1. Introduction On Thursday, December 10, 2015, a Public Hearing (Hearing) was held by the New Jersey Turnpike Authority (NJTA) for the Garden State Parkway (GSP) Improvements to Interchange 125 project located in the Borough of Sayreville, Middlesex County. The Hearing was held pursuant to the New Jersey Executive Order 172 (EO 172). The Hearing was held at the Borough of Sayreville municipal building, 167 Main Street, Sayreville, New Jersey 08872.
2. Public Hearing Summary Project team members in attendance included representatives from the NJTA and the consultant team. Sixteen (16) members of the general public attended and signed the registration sheets (included in Appendix D). The Hearing included displays of the project showing proposed improvements at Interchange 125. Handouts summarizing the project were available at the registration table. Project team members were available to answer questions and discuss comments and concerns of the attendees during the Hearing. Generally, attendees were supportive of the Interchange 125 improvements. Comments, questions and concerns included the following:

Attendees were given the opportunity to fill out comment sheets and to register for oral testimony during the Hearing. The Hearing portion of the meeting consisted of a presentation by the NJTA and their consultants, followed by oral testimony from the public. Two members of the public presented oral testimony at the Hearing. Comments received during the meeting and the subsequent comment period as well as oral testimony comments, are included in Appendix G.
3. Project Need The purpose of the proposed Project is to service existing and proposed future traffic demand on the local road network and on the Parkway, at Interchange 125; improve local traffic safety; and support the economic role of the Parkway in moving commuting and regional traffic within and throughout this portion of New Jersey in the most efficient manner possible. The proposed Project will also address the operational, maintenance and safety requirements of the Authority in its management of the Parkway, particularly as these requirements relate to the anticipated traffic growth at Interchange 125.
4. Project Description Presently, Interchange 125 is a partial interchange that provides limited access to and from the south via a southbound entrance ramp and a northbound exit ramp at Chevalier Avenue. Due to the missing ramps at the existing Interchange 125, traffic travelling southbound that is destined for local and state operated roadways in the vicinity of Interchange 125 must exit at Interchange 124 approximately one mile to the south and utilize the local roadway network to reach their destination. Similarly, traffic using the local roadways near Interchange 125 that are destined for the northbound Parkway must travel south to Interchange 124 to enter the Parkway, or travel approximately three miles north along Route 9 and use Interchange 129 to

access the northbound Parkway.
Construction of the interchange improvements will be accomplished in multiple stages with all travel lanes being maintained at all times during construction along the GSP and all ramp movements will also be maintained during peak times. The proposed improvements will require the acquisition of adjacent right-of-way parcels in order to construct the new ramps and stormwater management basins. Permits have been obtained or are pending from the New Jersey Department of Environmental Protection (NJDEP), the United States Army Corps of Engineers (USACE), New Jersey Department of Transportation (NJDOT), and the Middlesex County Soil Conservation District. The estimated construction cost for the project is $70 to $80 million.

6. Public Hearing The Hearing was held from 6:00 pm to 8:00 pm on Thursday, December 10, 2015, at the Borough of Sayreville municipal building, 167 Main Street, Sayreville, New Jersey 08872.
Total attendance was thirty-four (34) people (including NJTA representatives). The Hearing began at 6:00 pm with a formal presentation, after which the public was given the opportunity to provide comments. The Hearing was closed at 8:00 pm. The presentation and public comments were recorded by a Certified Court Reporter. A copy of the Hearing transcript is included in Appendix E. Copies of the Hearing handouts can be found in Appendix C.
7. Written Comments and Responses Written comments were accepted by the NJTA until December 28, 2015.

“I live in the President Park section of town and I just have a concern that the 124 ramps are maintained and stay there. I don’t know if there’s any plans in the future for that.”

The following rules will govern the Public Comment portion of the Public Hearing:
1. Anyone wishing to speak must register at the desk located at the entrance to the meeting room.

2 welcome. Today we're gathered for the
3 public hearing of the New Jersey Turnpike
4 Authority 's Garden State Parkway
5 Interchange 125 improvement project . My
6 name is Vincent Mignella and I'm the New
7 Jersey Turnpike Authority 's Project Manager
8 for these improvements. It is now 6:00
9 p.m. on Thursday, December 10, 2015. I
10 will be the hearing officer for these
11 proceedings and I thank everyone for
12 participating .
13 This hearing is being conducted
14 pursuant to Executive Order No . 172 and the
15 format of this hearing will follow its
16 require ment s. The purpose of the hearing
17 is for the Authority to receive your
18 opinions, recommendations, suggestions and
19 comments regarding the project within the
20 project limits.
21 Tonight's agenda includes a discussion
22 on the purpose and need of the project and
23 a description of the proposed improvements.
24 After the presentation , public officials
25 and then members of the public will be 5
1 given the opportunity to provide comments
2 for the record. You may also find the
3 Public Hearing Rules information on the
4 handout in the back .
5 The Authority will accept written
6 comments from any members of the public.
7 Members of the public may provide written
8 comments before December 28, 2015, that's
9 the hearing closing date after that, no
10 further comments.
11 We will evaluate all comments received
12 both verbal and written, and we will
13 address them by way of a Hearing Report
14 that will be prepared by the Authority .
15 The Hearing Report preparation will begin
16 after the hearing closing date. A copy of
17 the Hearing Report will be sent to the
18 Borough of Sayreville and Middlesex County
19 and DOT.
20 Assist ing me here tonight is Lamis
21 Malak , the Supervising Engineer with the
22 New Jersey Turnpike Authority . Patrick
23 Byrne, Project Engineer, Adam , the traffic
24 engineer and Russell Saputo represent
25 Stantec, the design consultant for the 6
1 Interchange Project.
2 So, Interchange 125 is a partial
3 interchange located in the Borough of
4 Sayreville, Middlesex County, New Jersey.
5 The Authority has identified operational
6 issues with this location and has evaluated
7 various alternatives in order to improve
8 the Interchange. The Interchange currently
9 has limited access to and from Chevalier
10 Avenue .
11 Presently, there is limited access to
12 and from the south on the Garden State
13 Parkway via a southbound entrance ramp and
14 a northbound exit ramp at Chevalier Avenue .
15 Due to the missing movements at the
16 Interchange, traffic traveling southbound
17 on the Parkway, that is destined for local
18 and state operated roadways in the vicinity
19 of Interchange 125 must exit at Interchange
20 124, which is approximately one mile to the
21 south and then utilize roadways to reach
22 their destination. Similarly, traffic
23 using the local roadways near Interchange
24 125 that are destined for the northbound
25 Parkway must travel south to Interchange 7
1 124 to enter the Parkway, or travel
2 approximately three miles north along Route
3 9 to use Interchange 129 to access the
4 northbound Parkway.
5 The purpose of the project is to make
6 improvements that will service existing and
7 proposed future traffic demands on the
8 local roadways and the Parkway.
9 Interchange 125 improvements will address
10 the substandard operation of the
11 Interchange and improve traffic movements
12 and safety.
13 In addition, the mainline parkway
14 bridges over Chevalier Avenue will be
15 replaced in multiple stages in order to
16 maintain all lanes of traffic during the
17 construction period and provide for the new
18 ramps.
19 So, at this time, I would like to
20 introduce Patrick Byrne, Stantec's Project
21 Engineer for the Interchange 125
22 improvements to come forward and expand on
23 the project design.
24 PATRICK BYRNE: Good evening
25 everybody. Just to give you a little bit 8
1 of an overview if you 're not familiar with
2 the area, the project is bounded to the
3 north, Driscoll Bridge along the Parkway,
4 on the south, the Raritan Toll Plaza, on
5 the west, the project area we have the site
6 that was formerly known as a National Lead
7 Site and on the east we have the
8 interchange of Route 9 and Route 35.
9 As Vin mention ed, one of the goals of
10 the project , was to complete the
11 interchange and provide the missing
12 movements , namely the interchange was
13 missing a south bound exit ramp which will
14 provide access from the north, vehicles
15 traveling from the north to the local
16 street and also there was no northbound
17 entrance ramp providing access from the
18 local streets to the northbound park way and
19 point s north. So, this project will
20 include a new south bound exit ramp, it will
21 include a new northbound entrance ramp.
22 In addition, the Garden State Parkway
23 bridge structures over Chevalier Avenue ,
24 this is the south bound , this is the
25 northbound, both of these bridge structures 9
1 will be completely replaced, the geometry
2 of the parkway over Chevalier Avenue and as
3 well as the geometry of Chevalier Avenue as
4 it travels underneath the parkway , will be
5 im prov ed both horizontally and vertically.
6 One of the big benefits of this is the
7 vertical clearance underneath these
8 bridges , currently substandard will be
9 improved to standard conditions.
10 In addition, some of the existing
11 ramps, namely the northbound exit ramp
12 existing today comes north on the park way,
13 exits down on to Chevalier Avenue , the
14 existing southbound entrance ramp from
15 Chevalier Avenue to the park way southbound,
16 these ramps will be either altered or
17 relocated to provide bett er traffic flow
18 from the intersection.
19 Specifically, the north bound exit ramp
20 currently you come off the park way going
21 northbound, you make a right at the bottom
22 of the ramp and you can access Routes 9 and
23 35, if you wanted to go towards point s
24 west, namely Main Street Extension or the
25 church or any of the businesses along Main 10
1 Street Extension, you would make a left at
2 the bottom of this ramp. That will be
3 changed. A new roadway and ramp will take
4 you underneath the new park way structures,
5 along this way to the west to the new
6 signalized intersection.
7 In addition, the southbound entrance
8 ram p will be relocated from this position
9 here so that you 'll have access from Main
10 Street Extension directly onto the parkway
11 southbound via this new signalized
12 intersection. The goal of those ramp
13 relocations is basical ly to try to min imize
14 the amount of traffic that will be on this
15 section of Chevalier Avenue as it travels
16 through.
17 In addition to these improvements,
18 there will be retaining walls constructed
19 along this new southbound exit ramp and the
20 new northbound entrance ramp to minimize
21 impacts to environmentally sensitive areas
22 namely wetlands and open water. Along the
23 Garden State Parkway, there will be ten new
24 sign structures constructed to improve
25 driver awareness and to bring the signs up 11
1 to the current MUTCD Standards.
2 In addition, there will be three storm
3 water management basin s, one located here
4 at the intersection of Main Street
5 Extension and Chevalier Avenue , a second,
6 basin number two which will be located at
7 the bottom of the northbound exit ramp and
8 a third located here at the corner of Route
9 9 and Chevalier Avenue. These basin s will
10 essentially take any of the new storm water
11 generated by this project and it will be
12 treated for groundwater recharge, storm
13 water qualit y, as well as retention so that
14 the peak flows are not impacted in the
15 existing systems once you leave this area.
16 Im prove ment s along Main Street
17 Extension currently you could see from this
18 graphic here, Main Street Extension is two
19 lanes northbound, two lanes southbound with
20 a right hand shoulder. In the proposed
21 condition, we will be main taining two
22 through lanes, north bound and south bound in
23 addition to some turning lanes at the
24 intersections as well as at Chevalier
25 Avenue, there will be a three right turn 12
1 lane, this will take you from Main Street
2 Extension northbound on to Chevalier
3 Avenue.
4 Along Chevalier Avenue , currently
5 today there are two extra wide lanes, one
6 in each direction, both eastbound and
7 westbound. In the future, there will be
8 three westbound lanes and there will be two
9 eastbound lanes, there will be a sidewalk
10 provided along the eastbound Chevalier
11 Avenue and you could also see here that
12 these are the two relocated parkway ramps
13 that will go underneath the Parkway as
14 well. So, these brid ges are getting
15 higher, they're also getting a lot wider to
16 accommodate this additional traffic.
17 Some of the require ment s that will be
18 in place for construction, will be
19 main taining all lanes of traffic on both
20 the park way and on the local streets at all
21 times, that's seven lanes northbound on the
22 park way, seven lanes southbound on the
23 parkway and all of the lanes, like I said,
24 on Chevalier Avenue , Main Street Extension
25 will also be maintain ed at all times except 13
1 during off peak and nighttime closures
2 necessary for some of the bridge
3 construction or other work.
4 The bridge s over -- the Parkway
5 bridge s over Chevalier Avenue, because of
6 their size and be cause of the fact that
7 we're maintaining all lanes of Parkway
8 traffic, they will be constructed in three
9 stages. We 're also doing this work so that
10 we minimize impacts to major utilities that
11 are located along Chevalier Avenue . Within
12 Chevalier Avenue there are telephone, gas,
13 water, sanitary sewer and both transmission
14 and electrical distribution.
15 We also, as I said, we have
16 environmentally sensitive areas within the
17 entire project , each quadrant has wetlands,
18 specifically this area here is all
19 wetlands, there are wetlands located within
20 this area here adjacent to the northbound
21 entrance ramp as well as existing wetlands
22 and forested areas here in this quadrant.
23 We will be constructing six new
24 retaining walls as part of this project to
25 minimize the impacts to those areas. This 14
1 line here shows the anticipated schedule,
2 the final design submission was happening
3 in January of 2016, the contract will be
4 advertised, awarded this spring and
5 construction is scheduled to be gin in June
6 of 2016. The new southbound exit ramp, is
7 scheduled to open in May of 2017,
8 approximately one year after construction
9 be gins. The new northbound entrance ramp
10 will open one year after that,
11 approximately November 2018, substantial
12 completion of construction meaning that all
13 ramps, roadways, will be completed and open
14 to traffic in July of 2019.
15 I'm just running right now -- we can
16 show you a simulation of traffic. This is
17 showing you the traffic conditions during
18 the p.m. peak hour and this is at the
19 opening or the completion of construction
20 so this would be the summer of 2019.
21 So, just to orient yo u, this is Main
22 Street Extension heading looking
23 northbound, this is Chevalier Avenue and
24 this is the new south bound exit ramp. This
25 roadway here, this is Main Street 15
1 Extension, this is the Garden State Parkway
2 over here and this is the new signalized
3 intersection that will be constructed. And
4 with that, I'm finished.
5 VINCENT MIGNELLA : Thank you
6 Patrick. At this time, the public is

8 physical improvements either orally at this
9 hearing tonight or if you prefer not to
10 speak this evening and would like your
11 comments on the record, provide your
12 comments in writing using the comment cards
13 available at the registration table in the
14 rear.
15 The floor is now open for public
16 comment. The public hearing rules are as
17 follows: Anyone who wishes to speak must
18 register at the table located at the
19 entrance to the auditorium. Please provide
20 all the necessary information listed on the
21 form. Public Officials who have registered
22 to speak will be given the opportunity to
23 speak first. They will be afforded ten
24 minutes of time to speak. Then, members of
25 the public who wish to speak will be given 16
1 an opportunity to speak. They will be
2 afforded five minutes . Please keep in mind
3 that the comment session is not intended to
4 be a question and answer period . We will
5 try to answer what we can, but otherwise we
6 will com plete the answers in the public
7 hearing request.
8 The proceed ings are being recorded by
9 a certified court reporter. When you
10 speak, please state your name, spell your
11 last name and state your town of residency
12 loudly and clearly so that the court
13 reporter can hear you . You have the option
14 of providing written comments using the
15 forms located on the registration table.
16 The written comments will be entered into
17 the record if you don't want to speak. So,

19 Public Hearing Report but if we can answer
20 any questions, we will try do so to keep it
21 moving .

1 you . My name is John Wisniewski , I'm a
2 Sayreville resident but I'm also a mem ber
3 of the general assembly and I chair the
4 Assembly Transportation Committee.
5 First, let me start by thanking the
6 Turnpike Authority for being here this
7 evening and putting this presentation on.
8 The improvements to exit 125 are important
9 aspects for the Borough of Sayreville.
10 Sayreville is a community of nearly fifty
11 thousand people . The fact that the Garden
12 State Parkway has not matched it's size or
13 its imports and improving exit 125 making
14 it a full interchange will give the
15 community the due recognition that it
16 needs.
17 Getting on and off the Parkway from
18 the Borough of Sayreville has been a
19 haphazard undertaking for many years . The
20 exits and the entrances are not prolocated
21 and so somebody coming in or leaving the
22 community have to travel two distinct paths
23 to get in and get out.
24 So, for the morn ing rush and for the
25 evening rush, a lot of additional confusion 18
1 is created by the current arrangements.
2 The proposal that will pair the entrance
3 with an exit saving drivers time and mon ey
4 will make local commuting a lot more
5 efficient and easier.
6 Local traffic will also be relieved
7 with the improved access to both Routes 9
8 and 35 with the new southbound exit at 125.
9 I really appreciate the fact that the
10 Parkway improvements are forward-looking
11 and that will make using the former
12 National Lead site much more viable and
13 much more accessible, again, eliminating
14 traffic congestion that could save local
15 roads for this project not be done.
16 The redevelopment plans for the former
17 National Lead site will create a
18 destination that will attract visitors and
19 employees from throughout the area and this
20 will be a benefit to the community by also
21 providing the jobs and the economic
22 stimulus without impacting the community.
23 Parkway's plans will accommodate
24 visitors with easy access and minimal
25 impact on the Borough of Sayreville. One 19
1 of the key elements of this plan that I
2 think is important is the fact that there
3 is a cost-sharing agreement. One of the
4 issues that I have long championed as the
5 transportation trust fund. It has limited
6 resources, the cost-sharing agreement with
7 the developer of the National Lead site,
8 Sayreville Seaport will enable those trust
9 fund dollars to go even further.
10 Today and over the coming days, the
11 public will have an opportunity to review
12 and comment on these plans be fore making
13 improvements to exit 125. I personally
14 endorse these plans and I think they are
15 for the betterment of the communit y, not
16 only for the Borough of Sayreville, but for
17 the City of South Amboy and truly all of
18 the communities of the nineteen legislative
19 district.
20 Having lived in Sayreville my entire
21 life, I've experienced firsthand the
22 problems that local residents have
23 accessing the Parkway. Throughout my
24 legislative career, starting in 1996, one
25 of the first meet ings I had was to advocate 20
1 for better access on and off the Parkway.
2 It's 20 year s since then and I'm glad that
3 this project is finally be coming reality.
4 Finally, I would like to thank the
5 Turnpike Authority engineering staff and
6 leadership for the hard work that they have
7 put into this. This design that you see
8 tonight is not the first design. It has
9 gone through many different variations
10 taking into account a variety of different
11 concerns that have been brought up to them,
12 especially by the local Borough Engineer,
13 Dave Samuels, CME Associates and Members of
14 the Sayreville Redevelopment Agency ,
15 chaired by Mike Daddio.
16 I would like to thank the Turnpike,
17 their staff and their leadership for their
18 hard work and the Sayreville officials for
19 their hard work and I look forward to this
20 becoming a reality. Thank you .

23 gentlemen. I guess we can finally say that
24 Sayreville is coming to the twenty-first
25 century. It's nice leaving Sayreville and 21
1 seeing my house as I go by on the Parkway
2 to go down to the next exit to get back to
3 my home. This entrance and exit, the whole
4 interchange, again, I thank the Authority
5 for this, gives us easy access to both
6 business , for leisure, South Amboy , South
7 River, all of this area, that's only part
8 of the County you could see at one time.
9 You could see it but you couldn't come
10 visit us or if you visited us, you couldn't
11 leave us. So, believe me , my statements
12 are short, but this is long in the making .
13 Thank you very much , it's going to do
14 wonders for my community. I am a
15 Sayreville person . Thank you .
16 MR . MIGNELLA : Councilman-elect, Mr .
17 Grillo.
18 MR . GRILLO: Good evening, my name is
19 Steve Grillo, I'm a Councilman-elect here
20 in the Borough of Sayreville, I'm also --
21 so I was very excited to see the schematics
22 of this job and I was given a very robust
23 discussion on the plan s for this area and
24 Sayreville is a growing community, it's one
25 of the fastest growing in the state, in the 22
1 county, I think that the indicator of that
2 is that private industry wanted to come
3 here and take over the National Lead Site,
4 to create a remarkable commercial
5 opportunity.
6 Of course, with that growth comes the
7 need for proper transportation effort. In
8 reviewing this plan , I think that it's hit
9 all the major points and I think it's going
10 to make Sayreville not only a more
11 efficient place to travel to, but a safer
12 one as well. So, I welcome this, I support
13 this and I hope that during my tenure on
14 the council, I could play a role in this
15 project and move it forward. Thank you .

17 MR . DADDIO: Hi, my name is Mi ke
18 Daddio, I'm the Chair man of SERA, I've only
19 been chairman for a couple of years . Mr .
20 Travisano was the chairman for most of this
21 and done a lot of hard work during this
22 project . Been on SERA for fifteen years ,
23 we've seen a lot of developers, we've seen
24 a lot of plan s and it's nice to finally see
25 this coming into fruition. He did a lot of 23
1 work that he didn't get credit for. He
2 worked very closely with us and thank you
3 for having him. Thank you .
4 MR . MIGNELLA : Mr . Pollando.
5 MR . POLLANDO: This is going to be
6 real brief , I'm Tom Pollando, redevelopment
7 agency, former counsel president . I've
8 lived in Sayreville for forty year s. I no
9 longer will have to cut through the rest
10 stop to get where I want to go. I can now
11 go to -- so, every time I go to get off at
12 the rest stop, I'm always looking for the
13 state trooper to pull me over. It's a long
14 time coming, I just want to thank our
15 assemblymen for the hard work, and the
16 redevelopment agency, CME and this is
17 definitely something that this town needs
18 and as far as the point of the project ,
19 this is only going to help this even more .

24 I've been involved in this procedure from
25 it's inception. I was born right up the 24
1 street here. I know what goes on here, I'm
2 glad to see this finally coming to fruition
3 because it's a long time coming and from
4 the original plan s to the pl an we now have,
5 it's constantly changing, even going to
6 change in the future. You never know
7 what's going to be . So, I'm glad to see
8 the results of the plan so we can start
9 with the Bass Pro Shop which I recommend we
10 put in there. Thank you .
