EXECUTIVE SESSION:

WHEREAS, the Open Public Meetings Act, N.J.S.A. 10:4-11, permits boards of education to meet in closed session to discuss certain matters; NOW, THEREFORE, BE IT RESOLVED, that the West Essex Regional Board of Education adjourned to Executive Session to discuss the following matters: a) Personnel matter relative to the hiring of athletic coaches, b) Contract matter relative to the Superintendent’s Merit Goals, c) Litigation matter relative to a Special Education settlement, d) Personnel matter relative to the resignation of the new Teaching Instructional Supervisor of Fine Performing and Practical Arts ; and BE IT FURTHER RESOLVED, that public release of these discussions will occur when the need for confidentiality no longer exists. 1 West Essex Regional Board of Education MINUTES – August 27, 2012 – (Continued)

OPEN MEETING : The Board reconvened from Executive Session and Mrs. Marie Rosenberg, President, presided and voiced the call to order at 7:32 p.m. Pledge of Allegiance

PUBLIC NOTICE OF MEETING: Notice of the August 27, 2012 meeting of the Board of Education was e-mailed to the Clerks of the Boroughs of Essex Fells, North Caldwell and Roseland and to the Township of Fairfield, and to the editor of The Progress on February 28, 2012 and to The Star Ledger on the same day.

ELECTION: After opening the meeting, Mrs. Rosenberg opened the floor for nominations to the position of Board Vice-President, with the following results:

Mrs. Gerken nominated Mr. Frank Antonucci. Mrs. Candido seconded the motion.

Mrs. Smith nominated Mr. David Laible. Ms. Bachmann seconded the motion.

Following the nominations, Mr. Antonucci and Mr. Laible commented relative to the position.

Mr. Falkowski called the roll for the nomination of Mr. Frank Antonucci as Board Vice- President, with the following action taken: Nomination by Mrs. Gerken Seconded by Mrs. Candido

BOARD PRESIDENT’S REPORT:

Mrs. Rosenberg congratulated Administrators and staff on New Jersey Magazine’s ranking of West Essex Regional School District as #16 of the top 100 high schools in the state. Mrs. Rosenberg also commented on the summer curriculum writing and wished Nancy Beck well in her retirement.

SUPERINTENDENT’S REPORT:

Mrs. Longo welcomed everyone back to a new school year. She commented relative to the following: online access for summer mailing packet; district goal implementation plans; ongoing teacher training; summer curriculum writing; mobile technology; and professional development for new technology. 2 West Essex Regional Board of Education MINUTES – August 27, 2012 – (Continued)

PRINCIPAL’S REPORTS:

Mr. Gary Suda, High School Principal, and Mr. David Montgomery, Middle School Principal, commented the steps they and their staff have taken to ensure a seamless transition to the new school year.

COMMENTS FROM BOARD MEMBERS:

Mrs. Candido commented on recent improvements made throughout the district and suggested a walk-through tour of the facility be arranged before the next meeting.

Mrs. Gerken wished Mrs. Beck well in her retirement.

Mr. Rubinich read an e-mail from a Fairfield resident congratulating Board members, Administrators and staff members on a job well done relative to the district’s ranking in New Jersey Magazine.

Mrs. Storey wished Mrs. Beck well in her retirement.

BOARD COMMITTEE REPORTS/COMMENTS:

Finance/Plant Management – Mrs. Gerken commented that the Committee met on Wednesday, August 22nd and were presented with the district’s energy audit company’s final report. Committee members discussed the recommendations detailed in the energy audit. Mr. Falkowski will meet with the architects and Supervisor of Buildings and Grounds to discuss the feasibility of implementing some, or all, of the measures outlined in the report.

Policy - Mrs. Smith commented that the Committee met on Monday, August 13th and discussed the mandated and recommended policy revisions and new policies up for first and second readings on tonight’s agenda.

Curriculum – Mrs. Storey commented that the Committee met earlier this evening and discussed the following: major changes implemented over the summer in Mathematics and Language Arts in order to align with Common Core Standards; adoption of new textbooks; Boot Camps and SAT Prep classes; summer training relative to the new teacher evaluation system; and a testing update to be presented at October 29th Board meeting.

PUBLIC COMMENTS:

Mrs. Rosenberg opened the floor to the public for comments on agenda items:  Mrs. Beth Vaknin, WEEA President, wished Mrs. Beck well on her retirement. Mrs. Vaknin also requested copies of all policies up for first and second readings on tonight’s agenda.

To approve the appointment of Kathleen Morrissey (BA) as a Mathematics Teacher assigned to West Essex Middle School effective October 1, 2012 through June 30, 2013, at an annual salary of $56,608, pro-rated for lesser service, which is Step 2 of the 2012/2013 Bachelor’s Degree Teacher’s Salary Guide. 9. To extend the appointment of Susan Vonsover as Consultant to the Special Services Department at a rate of $600 per day, not to exceed nine (9) days between September 1, 2012 through September 30, 2012.

To approve Paula Frisch for summer work to process and review athletic physicals for the high school and middle school for a total of up to 3 additional days effective June 25, 2012 through August 31, 2012 at the rate of 1/200th’s annual salary. The following miscellaneous motions are made at the recommendation of the Superintendent of Schools: CONSENT AGENDA Anything placed on this agenda, Items 1-7, will be voted upon in one motion. Motion by Mrs. Smith Seconded by Mrs. Gerken to approve the following motions:

1. WHEREAS, the Policy Committee has determined that the following policies need to be adopted expeditiously in order to comply with state mandates; and WHEREAS, Robert’s Rules of Order permits the suspension of rules in order to allow for the acceptance of a resolution that permits adoption of a policy on first and second reading in one meeting for health and safety reasons; and WHEREAS, the West Essex Regional Board of Education finds that it is in the best interest of the students attending both West Essex Regional Middle School and West Essex Regional High School for the Board to adopt the following policies with first and second readings in one meeting; NOW, THEREFORE, BE IT RESOLVED, that the West Essex Regional Board of Education suspends Robert’s Rules of Order in order to permit the first and second reading and the adoption of the following mandated policies in one meeting: #2431.4 – Prevention and Treatment of Sports-Related Concussions and Head Injuries #2622 – Pupil Assessment #5701 – Academic Integrity #6470 – Payment of Claims Enclosures 1M - 9M 15 West Essex Regional Board of Education MISCELLANEOUS – August 27, 2012 – (Continued)
