The regulations are amended by adding immediately after section 4 the following: Restriction on direct 4.1 A direct sale between a fish harvester and either a person who sales holds both a fish buyer's licence and a licence under section 5 of the Food Premises Regulations or an individual shall take place at an establishment and shall not take place from a vehicle or by means of door-to-door sales. 3. Box 8700 St. John’s, NL, A1B 4J6 Dear Premier Davis: Re: Public Review of the Implications of Hydraulic Fracturing Operations in Western Newfoundland. The Coalition for Alternatives to Pesticides (CAP-NL) is a provincial coalition of citizens and health and environmental organizations. Its mandate is to defend basic rights to health and environmental quality and to eliminate the use of toxic substances such as pesticides and replace them with ecologically sound alternatives. CAPE, the Canadian Association of Physicians for the Environment works to protect human health by protecting the planet. It seeks to better understand how environmental degradation affects human health and to be a resource to others. It educates its members, other physicians and health professionals, the public, and policy- makers about environmental health issues. It takes actions that will contribute to the protection and promotion of human health by addressing issues of environmental degradation. It collaborates with other organizations, nationally and internationally, that share its concerns and values. In June of this year CAP-NL completed a Position Paper on Pesticides and other Toxic Substances (as attached) with a section titled Hydraulic Fracturing. (Pp.17-19). CAP-NL and CAPE question the necessity of a panel to conduct a public review and make recommendations on whether hydraulic fracturing should be undertaken in western Newfoundland. We believe that there is already a significant amount of credible science-based information that has been reviewed by governments and panels (such as the panel authoring the Wheeler Report in Nova Scotia) to indicate that hydraulic fracturing should not be undertaken in western Newfoundland.

    Members’ Attendance in the House of Assembly Section 13 of the House of Assembly Accountability, Integrity and Administration Act requires that a Member (excluding the Premier, the Leader of the Official Opposition and the Leader of a Third Party) attend the House of Assembly when it is sitting, but outlines acceptable reasons for a Member’s absence, such as: sickness of the Member; adoption, pregnancy or parental leave as established by directive; a serious illness related to the Member’s family; bereavement; attendance at a meeting of a committee of the House of Assembly, the Management Commission or a committee of the Commission; attendance to duties as a Member of a caucus, attendance to constituency business, or attendance to ministerial duties; and other circumstances as approved by the Speaker. By January 31 of each year, a Member is required to file with the Clerk a declaration under oath or affirmation of his or her attendance while the House of Assembly was sitting in the previous year. Dates of any absences and an explanation for those absences must be provided. A deduction in the amount of $200 is made from the Member’s salary for each day the Member was absent from a sitting of the House of Assembly for a reason other than those provided for in the legislation. The following table provides a summary of the attendance of all Members of the House of Assembly, including those who resigned or were elected during the reporting period January 1 to December 31, 2015.
