INTRODUCTION This report provides information on the availability of residential land in the South Norfolk district between 1st April 2019 and the 31st March 2020. This Land Availability study is published for the financial year 2019 by South Norfolk Council. The monitoring and collection of information provides statistical data for regional and national returns and for the LDF Annual Monitoring Report and are all financial year based. By reporting on a financial year basis this allows monitoring information collected by the Planning Department to be shared more readily with the Council’s Strategic Housing Service, who also collect information and report on this basis. The report consists of individual parish schedules and a series of summary tables. The document is intended to be a useful guide to developers, landowners and the general public, as well as other public bodies and local authorities. It should be used alongside the South Norfolk Local Plan, which gives further details about allocated housing sites as well as setting out the policies that guide residential development. Due to restrictions on site visits resulting from the Covid-19 pandemic, consultation is ongoing with developers to ensure all completions for the 19/20 period have been recorded. The RLA is correct at the time of publication but further updates of the 19/20 RLA may therefore be made if further evidence of completions is identified. MONITORING The Residential Land Availability (RLA) document is used to aid monitoring of the housing land requirement set out in the Joint Core Strategy and for the completion of statistical returns. It gives an indication of the implementation of housing allocations and allows the Council to monitor the level of new planning permissions granted, the number of housing units completed and the amount of land with outstanding planning permission for residential development. The report also identifies whether sites are brownfield/greenfield, windfall/allocation and includes information on density and numbers of bedrooms. DEVELOPMENT PLANS This document includes all the housing allocations and commitments in the South Norfolk Local Plan adopted 2015. GUIDE TO SCHEDULES This report has been compiled on a parish-by-parish basis using Development Control and Building Control records. Parishes with no outstanding planning permission or allocated sites are not included in the document. The schedules list all sites with full or outline planning permission, with a separate column to show allocated land which does not have permission. The ‘Implemented Permissions’ column is split between ‘Previous Activity’ (including those units completed prior to the current monitoring period on larger sites) and units ‘Completed in 19/20’. The ‘Total Remaining Committed Land’ column shows all outstanding planning permissions and allocations and allows for a quick evaluation of available land in each parish. The shading in this column illustrates where a particular site has yet to be started. An additional column is also included to show whether sites are brownfield/greenfield, windfall, or allocation. The site density is also shown. In addition, the numbers of bedrooms for Completions is included as this is required for the Annual Monitoring Report. A number of summary tables are provided. One table illustrates land available for housing by parish under either the Norwich or Rural Policy Areas and further tables show whether residential land is brownfield/greenfield, windfall or allocation (these tables are split into ‘New Permissions Granted Financial Year 19/20’, ‘Permissions Completed Financial Year 19/20’ and ‘Total Remaining Committed Land (as at 31/03/20)’. ASSUMPTIONS Double-counting To avoid double-counting, figures relating to outline and in some cases other permissions, have been reduced as full permissions have been granted. The same theory is applied to allocated sites where permission has been granted on part of the site. In the case of duplicate or alternative proposals only one set of figures is listed and in this case the proposal for the largest number of units is taken. Exceptions Replacement dwellings, agricultural dwellings, holiday homes, annexes to dwellings and personal consents are not included in this report. Replacement dwellings are not additional to the housing stock, annexes are not separate dwellings and holiday homes, agricultural dwellings and personal consents are not available for general occupation. Brownfield/greenfield definition When deciding whether sites are brownfield or greenfield, the definition in Annex B of PPS 3 (November 2006) has been applied. In keeping with this definition barn conversions and the redevelopment of other agricultural buildings have been treated as greenfield development. Windfalls A ‘W’ to indicate a windfall site has been placed next to the appropriate permission on the parish schedule. Density The calculations of density are based on the definition of net dwelling density in Annex B of PPS 3. • Where an existing property is included within the site area, this is also counted as a unit for the purpose of calculating density. • Non-residential uses e.g. shops below flats are also counted as a unit for the purpose of calculating density as the residential unit effectively occupies only half of the site. • However existing agricultural buildings within a site area are not included as a unit for barn conversions and the removal of agricultural ties. • Where there is a net gain, the total number of dwellings on site will be used for calculating density. • Where possible, the net density of larger housing estates has been used. This is the overall density of a site excluding major distributor roads, public open space serving a wider area, school sites and significant landscape features.
