At last week's meeting of Commonwealth leaders in Australia, Chretien played a key role in persuading his colleagues that they should delay taking punitive measures against the government of Robert Mugabe until after the weekend's election. The election is now over and Mugabe — to no one's surprise — has been declared the winner. News reports for months have told of intimidation and violence against opposition party members by thugs loyal to President Mugabe. All the signs were there that an election at this time in Zimbabwe would be far from being free or fair. But that wasn't enough for Jean Chretien, doubtless hampered by the fact that no one had done a poll to determine Canadians' views on the sub ject. Chretien wanted to wait for international election monitors to report on the vote. They have done so, and their verdict is that it failed to meet the standards of a democratic election.
