This funding will increase the pace and scale of critical fire prevention and drought preparedness work at the local level. The requested appropriation would fund the RCD Financial Assistance Program (FAP) at the Department of Conservation (DOC). As the drought took hold and worsened in the first half of the last decade and climate change began to seriously degrade the state’s natural resources, RCDs were recognized for their ability to implement projects on private and public lands to conserve and improve the health of California’s natural resources. RCDs conduct forest stewardship and fuels management, enhance wildlife habitat, conserve agricultural lands and help farmers and ranchers understand irrigation management, protect and enhance water quality, plan, manage and restore watersheds, and provide conservation education and more. Most RCDs in California operate on razor thin budgets, covering basic needs like rent with the minimal amount of administrative funding available from grants. Accordingly, the 2016 budget appropriated $2.5 million to the DOC to provide financial assistance to enhance RCD capacity. A total of $2.3 million was awarded in grants to 59 qualified RCDs, who then leveraged that $2.3 million into an additional $52.7 million, of which $20 million came from non-state sources with $12 million in federal dollars, $3 million of local funding, and $4 million of private money. The ROI to the state was 770%. In addition, RCDs leveraged $32.8 million from other state programs that were more effectively implemented as RCDs had the capacity to develop the most impactful projects in their district. California is once again facing extreme drought, after just experiencing the worst wildfire year on record, battling the realities of climate change, while emerging from the pandemic. Our State is blessed with a significant operating surplus and will appropriately spend billions of dollars to mitigate these issues. The federal government is also allocating resources to the state to address these needs. RCDs were created to be the local liaison between the state and federal government and their position in the community and relationships with landowners could not be more critical to ensuring both state and federal funding is leveraged with other resources and spent as effectively as possible. To do so, RCDs need the capacity funding that the FAP provides. The FAP is an existing program, and the DOC has the staff and experience to quickly get these dollars into the hands of RCDs so they can maximize the state’s return on investment. The increased dollar amount will enable capacity funding to additional RCDs as well as increase the grant amount so that RCDs can realize a greater return on investment. Conservation districts can be found in 39 states. California is one of eight states, and the only state on the West Coast, that does not provide operations funding to RCDs. In order to meet the state’s goals for wildfire prevention, drought preparedness, and climate resilience, we should prioritize building the capacity and operations of our Resource Conservation Districts and fund them accordingly.     April 20, 2021 The Honorable Assembly Member Jordan Cunningham California State Assembly State Capitol, Suite #4012 Sacramento, CA 94249 Re: COVID-19 Assistance for Publicly Owned Water and Electric Customers Dear Assembly Member Cunningham: On behalf of City of Lompoc, we strongly urge the Legislature to allocate additional and dedicated funding in the amount of at least $1 billion for past-due public water/wastewater agency and publicly owned electric utility bills, which will provide significant relief for Californians as the state continues to grapple with the economic and personal effects of the COVID-19 pandemic. In California, there is a staggering amount of past due utility bills. As of November 2020, the State Water Resources Control Board estimated there is between $600 and $700 million in drinking water-related debt, and even more when including wastewater bills. In addition, there is more than $300 million in unpaid bills to publicly owned electric utilities. These mounting arrearages are negatively impacting communities across the state, and they are continuing to grow. The City of Lompoc has been significantly affected both in overall revenue loss and past due utility bills. We currently have $4,970,636 in past due utility accounts. In order to maintain operations, we have issued a moratorium on shutoffs for non-payment, and have also suspended late charges. There have been several efforts to date to provide utility bill relief to customers, including some funding from federal stimulus bills, but unfortunately these amounts continue to fall short of the overall need for utility debt. Further assistance is needed to help customers with their past-due water, wastewater and electric utility bills.

SoCalCOSH is a grassroots regional organization dedicated exclusively to healthier and safer workplaces through education, advocacy, & empowerment. We represent workers from all industries, including but not limited to construction, factory, and auto workers who are exposed to asbestos daily. When our members or their family are ill and dying from asbestos, they may use state court to hold accountable the manufacturers, premises owners, and others who knew, since the 1930s about the horrendous dangers of asbestos but failed to warn or provide protection from this deadly toxin. AB 597 is designed to force these asbestos victims to jump through expensive and time- consuming legal hoops before they can move forward with a state court claim. The punishment for failing to follow all the bill’s procedures is delay of the victim’s state court case – which will in all likelihood assure those most ill will die before their case can be decided. The bill’s procedures dictate the victim’s legal strategy by requiring them to pursue claims with 50 or so asbestos trust funds before any lawsuit may proceed. Victims of mesothelioma, a disease caused only by asbestos, commonly survive less than a year or so after diagnosis. For them, justice delayed is justice denied. In practical terms, this means the victim and his/her family will be denied fair compensation - that means the corporate bad actors who poisoned the victim enjoy a financial windfall and avoid full accountability.

    California SEIU Developmental Disabilities Council 2015 First Quarter Update First Quarter Meeting Lanterman Coalition ‐ Budgetary Advocacy ‐ Catherine McCoy and David Mulvey have been representing the council on the Lanterman Coalition monthly meetings. We were successful this year in encouraging the Lanterman Coalition to adopt and promote a joint budget plan. Across the state we have been supporting the Lanterman Coalition 10% plan. On January 23rd our ARC SF members worked in concert with Golden Gate Regional Center and other local service providers to put on a successful rally in San Francisco is support of the campaign. The rally was covered by local media including KTVU Fox, and KCBS Radio. On March 4th we also participated in a large Lanterman Coalition Rally on the Capitol steps. Dave Mulvey was one of the speakers chosen to address the group. Later that day our members attended and gave testimony at the Assembly budget sub-committee hearings. On March 12th our members attended and gave testimony at the Senate Budget Sub Committee. California State Council on Developmental Disabilites – Employment First Committee. Dave Mulvey continues to represent us on this committee that has a legislative mandated to look at ways to increase employment for persons with Developmental Disabilities. Department of Developmental Disabilities Self-Determination Program Workgroup Dave Mulvey also represents us on this group, and continues to consult with SEIU Local and International staff on organizing opportunities this program may present and how to best structure the program.
