COASTAL ZONING PROJET OF CITY AND THE REBYC I PROJECT IN THE – EXPERIENCE IN PARTICIPATORY APPROACH FOR FISHERIES MANAGEMENT

• Project of Calbayog City that started in 2002 • Delineating Coastal Waters for Commercial and Marginal Fishermen • Reflective of good local governance, participatory approach (tapping commercial and marginal fisherfolks) towards development • Tripartite efforts on the part of the LGU, NGO’s and PO’s • Served as avenue for the empowerment of marginal fishefolks as they were able to express their issues and concerns (presenting fisherfolks agenda to local officials) COASTAL ZONING PROJECT

• Instilled/Developed sense of ownership among the coastal communities by acting as volunteers for the safeguarding and protecting their respective zoned areas • Created partnerships with nearby municipalities affected by the coastal zoning project • Law enforcement on the City level ( Seaborne Patrol ) and level ( Deputized fish wardens ) respectively

WHY PILOT JTED IN CALBAYOG

• Important trawl fisheries & prevalent catch of juveniles and trashfish • Existence of model LGU Coastal Zoning Project • LGU/LCE full support & cooperation

JTED PILOT PROJECT • To identify the most appropriate device • To reduce the catch of juveniles & rejects (trash fish) by 40% • To determine impact of technical (JTEDs) and other management intervention (effort control/zoning/etc.) • To demonstrate and gain experience in the process of implementation at micro (local) level • To develop a model plan for trawl fisheries management in the Philippines • To promote participation and partnership with stakeholders in the activities and project implementation
