Local Development Framework for Pendle Conservation Area Design and Development Guidance Supplementary Planning Document Final Consultation Statement (Regulation 17 (1)) August 2008 For an alternative format of this document phone 01282 661330 Conservation Areas Design and Development SPD Regulation 17(1) Statement Consultation undertaken in accordance with Regulation 17 (1) The Council is required to prepare its Supplementary Planning Documents (SPDs) in accordance with procedures set out in the Town and Country Planning (Local Development) (England) (Amended) Regulations 2008. Regulation 17 requires that before an SPD is adopted, a Consultation Statement be prepared setting out who was consulted in connection with the preparation of the SPD, how they were consulted, a summary of the main issues raised in those consultations and how those issues have been addressed in the SPD. The SPD has also been prepared and consulted upon in accordance with the Council’s adopted Statement of Community Involvement (SCI). Pre-production stage Before work began on drafting the SPD a number of organisations were consulted on the SPD objectives. These are listed in appendix A. These groups/people were sent a list of SPD objectives that had been prepared, in draft, by the Council and covered issues that the Council considered should be covered by the SPD. This was a four week consultation period which ran from 21st May to 15th June 2007. In line with the Council’s Statement of Community Involvement these groups/persons were consulted by letter which included the proposed objectives and copies of the relevant Local Plan policy (policy 10). In addition copies of ‘Framework’, the newsletter which keeps organisations up to date on the progress of the Local Development Framework, was distributed. -

Look for us @Railfuture GUEST RAIL USER GROUP OF THE MONTH Action Rail Monifieth contact Following my recent enquiry to this group in the Tayside area of Scotland, their Secretary, Councillor John Whyte, kindly replied with some background information about ARM: “The local rail service in and around Dundee is amongst the worst in the UK, far less just us in Scotland! Currently, Invergowrie and Monifeith have just two stopping trains a day(!!) and Broughty Ferry has three stopping trains. The population denied an adequate train service between Monifieth and Broughty Ferry is over 25,000! If this situation were replicated in any other similar area, anywhere in the UK, it would not be tolerated! “ARM is active in trying to get Network Rail, Transport Scotland and First ScotRail fully on board with this lousy rail service and is meeting with some success. -

NOTES FROM THE BUNKER What a busy period this has been for Community Rail Lancashire (CRL). New train services are due to start in a few weeks' time, the new station at Burnley Manchester Road is open and func- tioning well, a makeover of Rose Grove is underway, plans to upgrade the track and stations on the Clitheroe Line will shortly be approved and the refranchising of Northern is well underway. Let's start by congratulating Brian and Marjorie who won the Abellio Challenge at the recent DfT Designated Line CRP Seminar for their project 'Altogether Now'. Apart from a welcome £2k contribution towards delivering the project this will enable CRL to show case to other CRPs how to work with multiple partners to improve a rundown station environment. Our local chal- lenge is Pleasington on the East Lancashire Line our national challenge is to demonstrate next year how we have shared the lessons learned. March 18 th , 2015 was a significant day for me because that is the date on the 'Funding Agree- ment' between LCC and Northern Rail for the new Manchester to Blackburn via the Todmorden Curve service was signed. Trains will operate every hour 7 days a week and will call at Burnley Manchester Rd, Rose Grove, Accrington, Church & Oswaldtwistle (Sundays only) and Blackburn in Lancashire. -

THE EARLY HISTORY The early history of the automobile can be divided into a number of eras, based on the prevalent means of propulsion. Later periods were defined by trends in exterior styling, size, and utility preferences. In 1769 the first steam powered auto-mobile capable of human transportation was built by Nicolas-Joseph Cugnot. In 1807, François Isaac de Rivaz designed the first car powered by an internal combustion engine fueled by hydrogen. In 1886 the first petrol or gasoline powered automobile the Benz Patent-Motorwagen was invented by Karl Benz.This is also considered to be the first "production" vehicle as Benz made several identical copies. FERDINAND VERBIEST Ferdinand Verbiest, a member of a Jesuit mission in China, built the first steam-powered vehicle around 1672 as a toy for the Chinese Emperor. It was of small enough scale that it could not carry a driver but it was, quite possibly the first working steam-powered vehicle. Leg2: Ferdinand Verbiest NICOLAS-JOSEPH CUGNOT Steam-powered self-propelled vehicles large enough to transport people and cargo were first devised in the late 18th century. Nicolas-Joseph Cugnot demonstrated his fardier à vapeur ("steam dray"), an experimental steam-driven artillery tractor, in 1770 and 1771. As Cugnot's design proved to be impractical, his invention was not developed in his native France. The center of innovation shifted to Great Britain. This Infrastructure & Delivery Plan (IDP) forms part of the evidence base for the Local Plan Part 2 Site Allocations and Development Management Policies. The Local Plan Part 2 provides detailed policies and proposals to implement the Core Strategy. 2. The production of the IDP has involved collaborative work between the Council and a range of key partners involved in delivering infrastructure to support planned growth. It forms the framework for continued engagement with infrastructure providers as they progress their own strategies and plans in response to growth in the Borough. Purpose of the Document 3. The Council is required to evidence that the policies and proposals in the Local Plan Part 2 are deliverable and sustainable. To this end, the purpose of this document is to: a) Provide evidence on infrastructure needs arising from planned development in the period up to 2026; b) Identify specific elements of infrastructure needs, costs, funding sources and delivery timetables where known; and c) Inform the planning framework of partners involved in the delivery and management of infrastructure in the Borough. 4. The document is not intended to provide a prescribed implementation plan for the provision of infrastructure with confirmed funding and delivery timetables. It provides evidence that the Council has prepared the Local Plan Part 2 within an understanding of the implications on infrastructure. -

FoSBR Newsletter Number 88 May 2015 Highlighting Pilning’s “ghost” train service On Saturday 21st March Friends of Suburban Bristol Railways (FOSBR) invited local rail users to join them in riding a “parliamentary service” from Pilning railway station. A “parliamentary train” is a token service, run to avoid the cost of formal closure of a railway station. In the case of Pilning, this ghost service is provided by two trains on a Saturday, the 08:32 to Bristol Temple Meads and the 15:41 to Newport. 15 FOSBR members & friends took a roundabout route to Pilning, riding the “Beach Line” to Severn Beach and walking across fields and lanes to lunch at The Plough in Pilning. FOSBR then caught the westbound “parliamentary train” under the River Severn to Newport. In Newport the disabled lift was out of action so station staff helpfully re- platformed the next train to allow our colleague David to board the eastbound Bristol train in his wheelchair. This train provided a fleeting glimpse of Pilning station sleeping peacefully for another week. Pilning is only 2 miles from Severn Beach, Severn Beach station being convenient for a large number of local residents. Until 1964 the railway from Severn Beach continued north to Redwick Halt to loop around to join the South Wales Main Line via Pilning Low Level 1 station. Pilning station has massive potential for passengers in view of planned commercial developments nearby at West Gate, Western Approach and Central Park - covering many of the fields across which we walked. These new premises could employ 10,000+ workers in the area. -

It reflects current best practice and replaces the previous Open Space Audit published in 2008. Individual open space sites can perform a number of quite different functions, which in turn offer a wide range of associated benefits. The accompanying Green Infrastructure Strategy explores the multifunctional role of open space in greater detail. The sites identified in the OSA 2019 provide space for sport, recreation and leisure, nature conservation, civic occasions and community events.
