The following conditions modify, change, delete, or add to the "General Conditions.” Where any part of the General Conditions is modified or voided by these Sections, the unaltered provisions of that part shall remain in effect. 2. SCHEDULE The following anticipated schedule has been established in order to ensure that work will be completed in the allotted contract time. This schedule will be confirmed at the time of execution of the contract and will be utilized as the basis for the Contractor’s detailed construction schedule. Bids Due: July 11, 2018 Notice of Intent to Award: July 18, 2018 Execution of Contract: July 25, 2018 Start of Contract Time/Work: September 4, 2018 Substantial Completion: 60 calendar days Final Completion: 21 additional calendar days The dates indicated are preliminary and are subject to change. The Contractor shall attend a pre-construction meeting with the Owner’s and Engineer’s representatives to discuss the project, schedule, sequence and environmental protection of wetlands adjacent to the project site. The Contractor’s Project Manager and Site Superintendent shall attend this meeting. 3. PROJECT DESCRIPTION The project consists of installing a new drainage system along School Street and Burnham Lane. The new drainage system starts at the Saw Mill Brook crossing of School Street and Saw Mill Brook and extends north towards Burnham Lane. Drainage installation continues down Burnham Lane until it intersects with the existing drainage near 2 Burnham Lane. Also included in the scope of work is restoration of the roadway, sidewalk, and adjacent areas to preconstruction condition. 4. ORDER OF WORK A preliminary construction schedule showing the sequence and duration of the components of work and expected payment schedule shall be submitted by the Contractor prior to the start of work. Such a schedule shall demonstrate how work will be sequenced and how substantial completion will be reached within the specified contract time. Additional detail shall be added, if necessary, during the first week of construction after review by the Engineer. The detailed construction schedule will also show submittal dates required for shop drawings, product data and samples, and product delivery dates. SPECIAL CONDITIONS 944-Manchester-by-the-Sea- Burnham Lane Drainage Improvements-6/18 SC-1 Review by the Engineer of this schedule shall have no effect on the Contractor’s responsibility to perform the work within the contract time. No permission for deviation granted shall excuse the delay of Substantial Completion, unless specifically addressed by Change Order. 5. CONSTRUCTION SEQUENCE/CONSTRUCTION PHASING The Contractor shall be prepared to commence work no later than the date on the Notice to Proceed. All work must be substantially completed within 60 calendar days of active construction from the start date of the Notice to Proceed. The Contractor shall submit, in writing to the Engineer, a detailed work plan at, or prior to, the Pre-Construction meeting and prior to commencing construction. This plan shall demonstrate the sequence of work and demonstrate how water, sewer, gas and drainage service will be continuous throughout the project. If the Contractor can expedite or streamline operations for this project, a written proposal with any necessary plans shall be submitted at, or prior to, the Pre-Construction meeting for consideration and approval. The Contractor shall sequence the installation of underground utilities to maintain continuous sewer and water service during construction. If sewer or water services are interrupted, either planned or not, the contractor shall coordinate and notify the Department of Public Works and the property owner. 6. COORDINATION OF WORK WITH OTHER SUBCONTRACTORS The Contractor is to fully coordinate the work of all subcontractors having a direct contract with the Contractor for performance of work associated with this Contract, including without limitation, surveyors, material supplies, and equipment suppliers. The Contractor must coordinate schedules, delivery dates, staging area, trades and all other work according to these Specifications and the Construction Schedule. 7. QUALIFICATIONS OF CONTRACTOR In submitting bid proposals, a Contractor represents that he/she has the requisite experience and capabilities to perform all aspects of the work in full accordance with the design and specifications, and within the required project schedule, and has similar experience with roadway and utility reconstruction in New England. 8. LIMITS OF WORK AREA AND STAGING AREAS The Contractor must confine his operations to the limits of the work areas shown on the plans and as defined in the Specifications. Machinery shall be operated with care to prevent damage to adjacent properties and injury to people. The Contractor will be required to restore all areas damaged by his operations to equal or better conditions at no extra cost to the Owner. The restoration will be subject to the approval of the Owner. SPECIAL CONDITIONS 944-Manchester-by-the-Sea- Burnham Lane Drainage Improvements-6/18 SC-2 Contractor shall require all personnel to park their personal vehicles at the location designated during the preconstruction conference throughout the duration of the project. The Contractor is responsible for making arrangements for additional staging areas, as required, with private landowners in the vicinity of the site or elsewhere. The Owner does not have access or control of land beyond the immediate project area that would be available for staging equipment or materials 9. SAMPLES AND TESTING Contractor shall plan his operations to allow adequate time for laboratory tests and to permit taking of field density tests during compaction. No materials will be placed without review by the Engineer. All material testing will be paid for by the Contractor, except as noted. 10. MATERIAL CERTIFICATIONS The Contractor shall submit three (3) copies of a Certificate of Compliance for all materials used in the Work. The certificates shall be in a form acceptable to the Engineer. 11. CONTRACTOR'S EMERGENCY SERVICE The Contractor shall, at its own cost and expense, make proper arrangements, satisfactory to the Owner, to service emergencies or complaints which may occur at night, over the weekend, when the job is shut down, during the course of work, and/or during the one year guarantee period. The arrangements shall include provisions to receive complaints from residents received by the Owner and response back to the Owner and Engineer for corrective action as appropriate. If the Contractor does not meet the obligations to service emergencies or complaints, the Owner may, without the obligation to do so, and without waiving the Contractor’s default, make such arrangements to service emergencies or complaints, and the cost, as well as all damages, shall be charged to the Contractor. 12. REGULAR PROJECT MEETINGS The Engineer will conduct regular Project Meetings at the job site approximately once every week with the Contractor throughout the construction period to enable orderly review of the progress of the Work and provide for a systematic discussion of upcoming work. The person(s) designated by the Contractor to participate in these meetings shall have the authority required to commit the Contractor to actions agreed upon at all Project Meetings. 13. SITE SECURITY In addition to the Contractor’s responsibilities noted in the General Conditions, the Contractor shall be responsible for the security and maintenance of all Work prior to acceptance of the work by the Owner, including repair of damage which may occur prior to acceptance. 14. DEFINITIONS SPECIAL CONDITIONS 944-Manchester-by-the-Sea- Burnham Lane Drainage Improvements-6/18 SC-3 Massachusetts Department of Transportation (MASSDOT) "Standard Specifications for Highways and Bridges" (latest edition), including the Supplemental Specifications, shall be referred to as MASSDOT Specifications herein.
