A substantial amount of heritage and archaeological investigations have been undertaken within the study area and significant proportion of the study area has already been recognised and protected through listing on various local and state registers. As a result, there is not likely to be any additional heritage items of relevance identified as part of this assessment. The previous assessments for other works in the rail corridor, as discussed in the Strathfield to Hornsby Power Supply Upgrade Program Non-Aboriginal Heritage Assessment (Jacobs SKM, 2014), indicate that the significance of Concord West Railway Station and Concord West Railway Station Park would be much reduced by the NSRU works and no longer meet the criteria for local listing.

7.6.2. Potential impacts

Of the 14 heritage items assessed, two would be potentially impacted, and 12 would not be impacted by the Proposal. The proposed works, impacts and mitigation measures for historical heritage items area summarised in Table 7-21 .

7.6.3. Mitigation measures

Overall, the Proposal would have a relatively minor level of impact on non-Aboriginal historical heritage items. The implementation of the general and site-specific mitigation measures listed below would minimise impacts on non-Aboriginal heritage to an acceptable level to proceed with the Proposal as assessed.

Discovery of historical heritage material, features or deposits

If at any time during construction, historical heritage materials, features and/or deposits are found the following process would apply: x Stop work, protect item and inform TfNSW staff x Contact and engage an archaeologist or heritage consultant x Undertake preliminary assessment and recording of the find x Prepare an archaeological or heritage management plan x Notify the Heritage Division of the Office of Environment and Heritage (OEH) x Implement the archaeological or heritage management plan x Review and update the project’s Construction Environment Management Plan and any approval conditions resulting from the management plan x Resume work following TfNSW approval.

Heritage induction training

As part of site induction, historical (non-Aboriginal) heritage awareness training would be undertaken by all contractors prior to commencement of construction works to ensure they understand the type and location of any heritage item that may be impacted by the Proposal, and the procedure to be followed in the event of discovery of historical heritage materials, features or deposits, or the discovery of human remains.

Site-specific mitigation measures and statutory requirements

Item 3 – Beecroft Railway Station Group and Bushland Corridor The disturbance to vegetation would be minimised to the greatest degree practical to minimise the impact on the heritage significance of Item 3. The trimming and potential removal of planted trees, if required, would be undertaken in accordance with the management measures in the Proposal’s Biodiversity Assessment.

Item 6 - Concord West Railway Station Group and Park Prior to construction of the power room on the western side of the railway line, temporary barrier fencing would be installed between the Proposal area and the remaining trees, until the completion of the works. The excavation for the underline crossing would avoid the existing trees in the park/garden, and the current grassed areas would be reinstated following completion of excavations.
