Darashaw & Co. Pvt Ltd has been appointed to provide consulting services for preparation of City Development Plan of Berasia Municipal Council. It was found that in order to reap the entire benefits of the different schemes there is necessity of a strategic framework for converging and co- ordinating various development inputs towards positioning the city on a development path. Such a scheme or plan may also help in accessing GoI / GoMP funding for development programmes. The goals of a CDP include a collective city vision and action plan aimed at improving urban governance and management, increasing investment to expand employment and services, and systematic and sustained reductions in urban poverty. It is expected that the CDP will result in strategic platform which facilitates development, decision-making, investment programming, the engagement of out side partners and the efficient allocation of resources and, in city ownership of their own economic and social development process. 2 City Profile Berasia is one of the taluka headquarter towns in the Bhopal District of Madhya Pradesh. Berasia is famous for its tree "MADA IMLI" which is approximately 2000 years old. The perimeter of the tree is around 55 – 60 feet. The myth about the tree is that the Pandavas planted this tree. The nearby attractions include Halali Reservoir, Sanchi Stupas, State Archaeological Museum and Birla Museum, Narsinghgarh Fort and Narsinghgarh Wildlife Sanctuary. The Number of slums∗ 15 Developed area in Berasia is 280 ha % of Slum population 100% (12%) and undeveloped land Total WFPR 28.3% (agricultural area, water bodies and No. of Wards 15 unusable land) is approximately 1963 ha (88%) of the total land in Berasia Major River Vaaya development area. Out of total 22.43 sq km, 570 hectares is proposed to be developed under various usage namely residential (40%), commercial (7.98%), industrial (6.00%), public and semi public (10%), recreation (10%), public use (6%) and transportation (20.02%) 4 Demography As of 2001 India census, Berasia had a population of 24302, having male population of 14856 and female population of 13519. In 2002, 4 villages have been amalgamated to the Berasia to form new Berasia Development area. The population of Berasia town in year 1901 was 4276 which increased to 6238 in the year 1961. The growth (CAGR) of the town during the decade of 1981 – 1991 was high at 5.23 %. This can be attributed to increase in economic activities during that period. The town registered a comparatively lower growth rate (CAGR) of 3.03 % during the decade 1991-2001 in comparison with the 5.23 percent (CAGR) growth rate registered during the decade 1981-1991. City Development Plan, Berasia as industrialization and enhanced commercial activities, Berasia has shown a nominal growth rate from the last decade. In order to finalise the future projected population, the projections already done in Berasia Master Plan and in Water Supply Detailed Project Report prepared by Berasia Town Panchayat is cross checked with the projections done by consultants. Out of the five methods, Incremental Increase method is more or less analogous to the projections done in Detailed Project report for Water supply. Hence the same method is adopted for future planning purposes. Apart from the government employees, majority of people are involved in agricultural produce, business, commerce and small scale industries. There is an Agricultural Produce market (11 Ha) and majority of whole sale business of the town is done through the AP market. Surrounding towns and villages depend on Berasia AP market for trading of their agricultural produce. There is no heavy industry established in the town. Majority of industries are household or cottage industry with total workers ranging from 1 to 6 numbers. Berasia itself has no tourist destinations whereas it has some tourist spots in its proximity. Page | c City Development Plan, Berasia Large scale of non-workers is the major concerned as the work force participation rate is only 28.3% which is less than the district and state level of WFPR. 6 Physical Infrastructure: Water Supply The water supply of Berasia town is mainly dependent on Borewell and wells as sources of water. There are 23 borewells and 735 wells in Berasia. However the dependable yield from both the sources is below 60%. There are also 130 hand pumps for drinking and non drinking purposes located across the town. Additionally bulk water supply is being supplied by tanker Lorries. 7 tanker Lorries of 4500 litre capacity each are involved in bulk water supply making nearly 20 trips a day. 7 lakh litres of water is being supplied on an average per day. The water is being supplied in Berasia without any treatment. Town has 3 Over Head Tanks in which one is of 4.5 lakh litres capacity and the remaining two are of 3 lakh litres capacity. In addition, 4 sumps of 1 lakh litre capacity is also been used for water storage purposes. The Per capita supply is low (24 lpcd) against the standard norm of 70lpcd. Also the Household Service coverage is low (58%). Only 50% Roads are covered with distribution network, indicating the low network coverage of drinking water supply. 7 Physical Infrastructure: Sewerage Berasia town has no underground sewerage system existing as on today. Night soil is disposed normally through individual toilets with septic tanks. The storm water drains or road side drains are being used for disposing both waste water and rainwater. 8 Physical Infrastructure: Storm Water Drainage The total length of roads in Berasia is 41.17 kms, while the total length of the Storm Water Drains is around 34.34 Kms. Out of the total length of drains about 19.92 km is Kutcha drains and around 14.42 km is pucca drains made up of stone. Further, town has 4.865 Km pucca bada nallah (big drainage channel) and 0.75 Km kutcha bada nallah (big drainage channel) facilitates in draining the town during rainy season. 9 Physical Infrastructure: Solid Waste Management Berasia town generates around 5 ton of Garbage per day at the rate of 168 grams per capita per day. City Development Plan, Berasia practices. 15 Pucca collection points have been constructed for waste collection all over the town. Berasia has no disposal site and currently waste is being disposed wherever open space is available. However, Municipal council has a proposal to buy land of 8.62 hectares in Patalpur viran near vasai tank for waste disposal and treatment. The major issues related to all physical infrastructure facilities are: • Town has no comprehensive water supply system as on today • Entire water supply system is dependant on the ground water sources. • Town has no comprehensive sewerage system as on today. • Town lacks public conveniences / sanitation facilities. • Town has inadequate storm water drains. • 52% of the available drains are kutcha. • Town has not adopted Door-Door Collection and Waste Segregation system • Town has no land for waste disposal and treatment 10 Physical Infrastructure requirements The following

The Gross & Culturable Command Area under this project is 16470 Ha (GCA) and 9990 Ha (CCA) respectively. 1.2 LOCATION OF THE PROJECT:- 1.2.1 The Tem Medium Project Dam Site is located on the River Tem (which is sub- tributary of Parvati River and it meets Betwa River in Yamuna basin) near Village- Dapkan in Block- Lateri of District- Vidisha Madhya Pradesh at Latitude 230-53'-57" N & Longitude 770-19'-15" E. 1.2.2 The project site can be approached by traveling 40 km on Bhopal – Berasia road and than by travelling 50 km on Berasia - Nazirbad road. Thus total distance from Bhopal to site is 90 kms. The nearest railway station to project site is Bhopal which is 90 km away from dam site. 1.3 NECESSITY OF THE PROJECT:- Irrigation development in state of Madhya Pradesh is only 28.2 % which is below as compared to national average of 38.75%.The district of Guna is located in Chambal region of MP, the irrigation development is below the state’s average figure. Crop cultivation in this district is totally dependent on rainfall and on the vagaries of monsoon.
