Mr. Pounder and Mr. Rhoades previously founded America Rising, a Republican political opposition research firm. The Times also reported that since President Trump took office, at least 40 FOIA requests have been submitted to the EPA by Allan Blutstein, a vice president for both Definers and America Rising. Many of those requests sought records about EPA employees who had been critical of the Trump administration.
