fact Sheets give overall information from three different angles: from the National/Regional programmes point of view, from the Priority Areas point of view and from the Territorial Cooperation Programmes point of view. With this information we wish to demonstrate the main areas in the operational implementation where more guidance is needed, where interlinking with programme financing sources may be called for, where new openings and opportunities for ”pooling of interests” may be in demand. The Fact Sheets give this time only raw data and brief descriptions of what has been done so far. The meeting offers a platform for exchange and a forum for pronouncing views on the expected roles of each operational actor. The meeting is an arena that recognises constrains brought forward by different programme authorities and intends to lay the basic foundation for joint implementation processes together with the European Commission. Reflections are therefore called for on both the implementation of the existing Action Plan and its possible review foreseen by the Polish Presidency in the second half of 2011. With the existing structures of National Contact Points, Priority Area Coordination and Flagship Projects, the operational programmes can offer solutions enabling the effective use of available funds that at the same time can strengthen the existing strategic setup of each programme. The background information included in the three sets of fact sheets are recommended to be read in parallel, in order to emphasise the different entry points to the EUSBSR implementation. The project will identify missing resources and prepare pre‐investment plans describing how the Baltic Sea countries should jointly fill in the identified gaps. The project also speeds up the process of developing and concluding sub‐regional agreements for joint response operations between neighbouring countries.
