Mangere-Otahuhu Local Board OPEN MINUTES Minutes of a meeting of the Mangere-Otahuhu Local Board held in the Otahuhu Town Hall, 10 High Street, Otahuhu on Wednesday, 31 October 2012 at 5.00pm. Secretarial Note: Cr Alf Filipaina put his apology in for absence. 3 Declaration of Interest There were no declarations of interest. 4 Confirmation of Minutes Resolution number MO/2012/248 MOVED by Member CM Elliott, seconded Member WT Togiamua: That the minutes of the Mangere-Otahuhu Local Board held on Wednesday, 26 September 2012, be confirmed as a true and correct record with the following amendment: Item 15 Moana-Nui-a-Kiwa Leisure Centre Fun Pool Upgrade d) Accepts the quote for services of Davis Langdon NZ Ltd for $2,500 and Jasmax Architects for $1,000 (a total of $3,500) to be funded from the Mangere- Otahuhu Local Board’s Community Response Operating Fund Budget. Minutes Page 2 Mangere-Otahuhu Local Board 31 October 2012 8.2 Otahuhu Recreation and Youth Centre Resolution number MO/2012/250 MOVED by Member CF O'Brien, seconded Member CM Elliott: That the deputation from Christine Mercer and Joe Griffin of the Otahuhu Recreation and Youth Centre be received. CARRIED Secretarial Note: Item 8.1 was considered after Item 8.2. 8.3 Living Wage Aoteroa New Zealand Resolution number MO/2012/251 MOVED by Member TF Lauese, seconded Member CF O'Brien: That the deputation from Jill Ovens of the Living Wage Aotearoa New Zealand be received. CARRIED 9 Public Forum 9.1 Weed Control on the Tamaki Estuary Les Thomas spoke to the Board regarding a Tamaki River Pathway Project. 9.2 Twinning Agreement – Nuseirat Refugee Camp in Central Gaza Roger Fowler spoke to the Board regarding the Nuseirat Refugee Camp in Central Gaza and whether the Board would consider setting up a Twinning Agreement with them to encourage friendship and understanding between our two communities. 10 Extraordinary Business There was no extraordinary business. Minutes Page 3 Mangere-Otahuhu Local Board 31 October 2012 11 Notices of Motion 11.1 Notice of Motion - Objections to Off-Licence Applications Resolution number MO/2012/252 MOVED by Member PE Skelton, seconded Member WT Togiamua: a) That the Notice of Motion: Objections to Off-Licence Applications report be received. b) That the Mangere-Otahuhu Local Board lodges objections to liquor licences in its local board area for: i) all new off-licence applications, in line with the local board’s intent to reduce harm from alcohol abuse through a reduction in outlet numbers ii) all renewals of existing off-licences, (including new owners of existing premises), with the exception of premises that voluntarily adopt hours of operation from 10.00am to 8.00pm, Monday to Saturday, to limit availability. CARRIED 11.2 Notice of Motion - Auckland Council as a Living Wage Council Resolution number MO/2012/253 MOVED by Member CF O'Brien, seconded Member L Sosene: a) That the Notice of Motion: Living Wage Aotearoa New Zealand report be received. b) That the Auckland Council and the Māngere–Ōtāhuhu Local Board commit to the principle of the living wage to support community well- being. c) That the Māngere–Ōtahuhu Local Board recommends that Auckland Council pay employees a Living Wage. d) That the Māngere–Ōtahuhu Local Board recommends that Auckland Council incorporates the Living Wage and job security into its procurement policy and partnerships with social and environmental agencies. e) That this Mangere-Otahuhu Local Board supports a living wage in any submissions to the Community Development Strategy. f) That this Mangere-Otahuhu Local Board requests a report on the impact of a Living Wage on Auckland Council be prepared by a joint working party comprising representatives of Auckland Council, relevant Unions and Living Wage Aotearoa New Zealand. CARRIED Minutes Page 4 Mangere-Otahuhu Local Board 31 October 2012 11.3 Notice of Motion – Maui dolphin extension of range of protection Resolution number MO/2012/254 MOVED by Member CM Elliott, seconded Member CF O'Brien: a) That the Mangere-Otahuhu Local Board notes and shares the strong concerns of various private individuals and organizations who have submitted to the New Zealand Government about the dwindling numbers of Maui’s dolphins on New Zealand’s West Coast. b) That the Mangere-Otahuhu Local Boardstrongly recommends that the New Zealand Government enacts the following additional protection measures: i) implementing full protection measures and testable management targets for recovery of Hector's and Maui's dolphins; ii) eliminating use of commercial and recreational unattended set nets (gill netting) and trawling within the Manukau Harbour. iii) extending protection out to the 100m depth contour along the West Coast in those areas falling within the precincts of the Waitakere Ranges Local Board and the Franklin Local board. iv) introducing a comprehensive scientifically sound observer programme on trawlers and boost policing of measures within the precincts out lined in Attachment A. CARRIED 11.4 Notice of Motion - Set-up of working parting and support for preparatory work for clearing mangroves from Māngere-Ōtāhuhu Local Board area Resolution number MO/2012/255 MOVED by Member CM Elliott, seconded Member SR Taylor: a) That the Mangere-Otahuhu Local Board receives the notice of motion. b) That the Board agrees to set-up a working party to detail requirements, in discussion with council officers and potential contractors, for preparatory work on clearing mangroves in the Manukau harbour area, Māngere-Ōtāhuhu Board. d) That quarterly reporting on project milestones and achievements is provided to the Mangere-Otahuhu Local Board by Board representatives. CARRIED Resolution number MO/2012/256 MOVED by Member CF O'Brien, seconded Member TF Lauese: c) That the Mangere-Otahuhu Local Board appoints Peter Skelton and Carrol Elliott to work with officers to scope, develop and have an oversight on a project to manage mangroves in the local board area. CARRIED Minutes Page 5 Mangere-Otahuhu Local Board 31 October 2012 12 Manukau Ward Councillors Update There were no councillors present. 13 Auckland Transport Monthly Update Report - October Resolution number MO/2012/257 MOVED by Member PE Skelton, seconded Member CM Elliott: a) That the Mangere-Otahuhu Local Board receives the September 2012 Auckland Transport report. b) That the Mangere-Otahuhu Local Board endorses the submission made by the Board’s Transport Portfolio Leaders on the Multi Modal East West Study. CARRIED 14 Draft Regional Public Transport Plan consultation with Local Boards Resolution number MO/2012/258 MOVED by Member PE Skelton, seconded Member CM Elliott: That the Mangere-Otahuhu Local Board notes the consultation period for the draft Regional Public Transport Plan and requests that Local Board Advisors work with the Auckland Transport Elected Member Liaison in the development of the Local Board’s submission by 30 November 2012.
