    Wonston Wonston with Sutton Scotney 1.0 PARISH Wonston (now includes Hunton and Stoke Charity) 2.0 HUNDRED Buddlesgate 3.0 NGR 447700 139550 4.0 GEOLOGY Upper Chalk; Alluvium 5.0 SITE CONTEXT (Map 2) Wonston CP now includes Hunton (formerly a tithing of Crawley) and Stoke Charity. On the other hand, a strip of land across the south of the parish has been hived-off as the new parish of South Wonston. For this reason the south boundary of Wonston parish has been partly determined by some relatively modern features such as post- medieval enclosure fences and a dismantled railway line. The old east boundaries of Stoke Charity and Hunton now perform the same function for Wonston. To the south- west, the Roman road to Salisbury forms part of the parish limit whilst the west and north boundaries seem to be based upon a combination of marker points including natural features, post-medieval fields and traditional land divisions. The river Dever, a tributary of the Test, cuts across the parish from east to west. This watercourse has attracted a number of settlements. On the north bank are the former manors of Norton and Cranbourne where there are watercress beds. Here too, is the Crawley tithing of Hunton. South of the river (west to east) are Sutton Scotney, Wonston and Stoke Charity. The settlement of Wonston is just above the flood plain of the Dever at c. 63m AOD. It is reached from the west via a minor road from Sutton Scotney. This road also passes through Stoke Charity (east) and on into the neighbouring parish of Micheldever.

    1.0 Purpose of the Document The purpose of the document is to provide the Countryside Agency, Hampshire County Council and Winchester City Council with a perspective on how the residents of Otterbourne wish to see local issues that affect their quality of life managed over the period October 2004 to October 2009. It will give Otterbourne Parish Council, once they have formally adopted the Parish Plan, the consensus of the village and should give emphasis to the Parish Council's input to the wider future of the community. 2.0 Introduction The Government introduced a Rural White Paper - Our Countryside: the future - in November 2000 sponsored by the Countryside Agency, with the aim of encouraging local communities to take a more active role in deciding what is important to them and how each community sees itself developing over the following few years. The aim of a Parish Plan is to allow everyone in the Parish to have a chance to say what they think about the various social, economic and environmental issues affecting their community and how they would like to see it improved for the future. The proposal to prepare a Parish Plan was presented to the village at a meeting in July 2002, supported by the Countryside Agency and Winchester City Council. The meeting concluded with a request for volunteers to assist in the project. In September 2002, Otterbourne Parish Council notified the Countryside Agency of its intent to commence with the preparation of a Parish Plan. In March 2003 the inaugural meeting of the Otterbourne Parish Plan and Village Design Statement project team took place, by which time 40 volunteers had come forward to offer their assistance in a variety of roles from Project Leader to "Foot Soldiers" who were prepared to distribute letters and collect surveys.

The insinuation that all should see eventually buying a home in the village as a possibility shows a mis-understanding of the scale of the affordability problem. Right Move on 23 October 2018 stated from Land Registry Sold Homes information that the average price to buy a home in South Wonston was in the region of £412,429 (ONS 2018 Average District price £365,000). Across Winchester District: o Individual Lower Quartile/Average incomes £26k/£36k (Source ONS 2018) o Lower Quartile Household £39k/ £46k (ONS/OECD Modelled for 2 adults/2 adults + child 2018) o With Lower Quartile prices across District @ £290k (ONS 2018) homes are unaffordable o In the last 10 years across the District house prices are up 40%; incomes 18%; affordability ratio worsened from over 9% to over 11% (England 7.25%). Improving Affordability City Council objective to see more affordable housing provided both in urban and rural areas. Embraced by many parishes. E.g. Scheme close to completion in Wonston. Completed scheme in Micheldever. Both are interested in additional provision 40 rural schemes in Winchester and 50 villages assisted across HARAH (2000 people housed) 99% of new homes go to local people Important to provide homes in rural areas – A rural exception site is very different from a site like Kings Barton, in Winchester.

Chairman’s welcome: As the weather was favourable, the meeting was held outside the church. The Chairman, John Palk, opened the meeting at 12.45 with a welcome to those present and expressing thanks to Judy Bishop and Sara Janssen for arrangements and to the Vicar and Wardens for the use of the bells. In the absence of the District Secretary, Andrew Glover was asked to take the minutes. 2. The south boundary crosses that region through Wilvelrod, Brown Candover and Micheldever, with outlying sites to the south at Micheldever Wood and Lanham Down (between Bighton and Wield). The western limit, equally arbitrary, falls along the line from Micheldever through Overton to Kingsclere.
