From the Desk of the Superintendent, James Mayo: Jmayo Railfan@Yahoo.Com Newsletter of the Nutmeg Division, Northeastern Region, National Model Railroad Association Volume 14, Issue 2 June 2013 - August 2013 Your portal to more fun in model Railroading To promote Model Railroading and help educate modelers in the skills of Model Railroading Please visit our NEW WEBSITE @ http://www.nutmegdivision.com The next issue of THE FLYER will be scheduled for publication sometime during the last week of August 2013. If anyone has a short article that they would like to have included in the next issue of THE FLYER please send it to Ron Pelletier at [email protected] as soon as possible. The deadline will be the week of August 11, 2013. From the Desk of the Superintendent, James Mayo: [email protected] May 2013 Let me start off by thanking Dick Greene for his time and effort spent being the layout coordinator. Your work has helped us greatly and as far as I know, everyone has enjoyed the layouts. That brings me to the second item; we (the board) would like to have somebody volunteer to replace Dick as layout coordinator. Anyone that is interested can contact any of the board members (Douglas, Peter or I). So now that the sun is out most of the day, and the weather is getting warmer, how many of you are going to ditch the beach and hide in the basement? Count me in! If you have any projects or plans for the summer months, bring them along and share. I got my vertical staging yard mechanically working, ready to conduct electrons and have some track on it! So now it's on to bench work, where even the wife can tell that I have made progress. Treasurer's Report Balance as of 30 April 2013 is $1100.73 Balance as of 31 January 2013 was $470.87 A big thanks to Mike Wlochowski and Bruce Hoffman for the winning bids on the equipment at the last division meeting in April. James Mayo Superintendent Nutmeg Division P.S. The table saw, wood glue and clamps have been taunting me this entire time. From Director Peter Tierinni: [email protected] I have 2 articles: At the last board meeting, the board voted to enhance the white elephant table, with the concept of a guest vendor. This person, who is a regular at most area train shows, will be selling trains etc. for the June 8th meeting. He has rented 2 tables, the cost being paid into the Nutmeg Division’s treasury. I have done business with John in the past and I believe that John is a good person with a nice assortment of merchandise. Hopefully, if this works out and with support from the members of the Nutmeg Division, we can have a guest vendor or 2 at selected meetings in the future. Please make John feel welcome. NOTICE TO ALL NUTMEG DIVISION MEMBERS After the meeting please contact any of the Board of Director Officers with your thoughts and suggestions about the above concept. Superintendent, James Mayo [email protected] Director, Douglas Henley [email protected] Director, Peter J. Tierinni [email protected] Peter would also like to know from club members, what gauge of trains members are interested in. Many thanks in advance. Second article: Work on my layout, "the Vernon Dogleg", is still coming along, but due to summer, slow, but sure. I have finished most of the homemade filter trees. Just for a change of pace, I made a few out of floor stripping machine pads. I have also completed the basics of false front building. These have been made out of foam board, framed with balsa wood. Painting and adding some signage will be next. On the design board is a tunnel. This will be covered with a combination of cloth and panel adhesive. No plaster will be used. I will be looking at the possibility of using dyed green fiber fill, covered with ground up foam. This will be then used to cover the tunnel, to look like trees. After that, I will then stopping work for the summer months. LORD HELP US!! I am still picking up train stuff here and there, if anybody knows of anyone who has things to sell, please contact me. See you at the next meeting. For those of you who were fortunate to go on the Saratoga & North Creek Excursion hosted by the HUB Division and or the NER Convention in Syracuse, NY last September, the HUB Division has updated their web site with approximately 200 photographs covering both activities. http://www.hubdiv.org/pictures.htm Dear Nutmeg Division Members The Nutmeg Division has a total of three voting members of the Board of Directors. Each director serves for a three year term. In April of each year, one of the three directors term will expire, so there will be a vote in April of each year to either select a new director for a three year term or to re-elect the outgoing director if that person has so decided to stay on for another term of three years. In April 2013 we did have an election and here are the results: James Mayo’s (first) term as director ends in April 2014 Peter Tierinni’s (first) term as director ends in April 2015 Douglas Henley’s (first) term as director ended in April 2013 Douglas Henley was re-elected for a second term which will end in 2016 James Mayo was re-elected as Superintendent which will end in 2014. If you wish to have your name listed on the ballot for director in April 2014 please send your intentions to Ron Pelletier at the e-mail listed at the end of this newsletter. Newsletter Update If you are reading this on the Nutmeg Division’s website, then I have finally been able to read my own writing (actually printing) and have been able to post THE FLYER to the website. I would like to thank David Abrames our website administrator with finding the glitch in the system that was preventing me from posting to the website. I would also like to thank David for his patience in trying to guide me in and through the process of uploading to the website. At this time, I still need more education on how to post pictures (imbedded in the newsletter) onto the website. As I get more comfortable with the process of posting to the website I will start to separate out the events section of newsletter and put it in the proper section of the website. Editor- Ronald Pelletier [email protected] Articles / Stories /Letters Modeling in Afghanistan by Jeff Hanke!!!UPDATE!!! Jeff may not know it yet (at least I didn’t tell him (EDITOR)), but he made it into the NMRA Magazine. The article from Jeff first appeared in the March – May issue of THE FLYER and was mentioned in the DIVISION BUSINESS CAR section by Jim Zinser of the NMRA MAGAZINE. On page 41 you will find the article “Building Models on Vacation…or in a War Zone” You will find additional information about the article and the article itself http://www.nmra.org/member/NMRA-at-Home Congratulations Jeff, Please stay safe and hurry Home. Safety at passive grade crossings. Volume 1: Analysis. Safety Study NTSB/SS-98/02. Washington, DC. 124 p. More than 4,000 accidents occurred at the Nation’s active and passive grade crossings in 1996; 54 percent of the accidents and 60 percent of the fatalities were at passive grade crossings, where drivers are not provided warning from train-activated devices. The Safety Board conducted this study to identify some common causes for accidents at passive crossings and to identify remedies to improve safety at passive crossings that are not scheduled for closure or upgrade. The sample of 60 accidents investigated by the Board as part of the study is not intended to be statistically representative of the entire population of accidents at passive grade crossings during the study period, but rather to illustrate a range of passive grade crossing accidents. The report also relates information obtained at the Board’s 1997 public forum on passive crossing safety. The safety issues include (a) the adequacy of existing warning systems to alert the driver to the presence of a passive crossing and an oncoming train; (b) roadway and track conditions that affect a driver’s ability to detect the presence of an oncoming train; (c) behavioral factors that affect a driver’s ability to detect the presence of an oncoming train; (d) the adequacy of existing driver education material regarding the dangers of passive grade crossings and driver actions required; (e) the need for a systematic and uniform approach to passive grade crossing safety; (f) and the need for improved signage at private passive crossings.

RAILWAY INVESTIGATION REPORT R12T0038 MAIN-TRACK DERAILMENT VIA RAIL CANADA INC. PASSENGER TRAIN NO. 92 MILE 33.23, CANADIAN NATIONAL OAKVILLE SUBDIVISION ALDERSHOT, ONTARIO 26 FEBRUARY 2012 Main-track Derailment VIA Rail Canada Inc. OCCURRENCE SUMMARY • Passenger Train No. 92 Aldershot, Ontario 26 February 2012 R12T0038 EVENT On 26 February 2012, VIA Rail Canada Inc. train No. 92 (VIA 92) travelled east from Niagara Falls to Toronto, Ontario, on track 2 of the Canadian National Oakville Subdivision. Beyond the stop at Aldershot Station, the track switches were lined to route the train from track 2 to track 3. The last signal required the train to proceed at 15 mph. VIA 92 entered the crossover at about 67 mph, causing the locomotive and all 5 coaches to derail. The operating crew was killed; 44 passengers and the VIA service manager were injured. About 4300 litres of diesel fuel spilled from the locomotive fuel tank. KEY SAFETY ISSUES • The rail industry relies on administrative defences to ensure crews follow signals. These defences alone are inadequate for situations where the train crew misperceives, misinterprets or does not follow a signal indication. • The absence of valuable information from in-cab voice and video recorders leaves unanswered questions and represents a lost opportunity to mitigate potentially serious crew resource management issues in the industry. • Many locomotives may be susceptible to cab structural, fuel tank and truck securement failure during derailments because there is no Canadian requirement to upgrade crashworthiness when locomotives are rebuilt. TSB RECOMMENDATIONS The Board recommends that Transport Canada require that: • Major Canadian passenger and freight railways implement physical fail-safe train controls, beginning with Canada’s high-speed rail corridors.
