His Excellency Admiral Didier Ignace Ratsiraka: Madagascar 5 Preface FROM THE CHANCELLOR OF THE NATIONAL ORDERS, APRIL 2019 PIn the year in which we proudly celebrate 25 years of freedom and democracy, it is cause for immense pleasure to present to you, on this august occasion, the latest recipients of our National Orders. They will be receiving the following National Orders: the Order of Mendi for Bravery; the Order of Ikhamanga, the Order of the Baobab, the Order of Luthuli, the Order of Mapungubwe and the Order of the Companions of OR Tambo. This ceremony celebrates the inspiring determination of humanity to end those conditions that are inimical to a caring and humane society, and also celebrates the commitment to a South Africa that truly belongs to its entire people as the fulfilment of the ideals of freedom. These recipients have put themselves at the disposal of all that is best in South Africa, and they have also put the acuity of their great minds and the sweat of their labour at the service of us all. They have uncovered the secrets of science, enriched our cultures, re-imagined the frontiers of law and reasserted the immutable principles of human solidarity and empathy. These men and women have given concrete meaning to the eternal values of selflessness, love for freedom, racial harmony, equality and self-application, so as to reach seemingly impossible heights of achievement that we proudly acknowledge and from which our nation benefits. They have, one and all, proffered worthy contributions to the development of our society so that we may not only aspire to be, but actually become, the best that we can be. Indeed, they have contributed to our state of liberty. We commend to you these noble men and women of our country, our continent and our common world, as recipients of the Order of Mendi for Bravery; the Order of Ikhamanga, the Order of the Baobab, the Order of Luthuli, the Order of Mapungubwe and the Order of the Companions of OR Tambo.     SOUTH AFRICA YEARBOOK 2013/14 The Department of Arts and Culture (DAC) con- tinues to make signifi cant strides in positioning Arts and the cultural and creative industries as one of the main drivers of economic growth and job crea- tion in South Africa. The success of the arts and culture sector is also reliant on effective governance, infra- Culture structure and skills development, partnerships, research, sharing of information and enterprise development. In this context, the department is committed to supporting a number of emergent shifts in the arts, culture and heritage sector over the next fi ve years. These shifts have the potential to increase the growth and development of the sector signifi cantly. They include addressing a number of inade- quacies in the policy and regulatory environment to strengthen governance in the sector, increase investment and improve information and sta- tistics for more effective planning and decision - making. The DAC is strengthening co - operation with a range of public and private sector institu- tions and stakeholders. The development and implementation of the Mzansi Golden Economy Strategy is an example of how to mobilise the resources of all stakeholders in the sector. Measures to promote the arts include: • providing fi nancial, as well as information and communication technology support to artists to enable the creation of works expressing national creativity, while opening space for vibrant debate • strengthening the Independent Communica- tions Authority of South Africa’s mandate for nation - building and value inculcation • incentivising commercial distribution networks to distribute and/or host art • developing and implementing plans for a more effective arts and culture curriculum in schools with appropriate educator support • supporting income-smoothing for artists in a special unemployment insurance scheme and evaluating funding models for such initiatives • developing sectoral determination legislation frameworks to protect arts-sector employees.

It highlights the importance of history, politics, culture and socio-economic conditions in influencing scientists’ willingness to engage with lay audiences. These factors have largely been overlooked in studies of scientists’ public communication behaviours.     HISTORY Southern Africa’s Iron Age Kingdoms In Africa, unlike Europe and Asia, the Iron Age did not follow on a Bronze or Copper Age, but rather all the metals were brought together. Neolithic Period: Featured the Agricultural Revolution (Neolitic Revolution) = change from a nomad life of Hunting and Gathering – to Agriculture and Settlement People in communities started to domesticate plants- beginning of farming Where did Agriculture start? It is not fully known where it began, but the picture on left below, shows where agriculture started with the Fertile Crescent in west Asia on right: Page 1 of 10 HISTORY Southern Africa’s Iron Age Kingdoms It is thought to have started about 12,000 years ago with the domestication of livestock in the Fertile Crescent in western Asia, soon to be followed by the cultivation of crops. What did they cultivate? Plants: Seedless Figs, cereals, legumes including peas, lentils and chickpeas were domesticated in this region. Animals: that were domesticated- cattle, sheep, goats, domestic pigs, cates & geese. Migration away from Fertile Crescent: People from Fertile Crescent moved 1) westward to Europe and North Africa, 2) Northward to Crimea (Russia) and 3) eastward to Mongolia. The locals of those areas inter-married with the migrants; and absorbed their agricultural way of life. Languages were also very diverse in that area- Arabic languages are still used in modern Iraq, Syria, Jordan, Lebanon, Israel, Palestine, Sinai, South Turkey and Northwest Iran.     Media Release Minister of Mining, Dr. Susan Shabangu making mockery of South African Sign Language (SASL) Youtube video link: http://youtu.be/Vom6cF0Fpbc Many Deaf and hard of hearing viewers of South Africa were thrilled to see that South African Sign Language (SASL) interpreter was available during the President Jacob Zuma's state-of-the-nation address on last Thursday night. For first time in my life, President Jacob Zuma, in his address to the nation, announced that SASL curriculum will be implemented in schools from 2015. This affirms that the Government of South Africa still believes in implementation. I trust South African government and Deaf Federation of South Africa (DeafSA) will work closely in the process of implementation of the SASL curriculum. It was Zuma's announcement that sign language would be included in the school curriculum that had MPs roaring with waving hands. Minister of Higher Education and Training Dr. Blade Nzimande responded jovially by waving his hands in air. In Deaf culture, Deaf audiences will use a more visually expressive variant of clapping. Instead of clapping their palms together, they raise their hands straight up with outstretched fingers and twist their wrists. It is because those Deaf persons cannot hear clapping but they can see waving hands. I felt inspired by the reaction from Dr. Blade Nzimande as this was a testament of hard work the Deaf and hard of hearing community in South Africa, Member of Parliament Dr. Wilma Newhoudt-Druchen and especially DeafSA have done since the dawn of our freedom and democracy. By officially recognizing SASL, Deaf people can enjoy their rights on equal basis with others, as enshrined in the constitution and improve their quality of life by means of equal education opportunities.
