OBČINSKA UPRAVA Datum : 29.02.2012 Občina Bovec Trg golobarskih ţrtev 8 5230 Bovec Telefon : SI (386) 05/384-19-00,02 Telefax : SI (386) 05/384-19-15 E-pošta : [email protected] OBČINSKA UPRAVA Datum : 29.02.2012 ZAKLJUČNI RAČUN 2011 - KRATKA OPISNA POROČILA ZA MOJE PODROČJE DELA V LETU 2010, KI BO PRILOGA H GRADIVU ZA NADZORNI ODBOR Poročilo o sklenjenih premoţenjsko pravnih pogodbah, ki jih je občina v celoti v okviru sluţbe za premoţenjsko-pravne zadeve izpeljala v letu 2011, pri čemer je bilo treba poskrbeti za potek vseh potrebnih postopkov na ustreznem odboru in občinskem svetu, in izpeljava glede na to, ali je šlo za kmetijsko ali stavbno zemljišče, pridobiti ustrezna soglasja, poskrbeti za celoten postopek od morebitne parcelacije, cenitve in pogajanj o ceni, postopek objave ponudbe na UE Tolmin, prijave na ponudbo, sklenitvijo pogodbe, pridobitve odobritve pravnega posla na UE Tolmin, prijave na DURS in plačila davka na promet nepremičnin, ukinitve javnega dobra (sklep, odločba, vknjiţba in šele nato postopki prodaje), overitve pri notarju, skrbi za plačilo ali izterjavo kupnine, idr. …; Seveda so nekatere pogodbe pripravili in izpeljali bodisi predstavniki republiških sluţb (za Direkcijo za ceste) ali je pri pripravi in izpeljavi zahtevnejših zadev sodeloval odvetnik Kokošin Fon Ivan, odvetniška pisarna Ivana Makuca ali drugi, pri vračilu oz. prenosu nekaterih zemljišč pa Sklad kmetijskih zemljišč in gozdov RS. Kmetijska in stavbna zemljišča je Občina Bovec odkupila od naslednjih: -Lavtiţar Ivana (zemljišča na Ţagi, ki so bila do ½ ţe občinska) -Cuder Erik, Vanda ( zemljišče + gradbeno dovoljenje pri Stergulčevi hiši v Bovcu) -Berginc Anton Josip (cesta Čezsoča-Log Čezsoški) -Kmetijska zadruga Tolmin (nekdanja mlekarnica v Kal Koritnici) Kmetijska in stavbna zemljišča je Občina Bovec prodala naslednjim: -Boris Zorko (zemljišče v Bovcu) -Simon Velikonja (zemljišče v obrtni coni v Bovcu) -Gradbeništvo Zorč d.o.o. (zemljišče v obrtni coni v Bovcu) -Ţagar Boris (zemljišče na Srpenici) Sklenitev menjalnih pogodb: -Občina Bovec-Lana Lovre (stanovanje v Brdu 67 za stanovanje v stavbi OŠ na Ţagi) -predpogodba menjalne pogodbe z Mavrič Iris Sklenitev darilnih pogodb, prenosov: -Mlekuţ Almira (1/4 parcele v Bovcu) -Sklad KZG RS (prenesli na občino zemljišče v k.o. Soča-desna) -Sklad KZGRS (prenos na drţavo zemljišč v k.o. (Hotel Šola v Logu pod Mangartom) Priprava novih zakupnih pogodb za kmetijska zemljišča, skrb za izterjavo zakupnin za ţe pred tem sklenjene zakupne, najemne in sluţnostne pogodbe (mišljena je priprava internih nalogov za izstavitev računov) Udeleţba na sejah občinskega sveta, pisanje zapisnika in sprejetih sklepov, skrb za pripravo gradiva z mojega področja, kopiranje gradiva, ki so ga pripravili sodelavci, razpošiljanje gradiva svetnikom, krajevnim skupnostim, skeniranje vseh gradiv in pošiljanje tudi po elektronski pošti. Nadomeščanje sodelavke v času njene odsotnosti (delo sprejemne pisarne, odpiranje, vpisovanje in razdelitev prejete in pošte in knjiţenje in odpošiljanje poslane pošte). Sodelovanje v Komisiji za prodajo občinskega premoţenja, Komisiji za izvedbo inventure. Objave sprejetih pravilnikov, odlokov, razpisov idr. v Uradnem listu RS Vodenje evidence in priprava poročila o udeleţbi na sejah za izplačilo sejnin svetnikov in odbornikov, evidence porabljenega dopusta in viška oz. minusa ur zaposlenih na podlagi računalniškega izpisa.     1 JULIAN ALPS TRIGLAV NATIONAL PARK www.slovenia.info 2The Julian Alps The Julian Alps are the southeast- ernmost part of the Alpine arc and at the same time the mountain range that marks the border between Slo- venia and Italy. They are usually divided into the East- ern and Western Julian Alps. The East- ern Julian Alps, which make up approx- imately three-quarters of the range and cover an area of 1,542 km2, lie entirely on the Slovenian side of the border and are the largest and highest Alpine range in Slovenia. The highest peak is Triglav (2,864 metres), but there are more than 150 other peaks over 2,000 metres high. The emerald river Soča rises on one side of the Julian Alps, in the Primorska re- gion; the two headwaters of the river Sava – the Sava Dolinka and the Sava Bohinjka – rise on the other side, in the Gorenjska region. The Julian Alps – the kingdom of Zlatorog According to an ancient legend a white chamois with golden horns lived in the mountains. The people of the area named him Zlatorog, or “Goldhorn”. He guarded the treasures of nature. One day a greedy hunter set off into the mountains and, ignoring the warnings, tracked down Zlatorog and shot him. Blood ran from his wounds Chamois The Triglav rose and fell to the ground. Where it landed, a miraculous plant, the Triglav rose, sprang up. Izvleček V članku s fitocenološkimi tabelami opisujemo grmiščne in gozdne združbe, v katerih v slovenskih Alpah uspeva vrsta Alnus viridis. Opisali smo tri nove asociacije: Rhododendro hirsuti-Alnetum viridis (združba zelene je- lše na karbonatni podlagi v vzhodnih in jugovzhodnih Alpah), Huperzio selagi-Alnetum viridis (združba zelene jelše v silikatnem skalovju pod goro Komen v vzhodnih Savinjskih Alpah) ter Alno viridis-Sorbetum aucupariae (sukcesijski stadij jerebike in zelene jelše na potencialno bukovih rastiščih v prigorju južnih Julijskih Alp, po- dobne stadije poznajo tudi drugod v Alpah) ter predstavili še tri druge asociacije (Polysticho lonchitis-Fagetum, Rhodothamno-Laricetum in Rhododendro hirsuti-Pinetum mugo), v čigar sestojih uspeva zelena jelša.

Vpra- šanja, ki si jih avtor postavi, zadevajo individualni in kolektivni spomin rudarjev in prebivalcev skupnosti Log pod Mangartom, na drugi strani pa oblike soo čenja po- sameznikov z novonastalo mejo med Italijo in Jugoslavijo. Ob arhivskih dokumentih, ki so jih proizvedle lokalne politi čne strukture, je avtor pridobil ustnozgodovinske intervjuje s prebivalci Loga pod Mangartom. Metodološki prijem je prej ideografski kot nomoteti čen, saj si avtor prizadeva osvetliti predvsem partikularnost zgodovin- skega dogajanja in spominjanja.
