CDD website gets upgrade, new look The CDD unveiled a new ballantraecdd.org website on Sept. 9, its first major update since it went online in April 2009. The impetus for the update was a lawsuit. Ballantrae was among 23 CDDs in Florida sued by a Miami resident for not having an ADA-compatible website. Virtually none of the 600-plus CDDs in Florida have websites with such compatibility. Neither do most federal, state or local governments. The CDD’s insurance company paid $12,200 as our share to settle the lawsuit. The CDD agreed to show substantial progress by Oct. 1 towards a site and content that are both ADA compatible. Instead, the board has completed and uploaded a fully-compatible site and content in advance of that deadline. Besides meeting federal ADA compatibility standards, the CDD has documented that its site includes all content mandated by state law. The site goes even beyond that. It includes documents of interest to residents not required by state law: the community calendar showing clubhouse rentals and available hours, minutes of CDD meetings, reference copies of the Communicator newsletter and other documents. Those other documents include, for example, how to obtain photo ID swipe cards to access gated amenities, how to obtain temporary street parking permits, rules for lawn and landscaping irrigation and how to report street light outages. The original website cost the CDD $200 annually for hosting services. It was maintained on a volunteer basis, with former CDD board member Steve White managing the website and CDD chairman Jim Flateau preparing most content. Vendor set up of the new compatible website and content cost $1,470. Website services for the coming year will cost $615. Remediating content for ADA compatibility prior to posting will cost 98 cents per page. That is expected to cost in the neighborhood of $900 for the coming year. •

Explanation of reserve accounts  The Park Development Fund is earmarked for general park amenity improvements, construction of a new clubhouse and the conversion of the existing structure to a fitness center.  The Asset Reserve fund plans for anticipated high-price costs, such as re-roofing the clubhouse or gazebos, re-lining the pools, stormwater structure repairs, etc.  The Emergency Fund is a guard against unanticipated costs such as uninsurable hurricane damage and costs that can arise during the fiscal year after the budget is completed.  The Bill Payment fund covers expenses due after the fiscal year begins on Oct. 1 but before tax revenue arrives from the county in late November and December.

Braemar entrance: an example of before and after Photo above shows the Braemar entrance before it was rehabbed, while photo below shows the entrance after it and all other entrances were renovated. (See story on page 10.) Photo above shows a great deal of dead spots, bleached-out sod and dying plants – the normal expectation from 13-year-old landscaping. All plants in all village medians and the far side of the sidewalk were replaced. The old Bahai sod here was replaced with St. Augustine to keep sod green year round. Irrigation lines and equipment were also replaced. Above, at right behind the median, are six-foot tall plants that obstructed the view incoming motorists and pedestrians had of one another. New plants along the sidewalk will now be maintained at a height where motorists and pedestrians can see each other. Photo below also shows seasonal plantings at right end of median.
