That provision requires the report to be presented to the Presiding Officers after the end of each financial year, and to be included in the report on the activities of the Department of Parliamentary Services made under subsection 65(1)(c) of the Parliamentary Service Act 1999. Section 38H of the Parliamentary Service Act 1999 requires that the Parliamentary Librarian give a report on the performance of the functions of the Parliamentary Librarian to the Joint Standing Committee on the Parliamentary Library at least once every financial year. Yours sincerely Dr Dianne Heriot Parliamentary Librarian 13 September 2019 ii Department of Parliamentary Services READER’S GUIDE The Department of Parliamentary Services Annual Report 2018–19 has been prepared in accordance with the Department of Finance’s Resource Management Guide No. 135—Annual reports for non-corporate Commonwealth entities (issued May 2019), the Department of the Prime Minister and Cabinet’s Tabling Guidelines (issued June 2019), and the Public Governance, Performance and Accountability Act 2013 (PGPA Act). The annual report also includes the Parliamentary Library Annual Report 2018–19. Part 1: Secretary’s review provides an overview of the work of the Department of Parliamentary Services (DPS) in 2018–19. Part 2: Overview provides information on the role and functions of DPS and the DPS outcome and program structure. It also includes DPS’ purpose and vision, a summary of financial performance, and the departmental structure. Part 3: Performance contains two sections, the first outlining ‘Activities and Achievements’ against the Strategic themes and objectives articulated in the DPS Corporate Plan 2018–19. The second section presents the 2018–19 annual performance statements of DPS, as required by section 39(1)(a) of the PGPA Act. Part 4: Parliamentary Library is the Parliamentary Librarian’s annual report as required by subsection 65(3) of the Parliamentary Service Act 1999 (PS Act) and includes the Parliamentary Librarian’s review, an overview of library services, an explanation of governance, a summary of financial performance, achievements, performance results, work with clients and workforce issues. Part 5: Governance includes reporting on governance, external scrutiny, human resource management, asset management, purchasing, consultants, Australian National Audit Office (ANAO) access clauses and exempt contracts and procurement initiatives to support small business. Part 6: Financial Statements includes the ANAO’s audit report, a statement by the Chief Finance Officer and the audited financial statements for DPS. Part 7: Appendices contains supplementary information to this annual report, including workforce statistics, environmental management, advertising and market research, and correction of material errors in the previous annual report. Part 8: Reference material contains a list of acronyms and abbreviations, a glossary, a list of tables, a list of figures, a list of requirements and an index. DPS supports the functions of the Australian Parliament and the work of parliamentarians through the provision of professional services, advice and facilities, the ongoing maintenance of Australian Parliament House and makes the building, and the important activity that takes place within it, accessible. Activities In 2018–19, DPS undertook many activities to support the Australian Parliament: • Welcomed 746,844 visitors through the main entrance. • Screened more than 9,500 people entering Parliament House on Budget Day 2019. • Sold 283,941 coffees. • Conducted 7,404 tours for 216,778 participants, including school groups. • More than 3,543 square metres of carpet were replaced and 73,811 square metres of painting was undertaken. • The building maintenance help desk responded to 4,852 calls for assistance. • The Parliament House flag was changed 11 times. • Significant security capital works upgrades were delivered to improve the physical security of Parliament House. • The Management of Design Integrity Framework (comprising consultation framework, policy and process documents) was published to ensure effective management of projects for change at Parliament House. • All live video streams of parliamentary proceedings were captioned on the Parliament of Australia website, to improve accessibility. • The ICT support desk responded to 52,445 contacts, comprising 41,562 phone calls and 10,883 emails, self-service requests and walk-ins. • Installed or updated 2,751 PCs, laptops, mobile devices, multi-function devices and printers

    NSW LABOR POLITICAL BRIEFING Report from the Administrative Committee August 2016 1. VALE CYRIL JOSEPH NETHERY AM Cyril Nethery joined NSW Labor in March 1941 at the age of 21. He was a Lancaster pilot during World War II and was described as compassionate, selfless man. Cyril was heavily involved in his local community through rugby union clubs, as a volunteer firefighter and was passionate about assisting indigenous and underprivileged families through his work at St. Vincent de Paul. Cyril was recognised for his service to the community by being awarded a Member of the Order of Australia medal. Cyril was a long time active member of the Woolooware Branch of the ALP. He was a great supporter of Gough Whitlam’s reforms as he believed in making Australia a better place, taking his children to see Gough at an event in Cronulla. Cyril’s commitment to Labor values was second to none, and he was awarded life membership at State Conference. Cryril died peacefully with his family by his side at the age of 96. He is survived by his wife, Valmarie, and his children who are also strong, Labor supporters. 2. VALE MARGOT LONGWORTH Margot Longworth was a deeply committed and passionate member of NSW Labor for almost 37 years. She was a member of the Newcastle Branch for 19 years from 1979 to 1998, before transferring to the Newcastle City Day Branch where she remained actively involved until her health declined in recent years. Margot held almost every executive position at Newcastle City Day Branch and served with great enthusiasm as a long-time delegate to the Newcastle SEC and FEC.

    “a very bad business”: Henry Dangar and the Myall Creek Massacre 1838 Lyndall Ryan University of Newcastle Introduction The Myall Creek massacre is widely regarded today as one of the most shameful incidents in Australian colonial history. Carried out by 12 armed, mounted stockmen on 10 June 1838 at Henry Dangar’s pastoral lease at Myall Creek in north western New South Wales, it is usually cited as an example of the lawlessness that prevailed on the colonial frontier at this time. The men rode into the station late on a Sunday afternoon, tied up and then deliberately shot and decapitated 28 unarmed Aboriginal men, women and children and afterwards burnt their bodies to escape detection. But, unlike other massacres in the region, this incident was reported to the authorities by Henry Dangar’s overseer. All but one of the perpetrators were apprehended, charged with the murder of an Aboriginal man and brought to trial, but there was insufficient evidence to secure a conviction. Seven of the perpetrators were then charged with the murder of an Aboriginal child and following another trial were convicted and then hanged. The lead up to the trials and the determination of the attorney general to secure a conviction created a sensation in the colony and placed the government under severe pressure for appearing to support Aboriginal people at the expense of the colonists. i While the massacre and the trials which followed have been the subject of considerable scholarly attention, little is known about Henry Dangar and his relations with his employees at Myall Creek.

By Eamon McGinn∗ There is an emerging consensus in the empirical literature that politicians' personal ideology play an important role in determin- ing their voting behavior (called `partial convergence'). This is in contrast to Downs' theory of political behavior which suggests con- vergence on the position of the median voter. In this paper I extend recent empirical findings on partial convergence by applying a text- as-data approach to analyse politicians' speech behavior. I analyse the debate in parliament following a recent politically charged mo- ment in Australia | a national vote on same sex marriage (SSM). I use a LASSO model to estimate the degree of support or opposi- tion to SSM in parliamentary speeches. I then measure how speech changed following the SSM vote. I find that Opposers of SSM be- came stronger in their opposition once the results of the SSM na- tional survey were released, regardless of how their electorate voted. The average Opposer increased their opposition by 0.15-0.2 on a scale of 0-1. No consistent and statistically significant change is seen in the behavior of Supporters of SSM. This result indicates that personal ideology played a more significant role in determining changes in speech than did the position of the electorate.     BAR HISTORY Doing their bit: barristers in the Second World War This is the first of a two-part series by Tony Cuneen. The whole work is an ongoing project by the author for the Francis Forbes Society for Australian Legal History. A symposium, sponsored by this society, the Bar Association and the University of Technology and Science on Historical Connections between Lawyers and Australian Defence Forces is planned for 24 March 2012.
