I examine the music of four composers who used black popular music regularly: Edmund Jenkins, John Powell, William Grant Still, and Georgia Antheil. For each composer, whose collections I consulted, I analyze at least one of their jazz-based compositions, consider its reception, and put it in dialogue with writings about U.S. concert music after World War I. Taken together, these compositions contributed to what I call the Symphonic Jazz Era, and this music was integral to the formation of American modernism. I examine how these four composers grappled with the sounds of blackness during this time period, and I use “the Jazz Problem” as an analytic to do so. This phrase began to circulate in periodicals around 1923, and it captured anxieties about both the rise of mass entertainment and its rootedness in black cultural sounds in the Jim Crow era. -

Members of the movement used its principles to “improve the American race” through selective breeding. The leaders of the movement adopted the name eugenics and the participants worked at strengthening genetics in two major ways: the sterilization of persons with so-called genetic defects and an effort to eliminate miscegenation. The Commonwealth of Virginia pursued both aspects of eugenics with great fervor. -

Debate surrounding the passage of the Racial Integrity Act, a law forbidding a white person to marry anyone of another race, reveals how eugenicists manipulated ideas about race, class, and gender to create a social crisis that apparently could only be solved through their policies. Women’s growing inde- pendence and new social behaviors, they feared, would lead to in- creasing sexual relations between white women and black men. Proponents of the act articulated a new female vulnerability, encour- aged women’s return to their traditional roles, and supported efforts to control women who did not conform to moral expectations. Justified by eugenicists’ desire to protect and improve white genetic stock, and ostensibly enacted to prevent racial mixture, the law ultimately served to prescribe the attitudes and behavior of Virginia’s white women. n 1925, Walter Ashby Plecker, head of Virginia’s Bureau of Vital Statistics, I wrote a letter to the editor of the Richmond Times-Dispatch; “It is said that some of our Richmond people admit into their homes these people of triple race mixture, and some of our young women attend ‘fish-fries’ given by these young men. -

Lombardo* This Essay explores private correspondence contained in a restricted manuscript collection' along with contemporary news accounts and gov- ernment documents to explain how eugenics - a popular "scientific" movement during the 1920s - was used to bolster the arguments in favor of the Virginia Racial Integrity Act of 1924 that was struck down in Loving v. Virginia. The genesis of the Act is described with reference to the private correspondence of the two Virginians who lobbied for its pas- sage. Their involvement with the white supremacist Anglo-Saxon Clubs of America is revealed as an aid to understanding the true motives behind the antimiscegenation law. * Attorney at Law, Sacramento, California. -

Behind the bill's political passage lay the work of a white-supremacist organization called the Anglo-Saxon Clubs of America. 1 John Powell: His Racial and Cultural Ideologies DAVID Z. KUSHNER Following John Powell’s death on August 15, 1963, Virginias Dabney closed his editorial comments in the Richmond Times-Dispatch with the following encomium: “Mr. Powell’s passing at 80 removes one of the genuinely great Virginians of modern times. In personality and character he was truly exceptional, and as a pianist and composer he was unique in the annals of the Old Dominion.”1 Only a dozen years earlier, on November 5, 1951, the then Governor of Virginia, John S. Battle, proclaimed a “John Powell Day,” on which the National Symphony Orchestra under the direction of Howard Mitchell performed the composer’s Symphony in A major.1a The Governor went on to state that the state-wide tribute to Powell was only fitting owing to “his many contributions to the cultural life of America….”2 The irregularity of such an extravagant gesture toward a musician in this country had the effect of rejuvenating interest in the artist both within the borders of Virginia and beyond. The world of academia, for example, contributed three master’s theses and a doctoral dissertation3 between 1968 and 1973, and Radford College, now Radford University, named its new music building Powell Hall at dedication ceremonies held on May 13, 1968.4 By the 1950s and 1960s, Powell’s earlier involvement in contentious issues such as race relations in general, and the incorporation of racial and ethnic elements in the formation of an identifiably American music was conveniently forgotten or, at the least, placed on a back burner. -
