Necessary to these cooperative ministries is financial support from the local churches. Furthermore, we are dependent upon the integrity of pastors and local church healthy.

We recommend the following:

1. That for the 2016-17 fiscal year local churches participate in the Fair Share Plan (FSP). in full, TNU

43 For South Carolina Nazarene churches that have not paid their Education Budget, TNU will

.

1. That church boards assume responsibility to see that seven percent of the local church’s offering is sent to the District Treasurer each week.

2. That our churches and departments have their treasurer’s books audited at the end of the

and that a letter is sent to the district office verifying this audit . money may not be considered until the letter is received. This audit is to be verified on the annual pastor’s report. Manual

3. That all church records are filed at the end of each statistical church year under the supervision of the church board, and that confidentiality be properly maintained.

4. That our churches pay full-time evangelists approximately twice their pastor’s salary. Travel expenses and Social Security taxes should be in addition to the compensation provided.

5. That our people be encouraged to exercise the stewardship of possessions and estates on behalf of the church. We further recommend that the pastors use every means to conduct Visit

6. on Sunday and by distributing publicity materials and receiving an offering.

Care for our pastors is a biblical concept and practice that needs to be carefully considered by urge the appropriate committees to study and recommend action annually in each of the areas below. Churches receiving district support must comply with existing district policy regarding local church finance.

A. Salaries 1. Each church, where appropriate and possible, should endeavor to employ its pastor on a full-time basis. 2. salaries are to be carefully reviewed annually as a

44 minimum. It should be recognized that a salary increase is not an actual increase unless it is above the current cost-of-living index. When a pastor leads a church in growth that is reflected in increased finances, let this be a factor in determining the amount of increase in his her salary and benefits. 3. A study should be made of the pastor’s and associates’ compensation to determine means of limiting tax liability. Professional assistance is available through the office of Pensions and Benefits (P&B). We recommend local churches seek assistance relating to the tax laws and their impact on tax liability of pastors and associates. 4. The pastor’s and associates’ salaries are to be considered a preferred claim. 5. That the pastor and associates be given at least one week’s salary as a Christmas gift.

B. Housing 1. In housing matters, churches should carefully consider the options of the pastor purchasing his own home versus retaining a church-owned parsonage to best meet the pastor’s need. 2. When a pastor or associate purchases his own home, a housing allowance should be established commensurate with current housing and utility costs, in line with current IRS standards and consistent with P&B church newsletters. 3. If a parsonage is owned by the local church, the appropriate committee or board should be aware of and responsible for needed repairs and maintenance.

C. Insurance 1. Church boards should work with pastors to obtain optimum insurance coverage. 2. Consideration should be given to provide the supplemental term life insurance and the long-term disability insurance for the pastor and associates that is offered by the general church.

D. Local Church Expense 1. The church should provide a pastor’s auto expense reimbursement, continually considering the increase in church-related auto costs. Consideration should be given to operating costs, maintenance, depreciation, insurance, and registration. Some churches may choose to provide a car for their pastor. 2. Each church should make provisions for a comfortable and well-equipped office for its pastors. This provision should include supplies, postage, telephone, and secretarial help when needed. 3. Recognizing that entertainment is a local church expense, consideration should be given to establishing an expense account to reimburse pastors for expenses incurred in professional responsibilities. 4. Each church should assist their pastor(s) with Work & Witness trip expenses, whenever possible. These ministry experiences should not be considered as vacation.

E. Retirement Benefits 1. The church should reimburse the pastor(s) the full amount of Social Security tax based on the total of his her salary and housing allowance or parsonage rental value (where possible, including utilities). 2. The local church should give consideration to establishing a matching TSA (tax sheltered annuity) plan for the pastor(s) through the TSA programs offered by the general church

45 s contribution to a retirement plan through the TSA program chosen. 3. (s) to receive retirement benefits.

l

A. Physical 1. The pastor and full-time staff should be given an annual paid vacation. As a guideline, we suggest the following schedule for total years of service, not just the tenure of service at the current assignment: 0-4 years 2 weeks (including 2 Sundays) 5-14 years 3 weeks (including 3 Sundays) 15-24 years 4 weeks (including 4 Sundays) 25 or more years 5 weeks (including 5 Sundays)

2. The pastor is urged to take at least one day each week for relaxation and refreshment of the mind, soul, and body. Since this is not always possible, we recommend that pastors be given compensating days off and that the local church insist on days off.

B. Spiritual 1. given to granting extended time away (week or month) for rest, renewal, prayer, and spiritual growth. a. The pastor should have completed a reasonable period of service in the current assignment. b. For those with less tenure, consideration may be given to granting extra days away for rest, renewal, and study. c. After 7 years in a local church, we recommend a paid sabbatical leave of not less than one month (not vacation time) for rest, renewal, prayer, and spiritual deepening, with district leadership approval. 2. We urge that members of the local church uphold their pastor(s) daily in prayer.

C. Educational That each church encourage all of its pastoral staff to enrich their ministry at the local church by providing funds and time for Lifelong Learning as outlined in the most recent Manual paragraphs. This may include ministerial conventions, seminars, directed studies, and special college and seminary courses. This provision may also include the purchase of professional development materials (books and periodical allowances) and the payment of professional dues.

D. Inspirational That each local church assist their pastor and associates in attending district assembly, Family Camp Meeting, conventions, and the annual retreat for pastors and their spouses and that these meetings not be considered vacations.

Family

46 Special Recognition 1. Each church is encouraged to recognize all members of the parsonage families at appropriate times of the year: Pastor Appreciation Month, birthdays, anniversaries, Christmas, etc. Special attempts should be made to show appreciation and express love to the pastors and families at all times. 2. That our churches remember the retired ministers, missionaries, and evangelists within their membership with special acts of love and kindness.

Respectfully submitted,

LANORA JENSEN, Secretary MARK ALISON, Chairperson

Camp Development/Operations Board

We, your Camp Board, submit the following report for 2015-2016:

At the D. Moody Gunter Camp and Retreat Center we have experienced another year of moving forward in serving Christ. Under the excellent leadership of Rev. Alan and Bonnie Pullen we have been able to accomplish new goals for the Kingdom. As we look at the efforts made and the rewards received, we have achieved much that we can be proud of in the following areas:

Buildings and Property: • The campground continues to improve the private facilities because owners are working to enhance the beauty of the campground by bringing buildings into compliance with the agenda established by the board. • We have erected a new picnic shelter that will add to camp usage when it is completed. • Thanks to Joe Culp’s leadership, we have a new footbridge in place across the creek. • The Heritage Commons continues to be a beautiful and valuable asset. We have been able to complete the installation of the dishwasher, and it has greatly enhanced service. • The removal of the old Dining Hall opens the door to explore the completion of the last phase of Heritage Commons. Financially: • Alan has worked very diligently to keep opportunities coming which will benefit the camp financially. He has the facility very stable at the present time and is looking to increase that position. • Alan has continued to reach out to prospective users of the campground. Spiritually: • Family Camp has and will continue to be the highlight of the year as we are a part of something bigger than even our individual churches. People are being saved and sanctified and lives are being changed through the biblical, inspired preaching and Spirit- filled worship. • Carolinas School of Ministry continues to have classes on-site for the training of godly pastors. • The camps for children and youth are still a major part of the purpose of the camp, and we offer a facility for our children and youth to begin and to grow in their relationship with God. • Other churches and denominations use the campground and recognize the spiritual benefit of being here. The opportunities and challenges have all been met for this year, so we look forward to 2016- 2017. Thanks to Alan’s leadership and God’s blessing, we can and should be excited about the coming year. Respectfully submitted,

JERRY W. BRANHAM, Secretary EDWARD L. ESTEP, Chairperson

57 District Church Planting Report

The 2015-2016 church year has seen some exciting developments on the church planting front. It has been a season of growth springing forth in previously unknown places and significant advancements in areas of faithful service.

Two areas our district has had the privilege of recognizing cultivating work we had previously been unaware of are Michael McCants in Florence and Leslie LaPrise at the Graham Correctional Institution. Their faithful response to the call of God resulted in an opportunity for the South Carolina District to simply recognize what God was already doing.

Another exciting development this past year was the work of Jim and Sylvia Mallory in Ridgeville. In a season of life where most are enjoying an exit from work, Jim and Sylvia are pressing in to a dream God has been stirring in Sylvia’s heart for years. They are a living testimony to us the call of God is not constrained to a particular life stage. I am grateful for their faithful courage and excited to see what God does through Ridgeville in the years to come.

I also want to highlight the continued work of Ted and Patty Hambrick and Bill and Isa Wojtkowski. The faithfulness and creativity of these two couples never ceases to amaze me. Both are leading dynamic, connectional churches embedded in their communities, and fruit is springing up in seen and unseen places. Ted and Patty continue to lead the way in multiplication on the South Carolina District. May God raise up innumerable teams like these through South Carolina.

This past year we also had nearly thirty people go through IGNITE training in Winnsboro (a three-hour condensed version of DCPI’s Churches Planting Churches). The purpose of this training is to inform and inspire congregations about church planting and the possibility for THEM to be the spark that IGNITES a fresh move of God in their city. I’m praying a number of churches would take advantage of this helpful training this next year.

We continue to look for ways to provide support for existing works and inspire the start of new works in South Carolina. May God instill in us a sense of urgency as it relates to the advance of the Kingdom. We need an explosion of vibrant churches led by passionate individuals burdened for the lost in our cities. May God clearly reveal the role each of us is called to play in seeing this become a reality.

Respectfully submitted,

Ben LaPlace District Church Planting Director

59 Carolinas School of Ministry

To our General Superintendent, District Superintendent, delegates, and friends of this assembly,

I bring you greetings from the Carolinas School of Ministry and the great faculty that are committed to preparing ministers and leadership to the churches of the Carolinas for coming generations. This is my eighth report as the director of the school.

It has been an interesting year as we have made the transition from semesters to trimesters. Moving forward we will be teaching 12 classes per year instead of 8. This makes every course appear in the schedule every other year instead of every third year. Thus, it is possible for students to cut the needed time to complete their courses by 1/3.

While the total number of students per term took a dip from the last few terms, we have had a good year. We had a total of 37 students enrolled for at least one course during the year. Among those students we served five ethnic groups. Eighty-two courses were taken over all. And five students completed their academic requirements for ordination.

In December we received a generous gift from a donor who wishes to remain anonymous. This

. So, if you register by the early

In addition, we received a gift from one of our churches whose pastoral staff has benefited from the training offered by CSM. And though this was a smaller church offered by the school and shared from their budget to ensure that the ministry would continue to provide a top-level training program for our future district pastors.

God continues to bless Carolinas School of Ministry, and as long as He sends us students called into full-time ministry, we will continue to train them and turn them loose in the Carolinas and points beyond.

Thank you for your continued prayers for the school, its faculty, and the board who helps guide us into the future.

Respectfully submitted,

LARRY E. WAGNER Carolinas School of Ministry Director

61 District SDMI Report

Dr. Porter, Dr. Estep, South Carolina District Assembly delegates, and friends - I am humbled and honored to bring my second report as your SDMI Chairman.

The mission of S.C. SDMI is best expressed in the words of Jesus' . Before our crucified and resurrected Lord ascended to the Father, He said: “All authority in heaven and on earth has been given to me. Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the , and teaching them to obey everything I have commanded you. And surely I am with you always, to the very end of the age” (Matthew 28:18-20 NIV). Jesus' Great Commission is our mission. My prayer is that, together, we will stay true to this high and holy calling.

We praise God for a good year of growth for S.C. SDMI. In 2015-16, our district has shown some nice gains in SDMI attendance, and many of our churches are finding new and creative ways to make Christlike disciples of all ages and backgrounds. Congratulations to several churches that have earned awards, which are listed elsewhere in the District Assembly Hand- book. These awards may be picked up at the SDMI table in the Ministry Display area in the gym.

A great crowd attended last January's District SDMI Convention and Mid-Year Rally at Seawell's in Columbia as Dr. Reggie McNeal challenged us to think about discipleship in creative "Kingdom" and "missional" ways. It was a great day! Be sure to mark your calendars for our next Mid-Year Rally, which is now called "INSPIRE 2017." On Saturday, January 14, 2017, we will return to Seawell's with Dr. Tim Green (Professor and Dean of the School of Religion at TNU) as our keynote speaker. Our annual SDMI Convention business will also take place at this event. I hope to see you and a great group from your church there!

We are also excited about a brand-new SDMI event for all of our churches this fall. It's called "EQUIP 2016." On Saturday, October 15, 2016, all local church lay leaders and ministers are invited to an exciting and affordable day of training at West Columbia Central Church of the Nazarene. Huge thanks to Pastor Joshua Fite (Fort Mill) for coordinating this much-needed new event to help our church volunteers to Learn, Grow, & Lead. Watch for more information in upcoming district news releases and plan to bring a group of volunteer leaders from your church.

Special thanks to our SDMI Council and ministry leaders: Brenda Turner, Children’s Director and Secretary; Bill Watts, Adult Director; Janice Lee, Treasurer; Joshua Fite, CLT Director (replacing Michelle Pilgrim); Richard Coleman, Joshua Fite and Sammy Geddings, Ministerial Representatives; and Donnie Arant, Kathryn Culp and Dean Sandifer, Lay Representatives.

I also want to thank every pastor, SDMI chairperson, Sunday School teacher, and Small Group Leader. You all are on the front lines of making Christlike disciples. THANK YOU!

Let's keep our eyes on Jesus. He is faithful!

Respectfully submitted,

KYLE POOLE, District SDMI Chairman
