It is, after all, possible to discuss the operations of modern intelligence agencies without having to prove one's patriotism, be turned over by the police, summoned by politicians or visited by state- employed technicians with instructions to smash up one's computers. The 300-page report into the Guardian's revelations about the US National Security Agency commissioned by President Obama and published this week is wide-ranging, informed and thoughtful. It leaps beyond the timid privacy-versus-national security platitudes which have stifled so much of the debate in the UK. It doesn't blame journalism for dragging the subject into the open: it celebrates it. The five authors of the report are not hand-wringing liberals. They number one former CIA deputy director; a counter-terrorism adviser to George W Bush and his father; two former White House advisers; and a former dean of the Chicago law school. Not what the British prime minister would call "airy-fairy lah-di-dah" types. Six months ago the British cabinet secretary, Sir Jeremy Heywood, was in the Guardian's London office telling us there had been "enough" debate on the matter of what intelligence agencies got up to. But here are Obama's experts revelling in the debate; exploring the tensions between privacy and national security, yes – but going much further, discussing cryptology; civil liberties; the right of citizens and governments to be informed; relationships with other countries; and the potential damage that unconstrained espionage can cause to trade, commerce and the digital economy. -

Further, Standing Order 19(3) outlines the procedure for removal of a Leader of the Majority Party. In this regard, Hon. Members, and pursuant to the provision of Standing Order 19(4), I wish to inform the House that I have received a letter from the Majority Party Chief Whip communicating that the Jubilee Coalition held a Parliamentary Group meeting on June 22nd, 2020 at the Kenyatta International Convention Centre (KICC). Is there any reason to think that lobbying per se is a problem; and is there any evidence that abuse of lobbying is widespread or systemic, as opposed to exceptional behaviour by a few? Not in itself, although recent evidence would indicate that some parliamentarians may be susceptible to influence on the basis of inappropriate inducements. This does, as the paper suggests, damage the reputation of lobbying and parliamentary engagement more widely. In this respect, there is a risk that efforts to encourage more lobbying/campaigning from wider sections of society – especially young people – are undermined. We need to proactively promote the positive achievements of lobbying if we are to secure the confidence and participation of the next generation, who will otherwise view Parliament with cynicism. Politicians could do more to say when they have been persuaded by well run, well evidenced and transparent lobbying campaigns. 2. How wide should the definition of lobbying be? What activities should be excluded from the definition? This is extremely difficult because the current definitions rely on determining an attempt to ‘influence’. In many cases such intent is very difficult to determine. -

20 Broadwick Street London W1F 8HT Rt Hon David Cameron MP, Prime Minister 10 Downing Street London SW1A 2AA 20 November 2013 Dear Prime Minister UK DIGITAL CHAMPION In June 2010, you asked me to take on the role of UK Digital Champion, to advise and challenge Government and the wider public sector on how to make greater, faster progress to get people online. I feel it is now time I step down from that role. In my capacity as Digital Champion, I hope I have contributed in three ways. Firstly, my report to Francis Maude on the future of Directgov led to the creation of the Government Digital Service and the move to a single domain for all government information. The digital transformation of transactional government services is now well underway, and gov.uk has won multiple awards. Secondly, Race Online 2012, the campaign you helped launch in Downing Street galvanised the public, private and charitable sectors to help millions more people online, and was the basis for the charity Go ON UK that launched last year. Go ON UK is a cross-sector partnership dedicated to building the nation's digital skills. With the full backing of the CEOs of our founder partners, we have created nine further digital champions at Board level in the public, charity, and corporate sectors. Finally, the Champion model has been a success more widely. In 2011, it was adopted right across Europe, with each Member State appointing their own Champion, overseen by Vice-President Neelie Kroes. Having one person lead and oversee this agenda is the most effective way to bring about lasting change. -

Hon Geoff Hoon MP, Secretary of State for Defence The Old War Office Building has been a Whitehall landmark for nearly a century. No-one can fail to be impressed by its imposing Edwardian Baroque exterior and splendidly restored rooms and stairways. With the long-overdue modernisation of the MOD Main Building, Defence Ministers and other members of the Defence Council – the Department’s senior committee – have moved temporarily to the Old War Office. To mark the occasion I have asked for this short booklet, describing the history of the Old War Office Building, to be published. The booklet also includes a brief history of the site on which the building now stands, and of other historic MOD headquarters buildings in Central London. People know about the work that our Armed Forces do around the world as a force for good. Less well known is the work that we do to preserve our heritage and to look after the historic buildings that we occupy. I hope that this publication will help to raise awareness of that. The Old War Office Building has had a fascinating past, as you will see. People working within its walls played a key role in two World Wars and in the Cold War that followed. The building is full of history. Lawrence of Arabia once worked here. I am now occupying the office which Churchill, Lloyd-George and Profumo once had. -

Rethinking the Conservative Party, and the Role of Keith Joseph INTERVIEWER: Let's talk about Margaret Thatcher during the '70s. After the defeat of [Prime Minister Ted] Heath, Margaret Thatcher almost goes back to school. She and Keith Joseph go to Ralph Harris [at the Institute for Economic Affairs] and say, "Give us a reading list." What's going on here? What's Margaret really doing? LORD CECIL PARKINSON: I think Margaret was very happy with the Heath manifesto. If you look at the Heath manifesto, it was almost a mirror image of her 1979 manifesto. All the things—cutting back the role of the state, getting rid of the nationalized industries, curbing the train unions, cutting of taxes, controlling public expenditure—it's all there. It's a very, very good manifesto. And I've heard her recently compliment him on the 1970 manifesto, which was a slightly sort of backhanded compliment, really. What troubled her was that we could be bounced out of it. We could be moved from doing the things which we knew were right and doing things which we secretly knew were wrong because of circumstances, and I think instinctively she felt this was wrong, but she didn't have the sort of intellectual backup, she felt, to back up her instincts. -

The Moment We Trained For GEORGE OSBORNE served as uk chancellor of the exchequer from 2010 to 2016. During the period Mr. Osborne had responsibility for the UK’s economic, budget and financial policies, the country posted the stron- gest growth in the G7 and attracted a rising share of global business and tech investment. He also undertook far reaching reforms of pensions, intro- duced the ground-breaking sugar tax, and promoted regional growth and devolution with the northern powerhouse. Following the successful election of a Conservative Government in 2015, he also served as First Secretary of State. A prominent campaigner for Britain to remain in the EU, Mr. Osborne left the government in July 2016 following the outcome of the referendum. On his appointment in May 2010, Mr. Osborne was the youngest Chancellor since 1886, and the third youngest in history. He presented eight bud- gets, the most of any Conservative Chancellor. Prior to that he was elected in 2001 as the youngest Con- servative MP, ran David Cameron’s successful cam- paign to become Leader of the Conservative Party and helped negotiate the formation of Britain’s first Coalition Government since the Second World War. Today, Mr. Osborne is Editor of London’s Evening Standard, one of Britain’s largest circulation news- papers, a post he has held since 2017. He is also a senior adviser to the BlackRock Investment Institute. He chairs the Partners Council of EXOR, the hold- ing company for firms like Fiat Chrysler, Ferrari and A (young) elder of the Economist magazine.
