    Scholarship recipient Nadine Farid ’95 lauds the generosity and continuing impact of scholarship donor Robert V. Copeland ’37 by Nadine Farid ’95 Climenko/Thayer Lecturer on Law Harvard University Law School DePauw graduates of generations past are renowned for their generos- ity. However, not all DePauw alumni have had the opportunity to not only benefi t from an alum’s thoughtful gift to the school but also make the close acquaintance of that alumnus or alumna. Those of us who were fortunate enough to receive the Copeland Scholarship to DePauw, established by Robert V. “Bob” Copeland ’37, had that rare opportunity. Mr. Copeland, who passed away on Aug. 12, 2004, came to DePauw in the footsteps of his two older brothers. He was, by all accounts, the quintessential DePauw student – intelligent, friendly, heavily involved in student life and dedicated to DePauw sports, playing basketball and football, and lettering twice. His fondness for the school and his experi- ence there is evident in his early career as an educator as well as in his exemplary generosity to the school. An Indiana boy who attended the former Valley Mills High (now part of Decatur Central High School) near where he was raised in India- napolis, Mr. Copeland moved to my hometown, Lebanon, Ind., prior to his retirement from Eli Lilly and Company in the 1970s. He and his wife, Josephine, lost their son Ronald in childhood. The Copeland Scholar- ship, now in the names of Robert and Josephine S.     The Highest Tide Is a Lyrical Love Poem to Olympia

    FOR IMMEDIATE RELEASE Release Date: 01/29/2020 End Date: 03/21/2020 The Highest Tide is a lyrical love poem to Olympia Olympia, WA – January 29, 2020 – Harlequin Productions presents Jane Jones’ adaptation of Jim Lynch’s bestselling novel, The Highest Tide, February 28th through March 21st at the State Theater in downtown Olympia. Artistic Director Aaron Lamb will direct. The beach talks to Miles O’Malley. Obsessed with all things aquatic,13-year-old, stature- challenged Miles loves combing the tidal beaches near his Puget Sound home in the middle of the night. When one of his discoveries lands him unexpectedly in the news, he is launched into involuntary celebrity, shaking his world in a way that is only topped by the Nisqually earthquake. The Highest Tide is a story about Olympia. As Jim Lynch puts it, Harlequin’s production will be mounted “within a stroll from the tidal flats that inspired the book in the first place.” Having recently become a full-time Olympia resident himself, Lamb chose the adaptation for the 2020 Season “to celebrate the community I've chosen to be a part of.” Outside of the locale, Lamb was drawn to the lyrical simplicity of Lynch’s writing, which distills nuanced, complex subjects and ideas into language that is at once poetic and disarmingly direct. As adapter Jane Jones puts it, “The magic of life, the unsettling awakenings of sexual desire, the loss of innocence, the guilt of deception and the confrontation of death all find their way, miraculously, into this story.” Lamb makes clear that Lynch’s writing will be front-and- center in the adaptation: “We are presenting Jim’s story.

He just point- ed to the flames, still about four miles away, then whispered: “Aviones . bombas” (planes . bombs). —Guernica survivor iulio Douhet, Hugh Trenchard, Billy Mitchell, and Henry “Hap” Arnold were some of the greatest airpower theorists in history. Their thoughts have unequivocally formed the basis of G 1 modern airpower. However, their ideas concerning the most effective use of airpower were by no means uniform and congruent in their de- termination of what constituted a vital center with strategic effects. In fact the debate continues to this day, and one may draw on recent con- flicts in the Middle East to make observations on the topic. Specifi- cally, this article examines the actions of one of the world’s largest air forces in a struggle against its own people—namely, the rebels of the Free Syrian Army (FSA). As of early 2013, the current Syrian civil war has resulted in more than 60,000 deaths, 2.5 million internally displaced persons, and in ex- cess of 600,000 refugees in Turkey, Jordan, Iraq, and Lebanon.2 Presi- dent Bashar al-Assad has maintained his position in part because of his ability to control the skies and strike opposition targets—including ci- vilians.3 The tactics of the Al Quwwat al-Jawwiyah al Arabiya as- Souriya (Syrian air force) appear reminiscent of those in the Spanish Civil War, when bombers of the German Condor Legion struck the Basque market town of Guernica, Spain, on 26 April 1937.

Owen* Abstract The role of the U.S. federal government in regulating economic and social interactions has grown exponentially since the establishment of Madisonian democracy in 1788. This has undermined one of the Founders’ key assumptions—that the role of the federal government would be small. The three-branch structure of government is inadequate to control the vastly increased opportu- nities for private interests to influence policy. The power of private interests is unbalanced; eas- ily organized influencers have far more weight than large, poorly organized interests. This leads to policies that promote inequality. In addition, political decisions are dominated by the reliance of legislators and administrators on interest group information and resources. There is little in- centive for policymakers to consider their impact on the “general welfare,” however measured. Also, there is little effective quality control of federal policies. The standard remedy for these im- perfections is regulation of campaign financing and lobbying. Unfortunately, such regulation is constrained by First Amendment freedoms. I propose creation, within the Madisonian frame- work, of a fourth branch with the power to veto policies that reduce aggregate welfare and equality of means. Bruce M. Owen is the Morris M.
