The Superintendent presents the following recommendations: 1. That the Board of Education grant permission to the Colonia High School Rho Kappa Honor Society to travel to Washington, DC, from February 21, 2020, through and including February 22, 2020, at no cost to the district, provided that all policies and regulations governing overnight trips are adhered to prior to and during the trip. 2. That the Board of Education grant permission to the Colonia High School Science Research Team to participate in the Jersey Shore Junior Science Symposium at Ocean County College, in Toms River, , from March 16, 2020, through and including March 17, 2020, at no cost to the district, provided that all policies and regulations governing overnight trips are adhered to prior to and during the trip. 3. That the Board of Education grant permission to the John F. Kennedy Memorial High School Academic Team to participate in the Academic Team National Competition in New Orleans, Louisiana, from May 22, 2020, through and including May 25, 2020, at no cost to the district, provided that all policies and regulations governing overnight trips are adhered to prior to and during the trip. 4. That the Board of Education adopt the attached resolution commending twenty-seven students from Colonia High School for their induction into the Mu Alpha Theta Honor Society. 5. That the Board of Education adopt the attached resolution commending Colonia High School for receiving the College Board AP Computer Science Female Diversity Award for attaining female student representation in AP Computer Science Principles for 2019. 6. That the Board of Education adopt the attached resolution commending the Colonia High School Football Team for volunteering their time on behalf of The Marisa Tufaro Foundation bringing Super Bowl fun to pediatric patients and their families. 7. That the Board of Education adopt the attached resolution commending eleven students from Avenel Middle School for being selected as Middle School Scholar Athletes during the 2019-2020 Winter Sports Season. 8. That the Board of Education adopt the attached resolution commending nineteen students from Colonia Middle School for being selected as Middle School Scholar Athletes during the 2019-2020 Fall Sports Season. 9. That the Board of Education adopt the attached resolution commending fifteen students from Fords Middle School for being selected as Middle School Scholar Athletes during the 2019-2020 Fall Sports Season. 10. That the Board of Education approve the previously submitted NJDOE Equivalency Application under N.J.A.C. 6A:32-4.1(d) requesting a waiver for a full time non-teaching principal to be present during the time frame that students are physically present in the Reaching Individual Student Excellence (R.I.S.E.) building. 23. That the Board of Education approve payment to Bergen County Special Services School District, Educational Enterprises Division, to provide Assistive Technology Assessments at the rate of $950.00/each for the 2021-2020 school year.

WHEREAS, out of the 20,000 institutions that offer AP courses, Colonia High School was one of only 639 to be recognized for engaging female students in AP Computer Science principles; and

WHEREAS, this outstanding accomplishment brings honor and acclaim not only to Colonia High School, the school district, but also to the entire community; and

WHEREAS, it is the desire of the members of the Board of Education of the Township of Woodbridge to express their congratulations to Colonia High School for bringing this honor to the school district, and the Township of Woodbridge.

That the Board of Education adopt the attached resolution acknowledging the Middlesex County Sheriff’s Office for conducting the Drug Abuse Resistance Program (D.A.R.E.) for nine schools in the Woodbridge Township School District. 2. That the Board of Education adopt the attached resolution commending Karen Ricci, a teacher at Matthew Jago School #28, for receiving the 2019 Hess Toy Truck STEM Kit. 3. That the Board of Education adopt the attached resolution acknowledging the generous donation of $250.00 made by the Motorcycle Committee of the Elks of Woodbridge to the students of the Reaching Individual Student Excellence (R.I.S.E.) program. 4. 12. That the Board of Education approve the participation of the Woodbridge Township School District in the state-approved 2020 Governor’s Educator of the Year Program to identify outstanding members of the teaching profession and educational services personnel.

TRANSPORTATION SAFETY

The safety and welfare of students shall be the first consideration in all matters pertaining to transportation. The Woodbridge Township Board of Education directs the superintendent to oversee development of regulations to govern:

A. Student conduct on buses;

B. Inservice education for bus drivers to include:

1. Management of students; 2. Safe driving practices; recognition of hazards; 3. Special concerns in transporting students with disabilities; 4. Emergency procedures on the road; accident report; 5. Information on required drug and alcohol testing.

Accidents

Forms shall be provided for the immediate reporting of all incidents involving a district-owned or contracted vehicle that include any of the following:

A. Physical injury to anyone concerned, no matter how minor;

B. Property damage of any kind, even if the financial loss is negligible;

C. Failure of any mechanical function of a district-owned or contracted vehicle during operation, even if no injury or damage results.

It shall be the responsibility of the superintendent to direct an investigation on the report and to comply with the law. The information gained shall be considered in evaluating personnel performances, and in scheduling inspection of vehicles.

Training for Interacting with Students with Special Needs

The (board or board of education contractor that provides student transportation services) shall administer the New Jersey Department of Education developed training program on the proper procedures for interacting with students with special needs to all school bus drivers and school bus aides that it employs. The training program includes appropriate behavior management; effective communication; use and operation of adaptive equipment; and understanding behaviors that may be related to specific disabilities.

The training program shall be administered prior to that individual operating a school bus or serving as an aide on a school bus.

The (board or board of education contractor that provides student transportation services) requires that a school bus driver or school bus aide file a certification with the (board or board of education contractor that provides student transportation services) that the individual has completed the training program within five business days of its completion. The (board or board of education contractor that provides student transportation services) shall retain a copy of the certification for the duration of the individual's employment, and shall forward a copy of the certification to the New Jersey Department of Education.

The parent or guardian of a student with an individualized education plan shall complete the student information card when the individualized education plan is developed or amended for a student who receives transportation services. The student information card, developed by the New Jersey Department of Education, shall include information that should be readily available to a school bus driver and school bus aide for the purpose of promoting proper interaction with a student with special needs.

Upon receiving consent from a student's parent or guardian, the a copy of the completed student information card shall be provided to the student’s assigned school bus driver and school bus aide.

Drills

Emergency evacuation drills shall be conducted regularly throughout the school year to acquaint the student riders thoroughly with emergency situations. An emergency evacuation drill shall be held as soon as possible after the opening day of school and then at least twice a year. Students who do not require busing shall participate in a drill as necessary before a field trip. All students shall receive evacuation instruction at least once within the school year.

Vehicles and Equipment

All district-owned or contracted vehicles used to transport children shall be maintained in such condition as to provide safe and efficient transportation service with a minimum of delays and disruption due to mechanical or equipment failure.

All district-owned or contracted vehicles used to transport children shall conform to state standards for such vehicles and shall be equipped with all safety devices required by code and statute.

All passengers on buses equipped with seat belts shall wear properly adjusted and fastened seat belts or other child restraint systems at all times while the bus is in operation.

Bus Drivers

Drivers of all Type I and Type II school vehicles used to transport district students shall be licensed by the State of New Jersey as bus drivers. They shall comply with all state requirements on physical condition, criminal history clearance, etc. The district shall be in compliance with all drug and alcohol testing requirements of the Omnibus Transportation Employee Testing Act and implementing regulations and shall provide all bus drivers with required information on them (see policy 4219.23 Employee Substance Abuse). Bus drivers are responsible for the safety of students entering, riding, and departing their vehicle. All preschool, kindergarten, first grade and special needs students must be met by a parent, or other designated responsible adult, at the bus stop for drop off. Should no one be at the bus stop to meet the preschool, kindergarten, first grade or special needs student, the bus driver is required to bring the student to the nearest district run aftercare or return the student to school and the parent will be responsible for any aftercare charges.

The Woodbridge Township Board of Education recognizes that plagiarism is a serious issue in education today. Plagiarism results when there is an intentional representation of another’s ideas, words, or work as one’s own without giving proper credit to the originator of the information or material. This includes the misuse of published material, electronic material and/or the work of other students. Examples of plagiarism include but are not limited to the following:

 Copying the words or ideas of others from the internet, books, magazine articles, and other sources without quotation or citing the source. Additionally, students will be in violation of this policy if actions are taken to circumvent counter-plagiarism software and/or procedures.  Paraphrasing a source without proper citation.  Copying or paraphrasing the words or idea of other students, parents, siblings, or other family members and friends. The original writer who shares his/her paper for another to view and/or copy, without the permission of the teacher, is also engaged in plagiarism.  Copying or representing the academic work of others including any assignment as if it were your own.  Submitting purchased papers as your own.  Recycling and reusing previously submitted assignments, also known as self-plagiarism. Assignments are intended to enhance a student’s learning. By submitting a similar paper and/or parts of a paper, copying or paraphrasing passages from previous work, and/or recycling old data, students are choosing not to take part in that learning activity and are essentially opting out of the work assigned in the course

The original writer who intentionally shares his/her paper for another to copy, without the permission of the teacher, is also engaged in plagiarism. In addition, the improper use of another’s visual or musical representation of ideas is a form of plagiarism.

The penalty of plagiarism is a grade of a zero on the assignment with no make-up permitted. The teacher may also report the incident to the student’s parents/guardians, guidance counselor and the school administrators. A parental conference with school officials may also be required.

WHEREAS, the Woodbridge Township Board of Education (“Board”) believes that it is in the best interest of the District to hire a firm to provide construction management services related to the proposed bond referendum and related construction within the District; and WHEREAS, the value of a construction management firm can only be adequately determined by multiple measures such as price, reliability and experience; and WHEREAS, the competitive contracting process, N.J.S.A. 18A:18A-4.1 to -4.5, allows boards of education to award contracts based on criteria beyond the lowest price; and WHEREAS, the Board has requested and received authorization from the New Jersey Department of Community Affairs to utilize the competitive contracting process for construction management services pursuant to N.J.S.A. 18A:18A-4.1k. That the Board of Education retroactively approve the previously submitted employment agreement between the Board and Business Administrator/Board Secretary, Brian Wolferman, for the period from July 1, 2019 through June 30, 2020, and authorize the Board President, and the Superintendent of Schools as the attesting witness, to execute the agreement on the Board’s behalf.

23. That the Board of Education retroactively approve the previously submitted employment agreement between the Board and Assistant Superintendent for Human Resources, Joseph Massimino, Ed.D., for the period from July 1, 2019 through June 30, 2020, and authorize the Board President, and the Board Secretary as the attesting witness, to execute the agreement on the Board’s behalf.

24. That the Board of Education retroactively approve the previously submitted employment agreement between the Board and Assistant Superintendent for Curriculum and Instruction, John Bader, for the period from July 1, 2019 through June 30, 2020, and authorize the Board President, and the Board Secretary as the attesting witness, to execute the agreement on the Board’s behalf.

That the Board of Education retroactively approve the previously submitted employment agreement between the Board and Director of Special Services, Julie Bair, for the period from July 1, 2019 through June 30, 2020, and authorize the Board President, and the Board Secretary as the attesting witness, to execute the agreement on the Board’s behalf.
