Memorandum 5.1 DATE: January 4, 2021 TO: Alameda County Technical Advisory Committee FROM: Carolyn Clevenger, Deputy Executive Director of Planning and Policy Maisha Everhart, Director of Government Affairs and Communications SUBJECT: State and federal legislative activities update and approval of the 2021 Legislative Program Recommendation This item is to provide the Commission with an update on federal, state, regional, and local legislative activities and to approve the 2021 Alameda CTC Legislative Program. Summary Each year, Alameda CTC adopts a Legislative Program to provide direction for its legislative and policy activities for the year. The purpose of the Legislative Program is to establish funding, regulatory and administrative principles to guide Alameda CTC’s legislative advocacy. It is designed to be broad and flexible, allowing Alameda CTC to pursue legislative and administrative opportunities that may arise during the year, and to respond to political processes in the region as well as in Sacramento and Washington, D.C. Legislative, policy and funding partnerships throughout the Bay Area and California will be key to the success of the 2021 Legislative Program. The 2021 Alameda CTC Legislative Program retains many of the 2020 priorities and is divided into 5 sections: 1. Transportation Funding 2. Multimodal Transportation, Land Use, Safety and Equity 3. Project Delivery and Operations 4. Climate Change and Technology 5. Partnerships Attachment A details the Alameda CTC proposed 2021 Legislative Program. Background The purpose of the 2021 Alameda CTC Legislative Program is to establish funding, regulatory and administrative principles to guide Alameda CTC’s legislative advocacy in the coming year. SECTION 1 In early October, you will receive a ballot in the mail for the November 3, 2020 Presidential General Election. Candidates for President/Vice-President of the United States and your Representatives in Congress will be on the ballot, as will candidates for statewide office including State Senate and State Assembly. Also, on the ballot there will be candidates for Municipal Nonpartisan Offices, Special Districts, and state and local measures. Details about state measures are found in the state voter information guide. This County voter information guide is designed to impart information to help you make informed decisions. It includes text of measures, impartial analyses, fiscal impact statements, arguments for and against the ballot measures, candidate’s statements of qualifications, guide to accessible voting, list of Vote Centers in Nevada County, list of ballot Drop Boxes in Nevada County and other important information. Please take the time to read the information in this guide carefully. If you would like information on who is financing campaigns, you may search campaign finance information at http://nf4.netfile.com/pub2/?AID=nev for local campaigns; http://powersearch.sos.ca.gov/ for state campaigns. If you have already registered to vote, you do not need to re-register unless you change your name, change your residential or mailing address, or if you want to change or select a political party. Legislative Priorities for Nevada County
RESOLUTION No. ~S-062 OF THE BOARD OF SUPERVISORS OF THE COUNTY OF NEVADA RESOLUTION ADOPTING THE 2018 BOARD OBJECTIVES AND LEGISLATIVE PRIORITIES FOR NEVADA COUNTY WHEREAS,the Nevada County Board of Supervisors met on January 24 and 25, 2018 and developed the Board's 2018 Objectives and Legislative Priorities for Nevada County; and WHEREAS,the list of objectives includes generally prioritized items as levels A, B and C, "A" indicating the highest priority and "C" indicating a lower priority. NOW,THEREFORE, BE IT HEREBY RESOLVED that the Nevada County Board of Supervisors adopts the attached 2018 Board Objectives and Legislative Priorities for guidance and use by all County staff and departments; and BE IT FURTHER RESOLVED,the County Executive Officer is directed to use the Board Objectives and Legislative Priorities for the development of the 2018/2019 Fiscal Year Budget and the management of County operations, programs and services.
