The University of Fiji has proved beyond any doubt that it is a major contributor to the tertiary education sector in Fiji. For a new private university with limited resources to not only embark but to succeed in areas such as Medicine, Law, Educational Leadership and Business Administration, is a major achievement. With continued support, good leadership and farsightedness of the Founders, the University has begun to see a rapid growth in its student population, better-quality staff, and a close engagement with the government for funding to enhance the quality and delivery of education. The Vice Chancellor, Professor Srinivasiah Muralidhar The University of Fiji, in the last seven years, has strengthened its partnership with the greater Western Division, and now is spreading its services to the entire country. With the support of the University Council, we have been regularly reviewing our academic programmes, and introducing new programmes to remain relevant in the contemporary academic scene. The Fijian Diploma of Nursing Curriculum: An indigenous case study of a curriculum change A thesis presented in fulfilment of the requirements for the degree of Doctor of Philosophy in Nursing at Massey University, Palmerston North, New Zealand Alisi Talatoka Vudiniabola 2011 i Abstract This thesis explores an educational change process in Fiji and used a case study methodology to examine the introduction of the 2004 Diploma of Nursing programme in the Fiji School of Nursing. The three-year competency based curriculum was developed and funded by the Australian government through the Fiji Health Sector Improvement Project (FHSIP) with limited participation of the local teachers at the Fiji School of Nursing. Many problems beset the programme, beginning with its rushed implementation at the end of an academic year and the incompleteness of the curriculum document. Teachers questioned the quality and nature of the competency based curriculum, and the absence of many supportive networks and resources to facilitate curriculum change. The majority of the staff did not understand the competency-based nature of the curriculum and its requirements. Using the vanua indigenous research framework and Fullan’s educational change theory to guide and inform the case study, qualitative methods of data collection and analysis were employed, including documentary analysis, participant observations and interviews. Talanoa, a culturally appropriate method of data collection for Pasifika people was used in both individual and group interviews.

    4 Plus ça change …? Frank Bainimarama’s coup on 5 December 2006 shared many features with Sitiveni Rabuka’s first coup back in May 1987. On both occasions, the military sought to dismiss the democratically elected government of the day, a goal easily achieved. But, on each occasion, sustaining that achievement under the umbrella of constitutionality proved impossible. Rabuka’s solution was a second coup five months later, which led to the formation of a republic and eventually to the creation of a new constitution in 1990. Bainimarama resisted a constitutional response until legal realities caught up with him in 2009. He finally introduced a new constitution in 2013.1 What made Bainimarama’s coup so different, however, and which partially explains its seven-year delay in constitutional resolution, was its anti-establishment character. Whereas Rabuka in 1987 simply wished to restore the status quo ante and return to power the Fijian elites that Timoci Bavadra’s Labour Party had democratically threatened, Bainimarama’s coup in 2006 necessitated a wholesale transformation of those elites and their power; indeed, he blamed ‘those indigenous Fijians in powerful positions who are power hungry and look after the interests of an elite group’ as the cause of Fiji’s problems.2 How extensive that transformation would be was 1 The Director of the Fiji Human Rights Commission (FHRC), Dr Shaista Shameem, alluded to this in her report to the UN High Commissioner for Human Rights in mid-2007.     The University of Fiji Annual Report 2010 Note from the Vice - Chancellor The year started with a review on the strategic plan. Five new postgraduate programmes were launched during the year; these courses were from CIRA, University Wide Programmes, Department of Education, Masters of Business Administration and Department of Language, Literature and Communication. An application was made to the Board of Legal Education early in 2010 for the approval of the Bachelor of Law programme. The Board, after due deliberations, approved the programme in June 2010. His Excellency, the President of the Republic of the Fiji Islands, Ratu Epeli Nailatikau, formally launched the School of Law on 12 August 2010. The Vice- Chancellor, Professor Shrinivasiah Muralidhar Among the dignitaries present on the occasion were the First Lady, Adi Koila Nailatikau, the Acting Prime Minister, Hon. Ratu Epeli Ganilau, Ministers of Cabinet, and the Chief Justice, Honorable Anthony Gates, members of the legal fraternity, members of the diplomatic corps and members of the University Council, staff and students. This year we had visits from three External Advisers, Professor Amrik Sohal with the Department of Management, followed by Professor Ian Donaldson with the Department of Language, Literature and Communication, and Professor Dharmendra Sharma with the Department of Computer Science and Information Technology. Another significant establishment in 2010 was the UniFiji Counseling Service that started immediately after the commencement of the Student Counselor’s appointment on 7 June 2010. There was a significant improvement in the salary and other incentives, for both senior and support staff of the University. The Registrar circulated details of these incentives, as approved by Council, to staff.
