A Thesis Submitted to the School of Social Science & Law OXFORD BROOKES UNIVERSITY In partial fulfillment of the requirement for the degree of DOCTOR OF PHILOSOPHY June 2003 ABSTRACT The study has focused on the role and motivations of the Bengali military officers in the Pakistan Army during the initial but critical phase of the Liberation War of 1971. Unlike the military in some other Third World Countries, at that point of time, the Bengali military officers made a move neither for grabbing political power nor for replacing a corrupt or inept regime but for establishing an independent state of Bangladesh. The concept of liberation war has been used in this study in the senseof an internal war between East and West Pakistan. The aims of this thesis are to explain why the Bengali military officers became actors in the Liberation War of 1971, how they were motivated for this war, when they took the crucial decision to revolt and declare independence of Bangladesh and how they proceeded till the formation of the Bangladesh Government-in-exile. The findings are also noteworthy. The Bengali political leaders prepared the people of East Pakistan for a revolutionary movement, but at the critical moment they faltered. As one of the dominant social forces in East Pakistan, the Bengali military officers watched from close quarters how the ethnically, linguistically and culturally different East Pakistanis were subjected to the discriminatory policies of the ruling elite in Pakistan which led to the wholesale alienation of the Bengalis.

Democratic elections in 1991 ended two decades of authoritarian rule in Dhaka. The Bangladesh National Party (BNP), which leads the ruling coalition, and the leading opposition party, the Awami League (AL), traditionally have dominated Bangladeshi politics. The BNP is led by Prime Minister Khaleda Zia while the AL is led by Sheikh Hasina. Bangladesh has been a largely moderate and democratic country. This status is increasingly under threat from a combination of political violence, weak governance, poverty, corruption, and rising Islamist militancy. When in opposition, both parties have sought to regain control of the government through demonstrations, labor strikes, and transport blockades. Bangladesh is one of the poorer countries of the world. The largely agricultural economy suffers frequent and serious setbacks from cyclones and floods. While economic progress has been made, it has been impaired by rivalry between the two largest political parties. Bangladesh is a recipient of substantial foreign assistance from abroad. It is also thought to have large reserves of natural gas. Political violence is on the rise in Bangladesh. Awami League Finance Minister A.M.S. Kibria and four others were killed in a bomb attack that also injured 70 at a political rally of the Awami League on January 27, 2005.

The responsibility of IED is to maximize overall efficiency of the manufacturing functions through provision of an effective, appropriate and timely work study and Industrial Engineering service and maintenance of an ideal production environment. The key tasks includes product analysis through determining optimum method of construction and establishing Operation Bulletin (OB); product costing by determining standard minute cost of each operation specifying the equipment type and work aids used; production planning for effective and balanced flow of product; operator performance monitoring systems by hourly production monitoring and skill matrix; off- standards of different functions and implement methods to reduce; method; justify all changes based on analysis of work content; continuous improvement; taking cost saving opportunities; monitor operator performances and take action to improve performances and eliminate causes of underperformance.
