    CTF Report on Expense Claims filed by the Honourable Jim Prentice as Minister of Indian Affairs and Northern Development August 29, 2014 Derek Fildebrandt Alberta Director Canadian Taxpayers Federation Summary of Findings The Canadian Taxpayers Federation (CTF) has conducted a review of the Honourable Jim Prentice’s expense claims as the federal minister of Indian Affairs (now Aboriginal Affairs) and Northern Development and found at least one major irregularity worth bringing to attention. The CTF was informed by the department of Aboriginal Affairs and Northern Development (AAND) that Mr. Prentice’s expense claims as the minister of that department – requested in an Access to Information (ATI) request – were destroyed. The CTF filed subsequent ATI requests to ascertain if this was true or not and was soon informed by AAND that in fact, the records were not destroyed. The CTF questions the validity of the reasons given for the “destroyed” records and the completeness of the records eventually released. Mr. Prentice also chartered a private aircraft from the Calgary International Airport with three of his staffers, where it flew to the Calgary Springbank Airport to pick him up. The chartered aircraft then flew to Fort MacLeod, a small town a short driving distance away from Calgary. The aircraft flew at between 27 per cent and 50 per cent capacity and cost an average of $742.73 for each passenger to travel the short distance. This appears to be in clear contravention of travel rules set out by the Parliament of Canada. Background After the resignation Alison Redford from the premiership, Albertans were concerned about the abuse of expenses and entitlements of politicians.

In Alberta, approval of the government’s handling of the outbreak has remained positive and steady since June– though lagging behind the provincial average. Kenney’s personal favourability has dropped since June while Rachel Notley’s is on the rise; yet, the UCP continues to hold a lead in vote intention due to their strong partisan base. Today, INNOVATIVE is releasing results from July 2020 Canada This Month survey. The online survey was in field from July 14th to July 20th with a weighted sample size of 300 Alberta residents. Detailed methodology is provided in the appendix. This report covers key results on how those from Alberta are rating their government’s handling of the COVID-19 outbreak and the impacts that is having on more general government approval and provincial vote choice. Government Approval General government satisfaction is down, but approval of the Alberta government’s handling of the outbreak is steady since June. All-in-all, Alberta still remains 12 points behind the provincial average when it comes to their handling of the outbreak. British Columbia is one of the ten provinces and its law-making body is the Legislative Assembly of British Columbia. The basic principles that govern Canada are set out in the Constitution Act, 1867 and the Constitution Act, 1982. Under these Acts, the federal government and the provincial governments have different areas of responsibility, but both levels are based on the British model of parliamentary democracy and follow a similar procedure to make decisions. Parliament The term “parliament” describes the period of time between elections during which Members of Parliament (MPs) in Canada’s federal parliament or Members of the Legislative Assembly (MLAs) in British Columbia conduct their work. It comes from the French word parler—to speak. A parliament is made up of one or more sessions. A session can last a few days or several years. A parliament ends when the Prime Minister federally or the Premier provincially asks the Queen’s representative to dissolve parliament and call a general election. 2 3 Canada typically holds a federal general election every four years. In B.C., the provincial Constitution Act sets a maximum term of four years for the Legislative Assembly.
