Uclg World Council Members 2019-2022 UCLG WORLD COUNCIL MEMBERS 2019-2022 Approved by the General Assembly in Durban in November 2019 Updates, highlighted in yellow, to be approved by the Executive Bureau in May 2020 In italics: Representatives who are also members of the Executive Bureau. Empty posts can be fulfilled during the mandate following the presentation of proposals to the Committee on Statutory Affairs in accordance with UCLG rules. Please note that the list may be subject to change, pending further confirmations. RECALLING THE CONSTITUTION OF UCLG Article 42 Composition The World Council shall comprise the following members: a. the President, the Co-Presidents and the Treasurer; b. the Vice-Presidents; c. 340 local government members appointed by the General Assembly after elections held in each region on the basis of two colleges representing the two types of local government members, for the term between two ordinary sessions of the General Assembly; d. a political representative of the city which hosts the seat of the World Secretariat; e. the Secretary General (non-voting and ex officio); f. designated representatives of international local government organisations and associate members (both non-voting); The Mayors or Deputy Mayors and Presidents or Vice-Presidents of regional authorities (or those holding equivalent office) and the Presidents and Vice-Presidents of associations, representing members of UCLG, may participate in the World Council (non-voting). The members of the World Council fulfil their function without remuneration. Article 43 Representatives in the World Council must hold a political mandate from a local government. Article 44 Substitutes Each member of the World Council may have one duly appointed standing substitute. The latter may only attend meetings as voting member in the absence of the full member. The substitute should hold a political mandate. Article 52 Composition The Executive Bureau shall comprise the following membership: a. the President, the Co-Presidents, and the Treasurer; b. the Vice-Presidents (non-voting); c. 114 members elected by the World Council from among its members following the same proportion between the two types of local government member as in the World Council, for the term between two ordinary sessions of the General Assembly; d. a political representative of the city which hosts the seat of the World Secretariat; e. the Secretary General (non-voting and ex officio); f. designated representatives of international organisation members (non-voting); The Mayors or Deputy Mayors and Presidents or Vice-Presidents of regional authorities (or those holding equivalent office) and the Presidents and Vice-Presidents of associations, representing members of UCLG, may participate in the Executive Bureau (non-voting). The Executive Bureau may co-opt up to 3 non-voting members for different purposes, which may include the representative of the host of the next congress of the World Organisation. The members of the Executive Bureau fulfil their function without remuneration. Article 53 Representatives in the Executive Bureau must hold a political mandate from a local government. Article 54 Substitutes Each member of the Executive Bureau may have one duly appointed standing substitute. The latter may only attend meetings as voting member in the absence of the full member. The substitute should hold a political mandate.     Sustainable mobility solutions are emerging as an important industry across the world By : INVC Team Published On : 13 Sep, 2018 08:00 PM IST INVC NEWS Russia , Union Minister of Commerce & Industry and Civil Aviation, Suresh Prabhu, recently visited the Eastern Economic Forum in Vladivostok in Russia. The visit began with a tour of the diamond cutting and polishing factory set up by the KGK Group of India in Vladivostok. It has a manufacturing capacity of 150,000 carats of diamond per year and employees 400 people. The facility was inaugurated by Russian President, Vladimir Putin, last year. The Commerce Minister had discussions with KGK Group, MD, Vithal Ramani, to explore the potential and sourcing and value addition opportunities in the diamond trade for India. The Minister also held bilateral meeting with Yury Trutnev, Deputy Prime Minister of Russia. Discussions took place on areas of cooperation between India and Russia to strengthen bilateral ties for economic growth. The Minister also interacted with the Governors, Vice-Governorsss and Representatives of the Russian Far East Regions of Primorye, Yakutia, Sakhalin, Amur, Magadan, Kamchatka, and Khabarovsk. Discussions were held on possibilities of mutual cooperation in sectors like mining, agriculture and tourism. Commerce Minister apprised them of the various business and investment opportunities in India and the Government of India’s initiatives to facilitate the same through Invest India. He invited the Governors of the Far East Regions to lead business delegations to India and explore partnerships with Indian businesses. Minister, Suresh Prabhu, also held discussions on enhancing bilateral trade and investment between India and Russia with Denis Manturov, Minister of Industry and Trade of the Russian Federation and Aysen Nikolayev, Governor of the Sakha Republic.

While cities endure lockdowns in order to ensure decent levels of health, the challenges linked to the unfolding of the pandemic have led to the need for a radical re-think of the city, leading to the re-emergence of a concept, initially proposed in 2016 by Carlos Moreno: the “15-Minute City”. The concept, offering a novel perspective of “chrono-urbanism”, adds to existing thematic of Smart Cities and the rhetoric of building more humane urban fabrics, outlined by Christopher Alexander, and that of building safer, more resilient, sustainable and inclusive cities, as depicted in the Sustainable Development Goal 11 of the United Nations. With the concept gaining ground in popular media and its subsequent adoption at policy level in a number of cities of varying scale and geographies, the present paper sets forth to introduce the concept, its origins, intent and future directions.
