Beckford, president and founder of Black Lives Matter Brooklyn, said improving the education system is the foundation for achieving racial equality. “It will eventually result in reducing racism,” he told this newspaper on Jan. 30.

“It all starts with education. What you learn at home and what you learn in school may be the same or may be different. We have to re-educate who we are. There is a lot of racism and this counters that,” he said. Beckford, a U.S. Marine veteran who grew up in Flatbush and is a civic and political activist, formed Black Lives Matter Brooklyn in 2018. The Brooklyn group is not afliated with the nationwide organization that sheds light on cases where unarmed black men are shot to death by police, although the local group does share many of the same goals of eradicating racism. In addition to Black Lives Matter Brooklyn, Beckford is the leader of the Brooklyn sector of the CopWatch Patrol Unit, an organization that teaches citizens how to keep a watchful eye out for alleged police wrongdoing. Members of the unit patrol the streets and documents interactions between police and the public.

Beckford has announced his intention to run for City Council. He plans to run for the seat currently held by Democrat Jumaane Williams in the event Williams wins the special election on Feb. 26 for New York City Public Advocate. The council district includes parts of Flatbush, East Flatbush, Flatlands, Marine Park and Midwood.

Meanwhile, Black Lives Matter Brooklyn is busy advocating its legislative agenda.

The group is pushing to secure passage of a 911 anti-discrimination bill to crack down on people who call 911 to report African-Americans and other minorities who are simply going about their business, like coming home from work or seeking shelter under an awning in a rainstorm, and are not committing crimes.

Under a bill introduced last year by former state senator Jesse Hamilton, calling 911 under those circumstances would be characterized as a hate crime. The bill did not pass.

Housing justice is an important part of the group’s priorities. Beckford and his members are advocating for rent rollbacks and are calling for the abolishment of the state’s 421-A program under which property developers get tax breaks. The group also wants to see a limit on the amount a landlord can increase rent after a tenant moves out.

“We talk a lot about affordable housing but we have to make sure it’s really affordable,” Beckford said.

Beckford is also a supporter of the New York Health Act, a proposal that would create a state- sponsored, single-payer health care system.

“We cannot be a leading progressive state if we don’t have progressive policies,” he said.

New Yorkers have rallied around a woman who was seriously injured in a hate crime attack inside a Brooklyn subway station last month, raising more than $10,000 to help her pay her medical expenses.

Ann Marie Washington was on her way home from work around 7:30 p.m. on Nov. 9 when a man walked up to her in the Church Avenue station at 18th Street in Flatbush and started punching her in the face and back, according to elected ofcials. He then called her a racial slur and ran off, ofcials said.

Police released a sketch of the suspect a few days after the attack, which is being investigated by the department's Hate Crimes Task Force.

Washington, a native of Trinidad, initially thought she suffered a cut in her mouth, according to police. It wasn’t until she returned home that she realized she’d been stabbed.

In an effort to help the struggling family, activist Anthony Beckford teamed up with State Sen. Jesse Hamilton and other community stakeholders to launch a GoFundMe campaign with the goal of raising $10,000 for her medical bills and other expenses. Less than a month later, the group surpassed its goal, raising at least $10,350.

“Housing is number one. I can solve anything else for you but if I can’t keep you in your home. Housing is a major issue for this district and for that reason if I were to get elected, within the first 30 days I would introduce the Housing Justice Bill,” said Beckford.

Another top issue Beckford wants to address in the district is immigration. The majority of the district identifies as Afro- Caribbean or African- American, with many being Temporary Protected Status (TPS) and Deferred Enforced Departure (DED) recipients.

There is a large Haitian and Haitian-American community in East Flatbush, which last year was honored with a ‘Little Haiti’ designation.

So no longer will there be a timeline where people will have to worry about, ‘Will I be snatched away from my family?’ Will the community I’ve grown to be a part of still be my community? Will I have to live in fear?’,” declared Beckford.

Beckford believes that current immigrants should already get an opportunity to receive U.S. citizenship. He supports the upcoming federal reintroduction of the Dream Act with new language providing https://www.kingscountypolitics.com/candidate-anthony-beckford-for-the-people-by-the-people-and-of-the-people/ 8/13 9/6/2019 Candidate Anthony Beckford: For The People, By The People, and Of The People protections for TPS and DED recipients.  “On the local level we say TO TOP New York City is a sanctuary city, but we’ve seen that it really is not. We’ve seen ICE snatch people from the courts. I actually look forward to taking over as Chair of the Immigration Committee, if the Speaker sees it, and if I get elected, to make sure these things like immigration protection bills get passed,” said Beckford.

Some other issues the Brooklynite wants to address are healthcare and criminal justice reform. Beckford is a Brooklyn Sector of Copwatch Patrol Unit leader and the President and Co-Founder of Black Lives Matter Brooklyn.

We need to end cash bail, I’m a huge advocate  TO TOP of that change. We need to make sure that there is comprehensive justice. We need to make sure there is no disparity when it comes to justice. We need to make sure that there is full police accountability and transparency,” said Beckford.

Beckford is also not in full support of the recently passed Congestion Pricing legislation that will hike tolls at all seven city bridges in a bid to reduce congestion into Manhattan. Earlier this week, the plan was passed as part of the $175 billion fiscal 2020 state budget, that will aim to raise the $15 billion to fix the Metropolitan Transportation Authority’s (MTA) subway, train, bus, https://www.kingscountypolitics.com/candidate-anthony-beckford-for-the-people-by-the-people-and-of-the-people/ 10/13 9/6/2019 Candidate Anthony Beckford: For The People, By The People, and Of The People bridge and tunnel system.  “That’s like a two- TO TOP headed snake. The thing about congestion pricing it can help fund improvement to the MTA. The thing about though is that we need to make sure that this fare increase is not affecting people in low-income communities, who have to get from point A to point B. We need to sit down and work it out so it’s not going to be so high in cost that it adds more hardship onto people already crossing into Manhattan,” said Beckford.

Beckford is so committed to improving his home, that he is passing along his work as an activist to his 7- year-old daughter, Harmonee Beckford.

The special election is set for Tuesday, May 14. The winner will serve until the end of this year. However, there is a primary for the seat on June 25 and a general election in November. The winner of those races will serve starting Jan.1, 2020 and serve out the remainder of Williams term.

The ght has taken place at City Hall and in Albany. With only 11 days left before New York's rent laws expire, the push to renew and strengthen the rent laws have intensied. There was always talk about Republicans getting in the way and of the IDC. Well, now that the Assembly and Senate in New York are run by Democrats, there are no more excuses that can be given to passing progressive and much needed legislation in both the Assembly and NYS Senate.

"After a record number of displacements caused by gentrication and the illegal and immoral tactics of landlords and developers with the help of cowardly acting and bought off Elected Ofcials, we are currently in a War for Housing. Many of our Elected Ofcials in both the City and State have given Victims of Gentrication us nothing but lip service. Candidates in the most recent elections in Brooklyn have talked about affordable housing but have only regurgitated what they have been fed by the same elected ofcials who take money from the Real Estate Board of New York and Real Estate Brokers loyal to R.E.B.N.Y. The laws have never truly protected tenants, homeowners and small businesses.

"I fully support the legislative packages that are aimed at protecting tenants which includes nine bills that could end vacancy decontrol and the vacancy bonus, close the major capital improvements (MCI) and individual apartment improvements (IAI) loopholes, close the preferential rent loophole, and prohibit eviction without “good cause.” There is an estimated total of three million New York state residents that are renters, and almost half of them are paying more than 30 percent of their annual income in rent. This is disgusting and immoral. Community members want East Flatbush stabbing treated as hate crime Posted: Aug 16, 2019 8:48 PM EDT Updated: Aug 16, 2019 10:28 PM EDT A man faces assault charges in an East Flatbush stabbing that some community members want treated as a hate crime.

Michael Fasulo, 30, is being charged with two counts of assault and criminal possession of a weapon in a stabbing inside the Boost Mobile on Church Avenue.

Footage of the aftermath shows the victim being lifted onto a stretcher with blood all over his pants. A witness account posted online says Fasulo, who is white, called the black victim the N-word.

News 12 is told that even though slurs may have been used, it doesn't necessarily mean the crime was motivated by hate. But that is a distinction some community members consider a travesty.

"It is a racist, bigot issue," says community advocate Anthony Beckford. "And that needs to be addressed. When it comes to our community, they just can't say well it's this and they try to dilute it from what the truth is. Because any other community they do not do that."

Sources tell News 12 Fasulo has a lengthy criminal record, but police are not investigating this incident as a hate crime.

Sources say the victim is still recovering from his injuries at Kings County Hospital.

More from Anthony: As a long time advocate and activist, I have always had great pleasure in ghting for the people. It is my duty and my honor. I have heard the cries and have seen the tears. My decision to run for NYS Assembly is for me to answer those cries and to help dry those tears. As a Disabled Marine Corps Veteran and a single father, I have overcome a lot and have inspired many to do so as well. As the son of Jamaican immigrants, I have unconditional love for my community, which is predominantly Caribbean. My community is Assembly District 42 in Brooklyn, which is made up of Flatbush, East Flatbush, Midwood and Ditmas Park. I have been on the frontlines ghting against police brutality, pipelines, fracking, corrupt landlords and devel- opers, corrupt politicians, bigotry, racism and so much more. Ever since scoring his rst victory in advocacy at the age of 12, when he prevented his school district from losing funding through a proposed rezoning, Anthony Beckford has been ercely protective of the East Flatbush community where he grew up.

The 2018 run for State Assembly District 42, which includes Flatbush, East Flatbush, Midwood and Ditmas Park, is not Beckford’s rst try for political ofce. The single father and disabled Marine Corps veteran ran for City Council District 45 in 2017, losing to incumbent Jumaane Williams. In his second campaign, this time running against incumbent Assemblywoman Rodneyse Bichotte, Beckford holds fast to his initial platform: tackling systemic poverty as an antidote to militant policing.

Police accountability is another major focus for Beckford, who heads the Brooklyn sector of Copwatch Patrol Unit, a grassroots police watchdog that documents NYPD misconduct through photography and videos. After the fatal shooting of Dwayne Jeune in East Flatbush last July, he uploaded a cellphone video on YouTube documenting the scene of the murder.

“I actually had footage of the [NYPD] saying, ‘This is what you get for messing with the blue line.’ We get targeted and we get hurt in the process,” he says of his work with Copwatch. “But these are things that you have to do to be a leader to your community.”

Beckford cites the lack of after- school and summer programs for children leading to disconnected youth and higher crime rates, another problem he intends to tackle.

He plans to use the NYPD budget allocated for equipping all ofcers with body cameras for community centers, after-school programs and funding the Cure Violence initiative, a program dedicated to treating violence as a public health issue.

Running his campaign on a shoestring budget, — he has raised just $485 from a goal of $20,000 — he prefers a low-cost grassroots approach of weekly public speak-outs and communicating with voters through uncut YouTube videos lmed on his cell phone.

“There are times when I’m in barbershops and laundromats talking to people and educating them on why it is important to vote, why it is important for us to have our voices heard,” says Beckford. “So that corporations no longer have control over our community.”

Meet The Candidates Running For The 45th Council District (Updated)

FLATBUSH — Former City Councilman Jumaane Williams vacated his seat on March 20 after winning a crowded race for Public Advocate. Now, 11 candidates are gearing up for another looming special election, to occupy the empty seat, slated for May 14.

In Alphabetical order, they are Anthony Alexis, Anthony Beckford, Monique Chandler-Waterman, Louis Cespedes Fernadez, Farah Louis, Jovia Radix, Hercules Reid, Xamayla Rose Adina Sash and L. Rickie Tulloch and Jordan Victor. Some even began fundraising in early January.

The 45th council district covers East Flatbush, Flatbush, Flatlands, Marine Park, and Midwood. More than 188,000 live in the district of which approximately 61 percent are either African American or Caribbean American.

The district has an 8 percent unemployment rate with the bulk of residents working for the private sector (75%), according to NYC Planning data. The largest single employment sector is educational services, health care and social assistance, accounting for 38% of jobs. Median household income is just over $58,000. The majority rely on public transportation to get to work.

Like the public advocate’s race, the council special election (should there be one) will be a non-partisan race. Candidates will have the option to decide between an $8 to $1 or $6 to $1 matching funds. Whether or not a special election occurs depends on the time frame in which the New York Board of Elections certifies the public advocate’s race.

Anthony Alexis

Since 2016, Anthony Alexis has been supervising city-funded seniors centers in Brooklyn. Prior to his work with seniors, Alexis began working for the New York State Assembly in 1997 and later the New York City Council where he acquired extensive governmental experience. Alexis developed an interest in government at where he was active in student government and lobbied the state legislature against budget cuts to the City University of New York (CUNY).

Alexis is a member of the Brooklyn College Alumni Board where he earned his undergraduate degree and is currently enrolled in a Masters program at Long Island University in Brooklyn.

He has cultivated his civic involvement and community services as a Flatbush YMCA volunteer. Alexis served as the president of the 42nd Assembly Community Democratic Club and Brooklyn Young Democrats, a group he co-founded with Gregory Atkins in the mid-90s “with a mission to motivate and encourage young people to participate in the political process.” The club was later revived after having been de-chartered in 2006.

Anthony Beckford has lived in the district his entire life. He began a career in advocacy at the age of 12 when, as a student at Winthrop JHS, he spoke up to help stop a rezoning proposal.

He currently attends Southern New Hampshire University where he studies psychology with a focus on mental health and works as a celebrity booking agent. The single father of a 7-year-old is a U.S. Marine veteran, he served between 2001 and 2002.

He founded Black Lives Matter Brooklyn in January 2019, an organization he intends to use to advocate for the Black History Education bill. Beckford is the Leader of the Brooklyn sector of Copwatch Patrol Unit, which is a police accountability group that documents police interactions in the community as well as protests

Beckford was recently awarded citations by Borough President Eric Adams, Councilmember and Brooklyn District Attorney Eric Gonzalez for his activism and advocacy throughout the community and New York City.

Beckford is a member political and community groups: Democratic Socialists of America (DSA), Ernest Skinner Political Association, JFREJ, Brooklyn Young Democrats, Brooklyn Young Democrats, New Kings Democrats, Muslim Democratic Club of New York, NYPAN, BPAN, CBID, Central Brooklyn Political Action Association, Lambda Independent Democrats, Brooklyn Progressive Alliance and My Brother’s Keeper.

Monique Chandler-Waterman is a public servant, advocate, and activist. Her term as president of the East 29th Street Block Association marked her foundational work in civic engagement, which is guided by her desire to improve lives. As an active, lifelong resident of East Flatbush, Chandler-Waterman recognizes the needs of the community and works for everyday families and residents. In 2005, she served on the Youth Committee and Block Association Committee for Brooklyn Community Board 17. She later served as a Civilian Advisor for the NYPD 67th Precinct.

In 2008, Chandler-Waterman founded East Flatbush Village Inc., in response to the lack of youth services in the community. The non-profit provides programs for youth and resources to families including mental health tools through S.T.A.N.D. (Self-care, Tender-love, Always, Needed, Daily) and solution-driven initiatives to eliminate violence in the community through E.N.O.U.G.H. Anti-violence Initiative.

With a Master’s in Business Administration under her belt, she later served as Director of Community Outreach for Councilmember Jumaane Williams between 2012 – 2014. Monique is a recipient of the Caribbean Life Impact 40 under 40 Award. She has also been recognized for her work in the community with the Shirley Chisholm Woman of Distinction Award, Sesame Flyers International Community Award, Community Board 17 Women of Distinction Award and much more.

Farah Louis

Born and raised in Brooklyn, Louis has been an advocate fighting for her community since young. As a member of Cortelyou Road Church of God in the Flatbush section of Brooklyn, Louis created mental health programs that helped the church and the community come together as one to help those in need.

As the deputy chief of staff and budget director to Public Advocate-Elect Jumaane Williams, Louis supported the council member and helped him make critical decisions on which organizations in the district to fund.

Louis has worked with several community groups to promote health and wellness, financial literacy and civic/community engagement, including the Haitian American Caucus, Haitian Centers Council and Flatbush Development Corporation.

As a city council candidate, Louis aims to continue fighting for her community around economic development, affordable housing, and access to quality education.

Jovia Radix

Jovia A. Radix received her Juris Doctorate from the Maurice A. Deane School of Law in Hempstead New York. Radix is admitted to the New York State Bar Association.

Prior to pursuing her Juris Doctorate, Radix served as the Brooklyn Regional Representative to New State Governor Andrew M. Cuomo. Radix has served in various government and political positions and has served her community in various levels of government. In addition, Ms. Radix assists her family in the direction and management of a tutoring program facilitated by the Barbados Ex-Police Association.

Radix is the Vice-President of the Thomas Jefferson Democratic Club Young Democrats.

She is the eldest child of Dr. Joseph Radix, Dental Director at the Brownsville Multi- Service Family Health Center(BMS), and Hon. Sylvia Hinds-Radix, Justice of the Appellate Court of the State of New York, second department. Radix was born in Brooklyn and has two sisters, Jenneate and Josyl. She is also the owner of a beloved dog, Bentley.

Radix received her Master’s degree in Public Administration, with distinction, from Long Island University’s Brooklyn Campus in 2014 and a in Political Science from the University of Pittsburgh in 2009.

Hercules Reid

The 26-year-old is the youngest candidate in the 11-person race. As a young community organizer, he first started advocating for fairer higher education. As a student he fought against tuition hikes at CUNY and advocated for more capital funding.

He graduated from City Tech, a CUNY school, in 2017 where he received a bachelors in Architectural Technology.

As the chair of Legislative Affairs, he helped alert officials when a CUNY student and teacher was held in after President Trump ordered a travel ban.

His advocacy work earned him an appointment from then-Speaker Melissa Mark-Viverito of the New York City Council to the CUNY Taskforce where he served as Co-Chair.

Hercules most recently served as the Legislative Director of the University Student Senate. He oversaw the organization’s legislative priorities and direct advocacy work with the New York City Council Chair and the New York State Legislature.

He’s born of Jamaican parents who migrated to New York as teenagers.

Xamayla Rose

Xamayla Rose is a longtime Brooklynite, born and raised in the 45 council district. She serves on the board of Community Board 17.

Rose’s political and policy work began when in 2005, her brother, Christopher Rose, was brutally attacked and murdered over an iPod at the age of 15 near their Flatbush home. Since then she’s dedicated her life to combatting violence in her role as the Managing Director of Policy and Advocacy of the Christopher Rose Community Empowerment Campaign–a non-profit that aims to address the systemic causes of violence and strengthen families in Central Brooklyn.

In 2008, she worked for the borough president’s office where she worked on the early adoption of raise the age, close 2 home juvenile justice reforms, cure violence. During that time, she also ran HIV public health campaigns, jobs programs and oversaw Community Boards 3 and 16 as well as the Business Improvement Districts in Bedford Stuyvesant and Brownsville.

She plans to strengthen the communities in District 45, by examining how they can better allocate funds to support the safety nets in our community by financing local, grassroots nonprofits that effectively work right here in East Flatbush, Flatbush, Canarsie, Midwood, Flatlands and Marine Park.

Rose has an associate degree from Kingsborough Community College, a bachelor’s in marketing from York College and an MBA from Metropolitan College of New York.

Adina Sash

Instagram celebrity Adina Sash is also running for the hotly contested council seat. Sash did not respond to several requests from Bklyner, but here’s what we know about the candidate.

Best known as “Flatbush Girl” on social media, the Orthodox Jewish 31-year-old boasts more than 40,000 followers. The mother of two grew up in the district but now lives just outside. But according to a Kings County Politics article she’s looking to relocate in time for the election after she and her family move out of her parents’ home.

On social, you can see the outspoken Brooklynite advocating for women in Orthodoxy as the self-described “most fearless outspoke voice from within [her] circles.”

She’s also been a fierce advocate against anti-Semitism, and doesn’t shy away from advocating for those in the LGBTQ community. Late last year, Sash lashed out against the “kosher certification establishment” when two Brooklyn restaurants canceled two events where gay comedian Leah Forster was to perform.

Sash ran unsuccessfully against Democratic District Leader Margarita Kagan in the 45th assembly in 2018.

James L. Similien

Similien against Williams in the 2013 election. His profile on the New York City Campain Finance Board (NYCCFB) the NYC/HRA for over 20 years where he served as a Union Delegate for Local 371.

Similien earned a masters in Political Science from Brooklyn College and earlier, a bachelors in Economics from the CUNY school.

At the time, he positioned education and job creation as the two issues he’d prioritize if elected. He lost against Williams taking 12% of the vote during a 2013 primary, beating out Godwin Williams by 0.1%.

L. Rickie Tulloch

Tulloch is Senior Director at NYC Health + Hospitals (Office of Facilities Development) and is the Chairman of the Visionary Political Action Committee (VPAC).

The East Flatbush resident came in second to now-Assemblywoman Rodneyse Bichotte in the 2014 assembly race. He also opposed Councilman Matthieu Eugene in the 40th council district in 2009.

Like many in the race, he finds affordable housing as a major issue plaguing the district and is looking to boost funding in homelessness prevention and re-housing programs. He’s also an advocate of downzoning.

Tulloch first came to the states as a teenager from with his parents in 1976. He graduated from Erasmus High School and earned both a bachelors and masters from Brooklyn College.

In the past, he served as Treasurer and Chair of the Land Use Committee of Community Board 17. He has also served as Chairman of the Board of Flatbush Action Community Day Care Center; Board Member of the Erasmus Neighborhood Association; and President of the Ginger Ridge High School Past Students Association.

Victor Jordan

Days after Williams won the public advocate’s seat Jordan Victor filled a committee to run for his seat. The small business owner who consults as an economist. Victor also works as an adjunct at the City University of New York (CUNY).

He’s a long time resident of Brooklyn, by way of Guyana, and moved to the district in the 1990s. Since then he worked for the Department of Education (then the Board of Education) at Erasmus High School for nearly a decade.

Victor served as CB17’s Education and Land Use Committee chair. In 2016 he started the Community Emergency Response Team (CERT) chapter of CB 17, a national group of volunteers trained by the New York City of Emergency Management to assist neighbors in emergency situations ahead of first responders. At 57-years-old, he is now the team chief.

Former education and land use chair of CB17. He also serves on the Association of Black Educators of New York.

City Council Member Farah Louis was officially sworn in at City Hall on Thursday, a few weeks after winning a crowded special election to succeed Public Advocate Jumaane Williams to represent the Council’s 45 District in Brooklyn. But thanks to New York’s laws for special elections, she is already running for reelection in another special election, with the all-important Democratic primary set for June 25, in which Louis is facing several opponents she outpaced in the May 14 election.

The first special election was to serve through the rest of this calendar year, while the June primary and November general elections will determine who holds the Council seat for 2020 and 2021, the final two years of the four-year term. There will then be an election for the seat as part of the full city election cycle in June and November of 2021.

The district includes parts of Central Brooklyn including areas of Flatbush, Flatlands, Canarsie, and Midwood.

Louis won the May special election with 42% of the vote in an eight-candidate field. Monique Chandler-Waterman finished second with 30%, and is running again in the June 25 primary.

The other six candidates from May – Jovia Radix, Xamayla Rose, L. Rickie Tulloch, Adina Sash, Anthony Alexis, and Victor Jordan – all received under 10% of the vote. Several of the other candidates are also campaigning ahead of the June vote.

Runner-up Chandler- Waterman is actively campaigning (https://www.facebook.com/events/320086475581970/), as is fifth-place finisher Rose (https://twitter.com/XamaylaRoseP/status/1132377161023795202), who got 6% of the vote in May. Anthony Alexis has also continued to campaign (https://twitter.com/Alexis45th/status/1131369882451369984) and raise money, but he received only 1% of the vote in May. Jovia Radix, L. Rickie Tulloch, and Adina Sash have all suspended their campaigns, while last-place finisher Victor Jordan’s plans are unclear.

Four candidates have filed (https://www.nyccfb.info/media/press-releases/cfb-issues-public- funds-in-the-city-council-district-45-primary-election-1/) with the Campaign Finance Board to receive public matching funds: Louis, Chandler-Waterman, Rose, and Alexis. As of June 7, only Louis and Chandler-Waterman raised enough to receive matching funds; Rose and Alexis are actively fundraising but have not yet hit the threshold needed to qualify for public funding.

With just a week before primary day, it appears to again be a two-candidate race between Louis, a Judicial Delegate and former aide to now-Public Advocate Williams, and Chandler-Waterman, who continues to have Williams’ endorsement for his old seat. Chandler- Waterman is also a former Williams aide and more recently led East Flatbush Village (https://eastflatbushvillage.org/programs/), a non- profit she founded that aims to eliminate violence through after-school programs and mental health workshops, according to its website.

Though the election has been contentious and closely fought, policy differences among the leading candidates are few and far between. Louis’ and Chandler-Waterman’s websites both lack sections devoted to issue positions; Rose is the only candidate with a clear policy agenda laid out. Most social media and news coverage has instead focused on their differing biographies, resumes, and political supporters.

Differences, when they do emerge, are largely matters of emphasis, though they have expressed different top priorities. In an interview with NY1’s Errol Louis (https://www.ny1.com/nyc/all-boroughs/inside-city-hall/2019/05/02/why-farah-louis-running-for-city-council- brooklyn-jumaane-williams-seat-district-45#), Farah Louis prioritized zoning and development regulations, “ensur[ing] that the neighborhoods continue to look the way they looked when we first invested into them.”

Chandler-Waterman, in her interview with NY1’s Louis (https://www.ny1.com/nyc/all-boroughs/inside-city-hall/2019/05/01/why- monique-chandler-waterman-is-running-for-city-council-brooklyn-jumaane-williams-seat-district-45), stressed the need for police reform and mental health initiatives, saying that she does “not believe the NYPD should be responding to any individual that has mental health illnesses.”

For the voters’ guide published by the New York City Campaign Finance Board, Louis listed (https://www.nyccfb.info/nyc- votes/vgwelcome/primary-election-2019/meet-the-candidates/city-council/candidates? candidateID=2207&officetype=5&languageType=English&electionCycle=2019) her top three issues as “preserve and expand affordable housing,” “invest in educational” [sic], and “support economic development and jobs.”

For the CFB guide, Chandler-Waterman listed (https://www.nyccfb.info/nyc-votes/vgwelcome/primary-election-2019/meet-the- candidates/city-council/candidates?candidateID=2200&officetype=5&languageType=English&electionCycle=2019) her top three issues as “affordable housing,” “education,” and “public safety.”

The candidates’ answers to questionnaires from Citizens Union, a good government group, show similar differences. Louis lists housing initiatives (https://citizensunion.org/wp-content/uploads/2019/06/CD45-LOUIS-Questionnaire.pdf) as her top two of five main priorities, while Chandler-Waterman’s first two points (https://citizensunion.org/wp-content/uploads/2019/06/CD45-CHANDLER- WATERMAN-Questionnaire.pdf) concern gun violence and public safety.

The questionnaires also illuminate small policy differences between the two candidates relating to voting and City Council reform. Chandler-Waterman supports changes to reduce the number of City Council committees and to require that laws enacted through a referendum can only be changed by voters; Louis opposes both reforms.

For the June 25 election (https://www.nyccfb.info/VSApps/WebForm_Finance_Summary.aspx?as_election_cycle=2019), as of the June 14 filing, Louis raised $42,289 and received $75,308 in public matching funds, while Chandler-Waterman raised $33,555 and received $66,576 in public funds. The two candidates led the field in fundraising ahead of the May special election as well.

Both candidates have significant endorsements in their corner. In addition to Johnson, Louis has been endorsed by Brooklyn Borough President Eric Adams and Assemblymember Rodneyse Bichotte, who represents an overlapping Assembly district, as well as many other City Council members, Assembly members, and 1199 SEIU (https://twitter.com/FarahNLouis/status/1139578479488450560), the powerful health care workers union that Louis used to belong to and then worked for. Louis also has the backing of the district’s large and powerful Orthodox Jewish community leadership, which endorsed and voted for her over Adina Sash (who is Orthodox Jewish) in https://www.gothamgazette.com/city/8612-rematch-in-second-special-election-for-brooklyn-city-council-seat 2/8 9/6/2019 May and appears to be fully behind her againQuick this Rematch month. inOn Second Wednesday Special, Bklyner Election r eportedfor Brooklyn (https://bklyner City Council.com/louis-gets-de-blasio- Seat key-union-endorsements-in-council-race/) that Mayor and the Hotel Trades Council labor union had both thrown their support behind Louis.

For her part, Chandler-Waterman has Williams’s backing – a point of consternation (https://www.cityandstateny.com/articles/personality/interviews-profiles/farah-louis-new-york-city-councilwoman-elect.html) for Louis, who was until recently his staffer. Williams is continuing to fundraise for Chandler-Waterman. Following her special election loss, Chandler-Waterman appears to have lost the endorsement of City Council Majority Leader , who represents a nearby district (Cumbo’s name has been removed from the endorsements page of Chandler-Waterman’s website). However, she picked up endorsements from the politically-potent property service workers union 32BJ SEIU (https://twitter.com/MoniqueForNYC/status/1138141806670024705) and former opponent L. Rickie Tulloch (https://twitter.com/MoniqueForNYC/status/1138513126650011649), and maintained the support of Assembly Member Nick Perry, State Senator Zellnor Myrie, and other local politicians.

Chandler-Waterman was also endorsed by the City Council Progressive Caucus (https://twitter.com/i/web/status/1126674869180084224) and the in the first round, indicating that her progressive bona-fides may be stronger than Louis’. The Working Families Party has recently reaffirmed its support for Chandler- Waterman (https://twitter.com/MoniqueForNYC/status/1140665661116571648), but the Progressive Caucus appears to have rescinded its for the second (https://twitter.com/ProgressiveNYC/status/1128478007897800704)special election.

Rose, the third particularly active candidate in the race, is the founder of an anti-violence nonprofit and a member of Community Board 17.

Both Louis and Chandler-Waterman have made and addressed controversial comments recently. Louis apologized for tweets from 2010 (http://brooklyn.news12.com/story/40426600/45th-district-seat-candidate-addresses-tweets-considered-homophobic-antisemitic) which demeaned and the LGBT community; she nonetheless maintained (https://jewishweek.timesofisrael.com/jewish-pols- standing-by-council-hopeful/) her endorsements from LGBT Democratic clubs and Jewish representatives like Council Member .

Waterman-Chandler, meanwhile, was recorded (https://www.kingscountypolitics.com/45th-cd-race-rose-goes-positive-louis-quiet- waterman-attacked/) yelling at NYPD officers outside her child’s school in October of 2018 following an unverified charge against her husband. More recently, in an interview with City & State (https://www.cityandstateny.com/articles/politics/campaigns- elections/council-candidate-attributes-loss-to-trump-supporters)just after the May 14 election, she accused Louis of winning the special election on the backs of “Trump supporters.” Her claim appears to be supported by voting data; the Midwood precincts where Louis won overwhelmingly, which are mostly Orthodox Jewish, were also the 45th District’s most Trump-friendly in 2016. Louis’ campaign itself did not respond to Chandler-Waterman’s comments, but City Council Member , a Louis ally, called them offensive.

While Louis, after winning in May by a large margin and now having at least the buzz of incumbency, is clearly the favorite in the June 25 election, it’s not clear what the electorate may look like and whether Waterman-Chandler is taking any new measures to alter the race this time.

Turnout was incredibly low in the May 14 election – only 9,235 people cast votes out of 94,089 active registered voters in District 45. While the May special election was non-partisan and open to all registered voters in the district, the June vote is a Democratic primary, wherein only registered Democrats in the district can vote. There are no other major races bringing voters to the polls.

Although the 45th Council District is heavily Democratic, the winner of the primary election may not have the ballot to themselves in November. Anthony Beckford, who ran for the same seat in 2017 on the True Freedom line against then-incumbent Jumaane Williams, has said he’s running but has yet to report (https://www.nyccfb.info/VSApps/CandidateSummary.aspx? as_cand_id=2140&as_election_cycle=2019&cand_name=Beckford,%20Anthony&office=CD%2045&report=summ) raising any money. There’s also the chance that Louis or Chandler-Waterman could appear on one or more other ballot lines - like Working Families Party - after the Democratic primary.

Special Election Marked a Political Milestone Long in Coming for NYC’s Haitians

New York City’s newest Councilmember will also be the first one to face a re-election campaign. Farah Louis, who won an eight-way special election on May 14 to fill the seat vacated by Public Advocate Jumaane Williams, has yet to be sworn in to represent Brooklyn’s 45th district.

She will likely take her oath of office just a couple weeks before a June 25 primary in the race to fill the seat for the remainder of Williams’ term.

Whenever Louis does formally take office, New York will for the first time have two Haitian-Americans in the City Council—a major milestone for the largest and one of the oldest ex patriate Haitian communities in the world.

A pack of pioneers

It took New York’s Haitian community almost 60 years from when Bertram L. Baker, an immigrant from the island of Nevis in the West Indies, became the first black person elected to a political office by voters in Brooklyn to when the Haitian physician Mathieu Eugene was elected to the City Council in 2007, representing the 40th District of New York City.

Eugene, the longest-serving member of the current Council, Farah Louis for Council is now in his final term in office representing portions of Farah Louis is set to become the second Haitian-American sworn in to the New York City Council. Crown Heights, Flatbush, East Flatbush Kensington, Midwood, Prospect Park, and Prospect Lefferts Gardens.

Since his election 12 years ago, a new generation of young leaders has come out of the metro-area Haitian community, and many have been elected to numerous public service positions.

Michaelle C. Solages, who represents Nassau County’s 22nd District in the New York State Assembly, became the first state legislator of Haitian descent when she was elected in 2012. For Haitians, who in a relatively short stint of time have gone from invisibility to having a substantial foothold in the city’s elected realm, a set of complex factors was in play.

Unique challenges

The Hart-Celler Immigration Act of 1965 created in Flatbush and East Flatbush a stronghold of West Indians that led to the election of two Caribbean-Americans: Una Clarke, who was born in Jamaica, in 1991 and Rev. Lloyd Henry (from Belize) in 1993. (Una Clarke’s daughter Yvette succeeded her in the Council before being elected to Congress in 2006; Eugene was once Yvette’s karate instructor).

Yet it took Haitians another 16 years to break into municipal politics.

According to the founding director of the Haitian Studies Institute at City University of New York, Dr. Eddy St. Paul, the slowness of Haitians’ political ascent stemmed from the characteristics of emigrants from Haiti in the 1960s and 1970s.

St. Paul explained that a lot of intellectuals who fled the François Duvalier regime and came to New York thought they were doing so temporarily.

Unfortunately, Duvalier and his son, Jean-Claude, spent a combined 29 years in power, and these intellectuals, who might otherwise have participated in American politics, never did. “The Haitian intellectuals who fled Duvalier’s repressive regime didn’t expect the regime would last so long,” he said. “They came to New York with the hope that Duvalier would be toppled very soon and they would be able to come back to the island. That is why they never really got involved in politics here in New York.”

The Duvalier dynasty, one of the most brutal authoritarian regimes in Latin America, lasted from 1957 until 1986, with grisly records of torture, assassinations, and exile of its opponents. After the fall of the regime on February 7, 1986, many intellectuals went back to the island to participate in the bourgeoning —depriving New York’s diaspora of the leaders who might have instead participated here.

Ricot Dupuy, a Haitian journalist at Radio Soleil, explained that the language barrier is also a factor that encumbered Haitians and prevented them from coming forward to participate in politics and run for election.

He pointed out that new leaders, such as Bichotte and Pierre, were born in the United States or came here at an early age, which means they did not have any difficulty communicating eloquently in English, “It is not easy for a Haitian to fully integrate to society without speaking proper English,” he said. “Anyone who doesn’t speak English cannot fully integrate into the society, and if you don’t fully integrate into the society how can you convince people to vote for you?”

One advantage for Baker was that he came from an English-speaking country (Nevis, in the West Indies). He did not have to learn English. Haitian immigrants from the commonwealth always boast about speaking the Queen’s English.

In addition to the language barrier, many Haitians in New York had to apply for proper legal status because they were living in the United States without documents.

Oppression has an echo

Further complicating matters in the 1980s and 1990s was the rise of AIDS. In those years, risks for HIV transmission were informally categorized into the “4Hs”: homosexuals, heroin addicts, hemophiliacs, and Haitians. Haitians were the only ethnic group labeled as high- risk. In 1990, the U.S. Food and Drug Administration recommended a policy of banning blood donations from Haitians. Many were ashamed to identify themselves as of Haitian origin. On April 20, 1990, over 100,000 Haitians poured across the Brooklyn Bridge and flooded downtown Manhattan to protest this recommendation by the FDA. And the Duvalier dictatorship impacted Haitians’ political ascent in another way. After fleeing the dictatorship, the first generation of Haitian immigrants was not accustomed to participating in politics. And even in NewEn tYork,er yo politicsur em remindedail here some... immigrants of the torture endured by their friends and relatives, and sometimes themselves.

These memories may have shaped Louis’ mother’s reaction to her daughter’s decision to go into politics.SIG “MyN UmotherP was very afraid, even when it was in Brooklyn,” Louis told City Limits in an interview. “She was very concerned. She knows how politics can be very dirty and that folks are not fair. Louis graduated from MidwoodSpecial Election High School, Marked aand Political went Milestone to Long Long Island in Coming University for NYC's in Brooklyn, Haitians where she earned a bachelor’s degree in English. She also has a master’s in public administration from New York University.

She started her career at Hot 97 and has worked at Canarsie Courier, a weekly newspaper in Brooklyn; Radio Soleil, a Haitian radio station; Focus TV; Brooklyn Media Art; and as a freelancer for a variety of local papers.

According to Louis, her switch from journalism to politics happened in 2011 when she was covering a rally of Brooklyn bus drivers and school matrons, who were at odds with their union because the union wanted to let their contract end. Louis said, “I saw people in tears, disgruntled, and sad. I told them, ‘Instead of getting mad, instead of being discouraged, organize.’ And I helped them organize a press conference. I helped them organize themselves to ask for collective bargaining, opportunities, and things of that sort; the outcome of that is that they did get the contract they needed, and they were able to keep their jobs.”

She served as the deputy chief of staff and budget director for Williams Williams created the vacancy in the 45th district when he won a February special election for public advocate, which itself filled the vacancy created when was elected state attorney general in November.

A broader victory?

Today, with 61,550 souls, Haitians are the third-largest ethnic group in Brooklyn after the Jamaicans (70,508) and Chinese (129,219). But St. Paul stresses that if it had not been for other communities, such as the Jewish community, it would have been almost impossible for these new Haitian leaders to run a campaign and to be elected to office.

According to the BKLYNER, an online publication, Louis received decisive support from the Orthodox Jewish community in the district. In fact, the day prior to the election, Councilman Chaim Deutsch and Councilman Kalman Yeger wrote a joint letter to the community in the Yeshiva World News endorsing Louis. “After extensive discussions with our community’s leaders, we believe Farah Louis is the most qualified candidate. She has impressed us with her diligence and work ethic, and is committed to advocating for us,” it read.

She also won the support of Brooklyn Borough President Eric Adams, Kings County Democratic Party chairman Frank Seddio and Bichotte.

With 42.70 percent (3,649 votes) of the vote, Louis topped seven other candidates on the ballot—including Monique Chandler-Waterman with 29.98 percent (2,631 votes), Williams’s top choice.

On May 14 after her victory, Louis wrote on her Twitter account, “This campaign has shown me the beauty of, resiliency, and power of this district. Every person who contributed, volunteered, voted, and every person who offered a word of encouragement played an integral part in tonight’s outcome. It is my deepest honor to represent you on the New York City Council.”

She told City Limits that despite being one of Little Haiti’s political pioneers, she feels a duty to all groups in the district. “The most important thing is to unify the Haitian community with the Caribbean community, the Jewish community, and the South Asian community. We all need to be one,” she said.

Two Candidates Booted In The Race To The 45th Council Seat

EAST FLATBUSH — The pool of candidates looking to fill the vacant seat in the 45 council district just became smaller after two hopefuls were booted off the ballot Tuesday afternoon, turning the May 14 special election to a 8-person race.

Ten candidates registered for the special election and 11 candidates for the primary. Hearings for the June primary race occur next week.

Hercules E. Ried, on the Opportunity Party line, was first to meet his fate after filing his Certificate of Acceptance a day late. The offense would automatically disqualify a candidate from appearing on the ballot.

The 26-year-old community organizer argued that he didn’t see the calendar but also USPS delivered the mail on April 4, a day after the deadline.

“I understand this is a scenario that normally does not get overlooked,” said Reid who went on to advise the BOE’s executive board “use first class mail so that candidates receive them on time.”

The board unanimously rejected his request to remain on the ballot. BOE also pointed out that the candidate filed the Certificate of Acceptance incorrectly.

Candidates running in the primary will face another round of objection hearings next week.

Anthony Beckford, who filed under the Liberal line, will also not appear on the May 14 ballot. The Brooklyn native filed 581 signatures. BOE found all but 240 invalid, leaving Beckford considerably below the 450 signature requirement.

Beckford told Bklyner that he’ll be campaigning as a write-in candidate and he’s appealing Tuesday’s petition decision.

In an unusual turn of events, Jean Similien appeared unnecessarily to fight objections for the special election. The candidate filed incorrectly as a primary candidate. Similien will not appear on the May 14 ballot, nor did he register for the election.

BOE advised Similien that he’ll likely drop off the ballot next as well. The candidate faces a prima facie objection for improperly filing for the wrong race.

“It’s likely next week that you’re going to have a problem,” said a BOE rep at the hearing. “While we’re not going to decide today, there’s a strong possibility your candidacy will fail.”

Updates to this story reflect that BOE did not throw Jean Similien off the ballot, but rather the candidate registered for the incorrect race.
