72nd Medical Group Commander Col. Christopher M. Grussendorf led a spirited change of command ceremony that cumulated when he handed the 72nd Medical Support Squadron’s new commander, Lt. Col. Theodosia F. Hill, the unit’s guidon on June 4 in the 72nd Medical Group Clinic’s Heritage Hall conference room at Tinker Air Force Base. As the new commander, Hill now manages a diverse squadron of 156 personnel in resource management, information services, TRICARE operations/patient administration, medical readiness, medical logistics, laboratory, diagnostic imaging and pharmacy support. Additional duties include executive management of comprehensive healthcare delivery in support of more than 63,000 U.S. Department of Defense benefi ciaries amongst the Air Force Sustainment Center, the Oklahoma City Air Logistics Complex, fi ve separate wings and 45 associate units. She will also be the administrator of the 72nd Medical Group, responsible for the budget in medical assets, equipment, war reserve materiel and the operating budget. Ten months into his role as a Religious Affairs Airman, Staff Sgt. Ernest Graydon is still referred to as ‘new’ to by others in the Tinker Chapel — and is certainly still learning, he says. Previously a vehicle operator at in Florida, in his current role Graydon serves as the non-commissioned officer in charge of readiness for the Chapel, helps with morale boosting programs and is trained in crisis intervention counseling. “I felt that as a chaplain’s assistant, I could be more helpful to other people who really need help,” Graydon said. Graydon said in his role he can provide one-time crisis intervention counseling and refer members to chaplains or appropriate helping agencies. Chaplains can provide recurring counseling, but there is a guarantee of confidentiality in either case. “There are no limits on what a crisis is to the member, it could be anything. When it comes to crisis, our job is just to be here to listen and to de- escalate the situation,” Graydon said. That same year, Congress created the Office of the Commissary General of Stores and Purchases to provide the Army’s daily rations. Officers in charge of subsistence operations were known as chief commissaries, while their staff consisted of assistant commissaries and commissary sergeants. Fifty years later, the commissariat, as it was then known, began selling food items - which at the time were also known as commissaries or commissary items - from its warehouses “at cost” to Army officers for their personal use. By 1841, officers could also purchase items for their families. In the Army’s early years, soldiers who were tired of - or unable to get - official rations could buy additional goods from civilian vendors known as “sutlers.” While these merchants provided a valuable service, many charged exorbitant prices or sold goods of dubious quality. Because such abuses became commonplace during the Civil War, Congress subsequently allowed soldiers of all ranks to purchase non-ration items from Army subsistence warehouses. These warehouses with makeshift sales counters were gradually replaced by Army-run grocery stores called “sales commissaries,” which sold items at cost, providing soldiers good food at reasonable prices. When the Army’s mission expanded around the world, commissaries followed, first to Cuba, Puerto Rico, and the Philippines in 1899, then to China in 1900, Panama in 1904, and France in 1917-18. After World War II, hundreds of stores existed in both hemispheres, serving America’s military during the Cold War, and continuing that service today in nearly 240 locations around the world. Since the official start of the modern benefit in 1867, U.S. military commissaries have existed at more than 1,000 different locations, on every continent except Antarctica. While they were originally created for active-duty Army personnel, the stores gradually were made available to members of every armed service, military retirees, and the immediate family members of all authorized shoppers.
