The theoretical approach to this study is embedded in neo- functionalism. In order to illustrate this, the South African province, the Limpopo Province is used as an illustrative case study. In particular, the study will analyse the role of the International Relations Unit (IRU) within the Office of the Premier (OtP) in the Limpopo Province as a case study. Limpopo is the main focus of this study because it, inter alia, borders on three sovereign states (Botswana, Mozambique and Zimbabwe) which place the province in a good position to engage in international relations, mutual intentions and friendly relations with its neighbouring and other distant countries. The results of this study is that provinces have become important foreign policy and international relations actors in the area of low politics; however the national government remains as the main actor in the international relations and foreign policy making process. -

Keynote address by President Jacob Zuma on National Women’s Day, Peter Mokaba Stadium, Limpopo 9 Aug 2011 The Premier of Limpopo Province, The Minister for Women, Children and Persons with Disabilities, All Ministers and deputy ministers present, Executive Mayor of Capricorn District, Representatives of Women’s formations, Veterans of the women’s movement, Traditional and religious leadership, Fellow South Africans, We have come together to celebrate the 55th anniversary of the women’s march to the Union Buildings in Tshwane to demand equality, dignity and their rightful place in South African society. It was in 1956, when more than 20 000 women from all walks of life marched to the seat of power to protest against the introduction of pass laws by the apartheid regime. This was a turning point in the role of women in the struggle for a non-racial, non-sexist and democratic South Africa. Today we salute South African women for their relentless struggle for liberation, democracy and human dignity. This important day enables us to review how far we have come with regards to the emancipation and advancement of women in South African society. This year also marks the centenary of International Women’s Day which is observed on March 08. One hundred years ago, women campaigned across the world for the right to vote and to be voted into public office. They demanded equality and decent working conditions. Our own pioneer of women’s rights, Charlotte Maxeke, led women’s protests in the Free State, resisting government attempts to impose passes on women in 1913. -

Although not to the same extent as in medical experimentation, for example, the social sciences do entail addressing ethical considerations. This research is conducted at the University of Stellenbosch and, as such, must be managed according to the institution’s Framework Policy for the Assurance and Promotion of Ethically Accountable Research at Stellenbosch University. The policy stipulates that all accumulated data must be used for academic purposes exclusively. This study relies on social sources and ensures that the university’s policy on the values and principles of non-maleficence, scientific validity and integrity is followed. All participating oral sources were informed on the objectives of the study, the nature of the interviews (such as the use of a tape recorder) and the relevance of their involvement. -

Democracy Haunts the ANC PIETERSBERG, South Africa February 1997 By Teresa C. Yates When I was eighteen I voted for the first time. It was the 1980 U.S. Presidential election and my candidate of choice was Jimmy Carter. When I voted for Jimmy Carter I was voting for the man and the political principles for which he stood. When I have voted in subsequent elections have voted for candidates who I think are liberal, and in most cases those candidates were Democrats. My mindset when voting, however, whether in national state, or local elections has always been one in which was voting for an individual candidate rather than a politi- cal party. When South Africans voted in their first democratic elections in 1994, they went to their polling places and voted for the African National Congress (ANC), the po- litical party of their choice. The ANC was the party that represented the libera- tion of the country to most South Africans. In voting for the ANC, South Africans were giving the National Executive Committee of the Party (NEC) the authority to appoint the President, members of Parliament, Provincial Premiers and Provincial legislatures. The number of Parlia- mentary seats the party was allowed to fill was proportional to the overall per- centage of national votes the party won. It was therefore the number of votes for the part not for any individual candidate, that determined the makeup of the national legislature. It is the system of proportional representation and the power it cedes to politi- cal parties that make it important that there be a system of democracy within po- litical parties. -

Koos De la Rey, se opstand teen die Britse oproep om saam met hulle die wapen op te neem teen Duitsland, te herdenk. Die gasheer van die dag was Brigadier Piet Breytenbach van die Diamantstreek wat saam met sy mense arriveer het met ’n perdekommando. Na ’n kort verwelkoming van Brig. Piet is die eerste gasspreker, Mnr. Paul Kruger van die Volksraad, aan die woord gestel. Na sy treffende boodskap is almal vermaak deur ’n uitmuntende tablo wat deur Brig. Piet en sy mense van die Diamantstreek aangebied is. Die tablo is geneem uit die verhoogstuk "Ons vir jou Suid-Afrika" en is briljant aangebied - almal was selfs aangetrek in histories-korrekte uitrustings! Na die boodskap van Mnr. Frans Jooste van die Kommandokorps is die oggend by Coligny afgesluit met die sing van "Die lied van jong Suid-Afrika" en almal het na Lichtenburg vertrek vir die verrigtinge daar. Daar is bymekaargekom by die standbeeld van Genl. De la Rey waar almal, te midde van groot belangstelling van die plaaslike bevolking, met trots die aankoms van die ossewa by die standbeeld toegekyk het. Na ’n kranslegging deur die Leier, Mnr. Steyn von Rönge, die sprekers en lede van die publiek, is Professor A.W.G. Raath aan die woord gestel om almal bietjie meer van die geskiedenis van die Rebellie te vertel. -

An Exiled Namibian Activist’s Perspective André du Pisani* Abstract Thinking and Writing Liberation Politics is a review article of: Hans Beukes, Long Road to Liberation. An Exiled Namibian Activist’s Perspective; with an introduction by Professor Mburumba Kerina, Johannesburg, Porcupine Press, 2014. 376 pages, appendices, photographs, index of names. ISBN: 978-1-920609-71-9. The article argues that Long Road to Liberation , being a rich, diverse, uneven memoir of an exiled Namibian activist, offers a sobering and critical account of the limits of liberation politics, of the legacies of a protracted struggle to bring Namibia to independence and of the imprint the struggle left on the political terrain of the independent state. But, it remains the perspective of an individual activist, who on account of his personal experiences and long absence from the country of his birth, at times, paints a fairly superficial picture of many internal events in the country. The protracted diplomatic-, political- and liberation struggle that culminated in the independence of Namibia in March 1990, has attracted a crop of publications written from different perspectives. This has produced many competing narratives. It would be fair to say that many of the books published over the last decade or so, differ in their range, quality and usefulness to researchers and the reading public at large. This observation also holds for memoirs, a genre of writing that is most demanding, for it requires brutal honesty, the ability to truthfully recall and engage with events that can traverse several decades. -

Five Year Strategic Planning 2015-2018
FOREWORD This Strategic Plan is based on the new Administration’s Medium Term Strategic Framework (MTSF) for the period 2014 to 2019, which builds on successes of the past twenty years of democracy. It is a statement of intent identifying the developmental challenges facing South Africa and outlining the medium-term strategy for improvements in the conditions of life of South Africans and for our enhanced contribution to the cause of building a better world. The MTSF is informed firstly by the electoral mandate. It also takes into account how global and domestic conditions may change over time. The MTSF is meant to guide planning and resource allocation across all the spheres of government. Critically, account has to be taken of the strategic focus of the framework as a whole: This relates in particular to the understanding that economic growth and development, including the creation of decent work on a large scale and investment in quality education and skills development, are at the centre of the government’s approach. Investment in quality education for all young people and skills development form the bedrock of the government’s approach. Indeed, success in reducing poverty; in eliminating structural unemployment, in implementing a comprehensive social security system; in building social cohesion and in reducing crime will depend to a large extent on the progress made in growing the economy in an equitable manner, underpinned by a growing skills base. In turn, progress in these social areas will contribute to economic growth. The Strategic Plan document identified the following key strategies to address the MTSF Priorities encapsulated by the National Deparrment Plan (NDP); Manifesto; Sector Plans and Provincial Plans: • Early Childhood Development remains a top priority. -
