Media Work WUC Concerned about New Chinese Terrorist List In its 6 April press release, the WUC expressed its concern about the publication of a new “terrorist list” by the Chinese Ministry of Public Security. Six Uyghur men have been included in the list, namely Nurmemet Memetmin, Abdulkyum Kurban, Paruh Tursun, Tursunjan Ebibla, Nurmemet Raxit, and Mamat Imin Nurmamat, on charges of belonging to the East Turkistan Islamic Movement (ETIM), an alleged terrorist organization deemed by China as the greatest threat to the country’s safety. The WUC however believes that the Chinese authorities are once again overstating the “Uyghur terror threat” to the country, misusing the “global war on terror” to further increase its crackdown on the Uyghur population. WUC Denounces Chinese Pressures on Japan to Hinder WUC General Assembly in Tokyo In its 10 April press release, the WUC denounced China´s unjustified pressure on the Japanese authorities in a bid to refrain the organisation to host its 4th General Assembly (GA) in Tokyo between 14 and 17 May. The Chinese authorities stated that “the organization [WUC] seeks to damage Chinese sovereignty.” The GA is followed by the WUC annual Leadership Training Seminar. The WUC urged Japanese authorities to not comply with Chinese claims. WUC President Rebiya Kadeer expressed her concerns about Chinese attempts to extend its pressure even to democratic countries since it is not the first time that China tried to hinder or block Uyghur events in exile. The WUC urged the international community to express its disagreement with China´s pressure on foreign governments to violate basic human rights. Past Events Uyghurs’ Plight Discussed at 19th session of the UN Human Rights Council From 27 February until 23 March 2012, the 19th session of the UN Human Rights Council (HRC) was held in Geneva, Switzerland. The World Uyghur Congress (WUC) conveyed its deepest gratitude to all stakeholders that raised and discussed the violation of Uyghur human rights. The Helsinki Foundation for Human Rights (IHF), the Mouvement contre le racisme et pour l’amitié entre les peuples (MRAP), the Nonviolent Radical Party Transnational Transparty (NRPTT) as well as delegates from the US and the UE highlighted the plight of the Uyghur people. COMPREHENSIVE ENCIRCLEMENT: THE CHINESE COMMUNIST PARTY’S STRATEGY IN XINJIANG GARTH FALLON A thesis submitted for the degree of Master of Philosophy School of Humanities and Social Sciences International and Political Studies July 2018 1 THE UNIVERSITY OF NEW SOUTH WALES Thesis/Dissertation Sheet Surname or Family name: FALLON First name: Garth Other name/s: Nil Abbreviation for degree as given in the University calendar: MPhil School: Humanitiesand Social Sciences Faculty: UNSW Canberraat ADFA Title: Comprehensive encirclement: the Chinese Communist Party's strategy in Xinjiang Abstract 350 words maximum: (PLEASETYPE) This thesis argues that the Chinese Communist Party (CCP) has a strategy for securing Xinjiang - its far-flung predominantly Muslim most north-western province - through a planned program of Sinicisation. Securing Xinjiang would turna weakly defended 'back door' to China into a strategic strongpointfrom which Beijing canproject influence into Central Asia. The CCP's strategy is to comprehensively encircle Xinjiang with Han people and institutions, a Han dominated economy, and supporting infrastructure emanatingfrom inner China A successful program of Sinicisation would transform Xinjiang from a Turkic-language-speaking, largely Muslim, physically remote, economically under-developed region- one that is vulnerable to separation from the PRC - into one that will be substantially more culturally similar to, and physically connected with, the traditional Han-dominated heartland of inner China. Once achieved, complete Sinicisation would mean Xinjiang would be extremely difficult to separate from China. In Xinjiang, the CCP enacts policies in support of Sinication across all areas of statecraft. This thesis categorises these activities across three dimensions: the economic and demographic dimension, the political and cultural dimension, and the security and international cooperationdimension.

  • Annoucement International Conference on Uyghur 01.10.2012
International Conference on the Upcoming Chinese Leadership Change and its Potential Impact on Uyghurs The East Turkestan Union in Europe is pleased to announce that the international conference on the impact of China's upcoming leadership change in relation to Uyghurs will take place 1st of October 2012, At the Bavarian Parliament Munich, Germany. The conference is organised in collaboration with the Bavarian parliamentary groups of • the Social Democratic Party (SPD) • the Green Party (Bündnis/90 Die Grünen) and supported by the World Uyghur Congress (WUC). The timing of the international conference has particular poignancy as October 1st is the Chinese national holiday, yet mourned by millions as a day when freedom and human rights were lost. At the conference, which will be held at the Bavarian Parliament, the situation of the Uyghur people in East Turkestan after 63 years of the Chinese communist occupation and the impact of the Chinese leadership change will be at the forefront of the agenda. Themes such as improvement of the work of the diaspora Uyghur human rights movement will also be discussed, from which a strengthening of existing strategies and the development of new ones will be discussed. Present at the Conference will be eminent scholars, parliamentarians, international human rights activists and experts on the issues at hand, some of whom have been invited as speakers. In October, it is expected that the 18th National Congress of China will convene in a major leadership change. Current Paramount Leader, Hu Jintao, and China's Premier, Wen Jiabao will have to vacate their positions at the highest echelons of power in China, paving the way for potential reform or hardening current policies – it is depending crucially on who the next leaders will be.

  • 1 Chapter 12. Transnationalization As Mediation: Uyghur's Rights
Chapter 12. Transnationalization as Mediation: Uyghur’s rights-based mobilization outside China Laura Trajber Waisbich Introduction In June 2009 interethnic clashes between Han and Uyghur groups in the Chinese province of Xinjiang claimed 197 deaths and thousands of disappearances in less than a week. By April 2013, new inter-ethnic clashes had claimed more than 20 further deaths, and sporadic violence continues until today. In spite of their frequency, these clashes seemed to surprise the global public, as both the Uyghur and the dynamics of ethnic issues in China are relatively unexplored issues in global politics. The Uyghur are a Turkic ethnic group in China, and the original inhabitants of a region known as the East Turkistan, today called the Uyghur Autonomous Region of Xinjiang. The majority of the Uyghur are Sunni Muslims. Albeit the figures are disputed, official data states that Han, the major group in China constitute 91% of the population. Together the remaining 55 groups make 100 million people. Amounting to just 0.8% of the total population, the Uyghur are nonetheless nine million in China, plus another million Uyghur living in exile. By comparison, Tibetans in China are 5.4 million. Both the myth of a homogenous China (Shih, 2002) and the dominance of the Tibetan issue, contribute to Uyghur invisibility. Uyghur independence and autonomy claims dates more than a century, and today there is an active diaspora, in charge of carrying on long-distance nationalist mobilizations outside China, seeking for political changes back in Xinjiang. The Uyghur quest at the international level is to visibility and intelligibility, and therefore legitimacy for their cause.

As such, the situation in Xinjiang and the particular case of the Uyghur provide and excellent introduction into China’s minority situation and the challenges it faces in this new millennium. In the summer of 2002, both the United States and the United Nations supported China’s claim that an organization known as the East Turkestan Islamic Movement (ETIM) should be recognized as an international terrorist organization.1 It is important to note, however, that China makes little distinction between separatists, terrorists, and civil rights activists – whether they are Uyghurs, Tibetans, Taiwanese, or Falun Gong Buddhists.

Drawing upon a wide variety of observations from academics, politicians, and journalists, it formalises the concept of ‘the human rights repertoire’. Political actors employ this set of strategies by making claims of human rights abuse in order to further their interests. The article delineates the logic and expectations of the repertoire, as well as its intermediate goals and the claim components and behaviour it uses to achieve them. The human rights repertoire is an information-based, non-violent strategy, which relies on the power of norm invocations and displays of abuse to secure support from the target audience.

  • XVII Session of the Unrepresented Nations and Peoples Organization Presidency
XVII Session of the Unrepresented Nations and Peoples Organization Presidency 27 – 29 June 2014 Are Ethnic, Religious and Linguistic Minorities Just Pawns on the Geopolitical Chessboard? Conference Overview: The emphasis placed on geography when analyzing international relations, security questions and power shifts within the international system can help shed light on the complex forces at play: the struggle for territory and power is exemplified by many of the pressures endured by Members of the Unrepresented Nations and Peoples Organization (UNPO). In light of large scale globalization and constant quests for scarce resources and trade ties, climate change and geopolitical issues have become top security concerns, while economic priorities have influenced the global political discourse - in some cases fueling domestic social and political tensions. In light of the increasingly alarming situation various regions are facing in China, and Crimea in Ukraine, the conference aims to provide a better understanding of the geopolitical complexities that shape the lives of ethnic, religious and linguistic minorities in the mentioned regions. To address these issues, international experts, community representatives, academics and high-ranking politicians will come together to share their insights and expertise, bearing in mind that both Crimean Tatars and Uyghurs live in geopolitically strategic locations, and incidentally face escalating discrimination and oppression emanating from various geographical, political and economic factors underpinning regional security challenges. People’s Republic of China (PRC)’s continued ruthless oppression attests to the fact the East Turkestan (‘Xinjiang’) and Tibet are undoubtedly valuable; economically, strategically, and militarily. While, both regions remain pivotal for PRC’s national security interests, as both buffer zones and anchors, they are also rich in natural resources.
