Project CONSULTANCY SERVICES FOR DESIGN REVIEW, PRE-CONTRACT SERVICES AND CONSTRUCTION SUPERVISION OF THE UPGRADING OF ROAD (193 KM) TO BITUMEN STANDARD

Client TANROADS – TANZANIA NATIONAL ROADS AGENCY

Description The Government of the United Republic of Tanzania has been granted a loan by African Development Bank (ADB) and by International Cooperation Agency (JICA) (Japan) Namtumbo- Tunduru (193 km) road rehabilitation fees using standard bitumen. Part of these credit proceeds was used to pay contract suppliers for road construction supervision. The Namtumbo- Tunduru road was designed and constructed using gravel, but the existing road is in bad conditions, with heavy gravel loss and settlements in various road sections, particularly during rainy seasons, when it is necessary to temporarily close the road for safety reasons. The Government of the United Republic of Tanzania through the Tanzania National Roads Agency (TANROADS), that is the Executive Agency of the Ministry of National Infrastructure, proposed in January 2007 an engineering detailed design, with assessment of environmental and social effects for the rehabilitation of Songea-Namtumbo-Tunduru (264KM) using standard bitumen. The proposal was considered feasible after obtaining an IRR above the 12%.threshold. The Namtumbo - Tunduru road is a transport connection in the Mtwara corridor belonging to the Main Road connecting Masasi ()-Tunduru-Songea-Mbinga and Mbambabay harbour and Makambako railway station. The road also promotes exchanges with Malawi (through Mbambabay harbour) and Mozambique (through Bridge-Mtambaswala unit). The road is used also by tourists moving to Selous Game Reserve. The Namtumbo-Tunduru road is located in the , in the southern area of Tanzania at the western border with Malawi and at the southern border with Mozambique. The road begins in Namtumbo (193 km), runs into forests, land areas, meadows, wildlife area in Selous-Niassa, a 40 km corridor, and ends in the centre of Tunduru District. Regrading works of the Namtumbo- Tunduru road shall be implemented in 3 parts: part A: Namtumbo - Kalimasera (60,7 km), part B: Kalimasera - Matemanga (68,2 km) and part C: Matemanga - Tunduru (58,7 km). Project activities shall be developed in various steps, as shown below:  Design Review;  Works Supervision;  Assistance to the Client during defeat liability period.
