MAHONEY Meeting Date: October 25, 2017 COUNTY EXECUTIVE OCPB Case # S-17-78 WHEREAS, the Onondaga County Planning Board, pursuant to General Municipal Law, Section 239 l, m and n, has considered and reviewed the referral for a SUBDIVISION from the Town of Marcellus Planning Board at the request of Andrea Bucci for the property located at 3875 and 3887 Rockwell Road; and WHEREAS, General Municipal Law Section 239-n allows the County Planning Board to review the approval of subdivisions and the site is located within 500 feet of Rockwell Road (Route 177), a county highway, and a farm operation located in a NYS Agricultural District; and WHEREAS, the applicant is proposing to combine two parcels into one new 5.47-acre lot in a Residential (R-1) zoning district; and WHEREAS, the site is located in a rural area in the Town of Marcellus; the site and surrounding lands are enrolled in New York State Agricultural District 2 and the adjacent lands west of the site contain active farmland; other surrounding land uses are low density roadside residential; and WHEREAS, the submitted survey map dated August 8, 2016 shows the site consists of two adjacent tax parcels with frontage on Rockwell Road, a county road; the southern parcel contains an existing two-story frame house with front and rear porches, an existing driveway onto Rockwell Road, and an in-ground pool at the rear of the house, and the northern parcel is vacant and primarily grass cover; the survey map shows a hedgerow and stone wall at the rear of the parcels, separating them from the adjacent agricultural fields to the west; and WHEREAS, per the survey map, the proposed subdivision will combine parcel 017.-04-9.3 (3.17 acres) with the adjacent parcel to the north, parcel 017.-04-9.2 (2.30 acres), to create a new lot (5.47 acres); a proposed pole barn (40’ x 60’) is shown on the survey map and situated 60’ from the County right-of-way and 64’ from the northern lot line on 017.-04-9.2; and WHEREAS, the survey map also shows a proposed driveway on the northern parcel near the northern lot line; the survey map indicates that “Driveways are as approved by Onondaga County Department of Transportation letter dated October 4, 2002” and aerial imagery shows an existing gravel drive onto Rockwell Road at the location of the proposed driveway; per the Onondaga County Department of Transportation, the 2002 approval is no longer valid; and WHEREAS, the existing house is served by municipal drinking water and an individual septic system; per the Referral Notice, no changes to the existing infrastructure are proposed; and WHEREAS, the New York State Department of Environmental Conservation (NYS DEC) Environmental Assessment Form (EAF) Mapper indicates that the project site or a portion of it is located in or adjacent to an area designated as sensitive for archaeological sites on the New York State Historic Preservation Office 1100 Civic Center, 421 Montgomery Street, Syracuse, NY 13202 (315) 435-2611, Fax (315) 435-2439 E-mail Address: [email protected] archaeological site inventory; and NOW THEREFORE BE IT RESOLVED, that the Onondaga County Planning Board recommends the following MODIFICATION(S) to the proposed action prior to local board approval of the proposed action: The applicant must contact the Onondaga County Department of Transportation regarding access to Rockwell Road. MAHONEY Meeting Date: October 25, 2017 COUNTY EXECUTIVE OCPB Case # S-17-79 WHEREAS, the Onondaga County Planning Board, pursuant to General Municipal Law, Section 239 l, m and n, has considered and reviewed the referral for a FINAL SUBDIVISION from the Town of Onondaga Planning Board at the request of Jim Burt for the property located at Tanner Road; and WHEREAS, General Municipal Law Section 239-n allows the County Planning Board to review the approval of subdivisions and the site is located within 500 feet of Tanner Road (Route 184), a county highway, and a farm operation located in a NYS Agricultural District; and WHEREAS, the applicant is subdividing a 67-acre parcel into two new lots, Lot 1 (64 acres) and Lot 2 (3.32 acres), to allow the smaller parcel to be conveyed to the neighboring parcel in a Residential and Country (R-C) zoning district; and WHEREAS, the site is located in a rural area in the Town of Onondaga; the site and surrounding lands are enrolled in New York State Agricultural District 1 and contain active farmland; and WHEREAS, the submitted Preliminary Plan dated September 15, 2017 shows the parcel (67.12 acres) has frontage on Tanner Road, a county road, and is adjacent to a 287-acre parcel; aerial imagery shows the front portion of the site contains an agricultural field and the rear of the site consists of forested land; the adjacent parcel contains Tanner Valley Golf Course, and a portion of the golf course appears to fall on the northeastern corner of the 67-acre parcel; and WHEREAS, per the Preliminary Plan, the proposed subdivision will create Lot 1 (64 acres) and Lot 2 (3.12 acres); proposed Lot 2 is shown as a triangular-shaped parcel at the northeastern corner of the site, which includes the portion of the golf course; the Preliminary Plan indicates that the proposed subdivision is intended for conveyance purposes and Lot 2 will be combined with the adjacent golf course; and WHEREAS, the Onondaga County Department of Finance Office of Real Property Services indicates that the site is not currently served by drinking water or wastewater infrastructure; no new drinking water or wastewater services are proposed and the site is outside of the Onondaga County Sanitary District; and WHEREAS, the Preliminary Plan states “Lot 1 is not an approved building lot until such time as a waste water disposal system, approved by the Onondaga County Health Department, and an approved Onondaga County driveway permit are accepted and filed with the Town of Onondaga Codes Office”; and WHEREAS, the Preliminary Plan shows the southern boundary of the site aligning with the center of Gulf Brook; GIS mapping shows an additional stream that runs east-west through the rear portion of the site; both streams appear to fall in the forested land on the site and GIS mapping shows the possible presence of federal wetlands associated with both of the streams; and WHEREAS, the current FEMA Flood Insurance Rate Maps (FIRM) indicate that a 1100 Civic Center, 421 Montgomery Street, Syracuse, NY 13202 (315) 435-2611, Fax (315) 435-2439 E-mail Address: [email protected] significant portion of the adjacent golf course is located within the 100-year

Buffalo Preservation Plan Program Report June 7, 2004 Preservation Plan Outline Executive Summary Towards A Community Preservation Plan. Buffalo needs a Community Preservation Plan to identify and protect historic urban resources in Buffalo and to educate public officials and citizens about the value of our built heritage and what is needed to protect it. A first-phase Preservation Plan Program Outline suggests a four-part strategy for achieving these goals, including: Continuous emphasis on the inventory of historic resources required by local, State and federal law; A multi-part effort designed to protect those resources; Education of a broad range of audiences that influence our ability to inventory and protect historic resources; and, Creation of the administrative, financial and technical capacity to do the first three tasks well. Preservation of the city’s historic resources is important for at least four reasons. Preserving and restoring historic structures, districts and landscapes helps sustain what we might call the “web of urbanism,” the physical environment that supports daily life in the city. Recognizing and interpreting these resources and the stories that go with them gives us an understanding of who we are as a community and gives meaning to life in Buffalo.

    Department of Engineering PROJECT SUMMARY June 8, 2009 Syracuse Creekwalk Phase I Connecting Armory Square to Onondaga Lake City of Syracuse, NY Syracuse Creekwalk CURRENT PROJECT COMPONENTS There are two existing sections of the Creekwalk along Onondaga Creek, in the City of Syracuse. One section is in Franklin Square and the other is at the Inner Harbor. There is a temporary trail connecting these two sections. This project will extend the existing Creekwalk both to the north and to the south, and make a permanent link between the two existing trails. Existing Creekwalk in Franklin Square To the south, the Creekwalk will be extended from Franklin Square to Armory Square in Downtown. To the north, the Creekwalk will be extended to the mouth of Onondaga Lake. Construction will start in fall 2009, and be completed by the end of 2011. Once expanded, the Onondaga Creekwalk will measure 2.2 miles with an average width of 13 feet. It is planned to connect to the proposed Onondaga County Loop the Lake Trail, as well as to the Erie Canalway Trail. The Syracuse section of the Canalway Trail will actually connect 15 miles of trails in Onondaga County. Linking Section - There currently is a temporary trail extension between the two existing segments of the Onondaga Creekwalk, from Maltbie St to Kirkpatrick St. A permanent section will be constructed on the west bank of Onondaga Creek from Spencer St. to Kirkpatrick St. It will go through the Syracuse Parks Department Main Office property. This link is approximately 0.1 mile between the existing sections.

CALL TO ORDER The meeting was called to order at 11:00 AM on August 15, 2018. III. MINUTES & OTHER BUSINESS Minutes from July 25, 2018 were submitted for approval. Lisa Dell made a motion to accept the minutes. Marty Voss seconded the motion. Votes were recorded as follows: Douglas Morris - yes; Robert Antonacci - yes; Lisa Dell - yes; Marty Voss - yes. Minutes for Old Business (Case #C-18-1 – Proposed name change for Brooklawn Pkwy and a portion of Eastern Ave, in the Town of DeWitt, to be known as Robert Feldmeier Pkwy) SOCPA staff stated that the E911 Center was contacted for their review of four alternative options to the proposed street name change, which included an option to rename only the recently-extended portion and/or cul-de-sac of Brooklawn Pkwy as discussed in the public hearing for the proposal. Comments were received from E911 and forwarded to the Town of DeWitt who discussed the options with Feldmeier Equipment. Sam Gordon, Director of Planning and Zoning for the Town of DeWitt, indicated that changing the street name mid-block is not optimal and the original proposal is still preferred. However, the Town would be agreeable to a partial block name change, if necessary.
