This regulation is adopted pursuant to authority reserved to the Quinault Business Committee under Title 51, Section 51.03.030(g), and provides Quinault hunters with specific information important to the 2021-2022 hunting season. The general Off-Reservation Hunting regulations, included herein, provide Quinault hunt- ers with specific information regarding open hunting areas, hunter’s responsibilities, bag limits and season lengths for the 2021-22 hunting season. The Business Committee is in the process of negotiating a hunting co-management agreement with WDFW, with the intent to require all off-reservation state hunting citations issued to Quinault tribal members be referred to the Quinault Tribal Court for prosecution. Rayonier in the Copalis unit 642 and Weyerhaeuser and Green Diamond in the Wynoochee unit 648 (specifically the Satsop area) now require fee permits to hunt on their lands. Until the agreement with WDFW is completed, Quinault hunters should take notice that they will be hunting these areas at their own risk and there is no guarantee that Quinault hunters will not be prosecuted in state court. In addition to these annual regulations, the Quinault’s Title 51 (Fishing/Hunting/Gather- ing) contains requirements pertaining to: eligible hunters, permits, firearms restrictions, enforce- ment, violations and criminal offenses. NOTE: The State of Washington requires a Discover Pass for parking at or use of state parks and prop- erties. Tribal members lawfully exercising their treaty rights ARE NOT subject to state law and are only required to carry their tribal identification card. Until such time as the Quinault Nation works out an acceptable system for Quinault tribal members to access state lands without harassment, please report any violation notices or tickets issued for failure to have a Discover Pass to the Quinault Office of the Attorney General at 360.276.8215 ext. 1400 and QDNR Resource Protection. Off-reservation harvest may include 1 cow. **Each person may harvest a total of 3 deer On- OR Off-reservation COMBINED. Only 1 of the 3 deer may be harvested on-reservation. All 3 deer may be harvested off-reservation if desired. On-reservation deer harvest is restricted to bucks only. Off-reservation deer harvest may include one doe. Roosevelt Elk Type of Hunt: General Hunting Season *Each person may harvest a total of 2 elk On- OR Off-reservation COMBINED. Only 1 of the 2 elk may be harvested on-reservation. Both elk may be harvested off-reservation if desired. Off-reservation elk harvest has no point restrictions. Off-reservation elk har- vest may include 1 cow. Open Hunting Area: 602 Dickey*, 607 Sol Duc, 612 Goodman, 615 Clearwater, 618 Matheny, 638 Quinault Ridge, 642 Copalis, 648 Wynoochee Bull Season: July 1st, 2021 through February 28th, 2022 Cow Season: September 1st, 2021 through November 30th, 2021 Black-Tailed Deer Type of Hunt: General Hunting Season *Each person may harvest a total of 3 deer On- OR Off-reservation COMBINED. Only 1 of the 3 deer may be harvested on-reservation. All 3 deer may be harvested off-reser- vation if desired. On-reservation deer harvest is restricted to bucks only. Off-reservation deer harvest may include one doe. Open Hunting Area: 602 Dickey*, 607 Sol Duc, 612 Goodman, 615 Clearwater, 618 Matheny, 638 Quinault Ridge, 642 Copalis, 648 Wynoochee Buck Season: July 1st, 2021 through February 28th, 2022 Doe Season: September 1st, 2021 through November 30th, 2022 3 | 2021 - 2022 Black Bear & Cougar Black Bear Type of Hunt: General Hunting Season Bag Limit: Unlimited Open Hunting Area: Off Reservation Areas GMU’s: 602, 607, 612, 615, 618, 638, 642, and 648 Open Season: Open Year Round Other Restrictions: Baiting of bears off-reservation is prohibited. The use of dogs to hunt bears is not au- thorized as stated in Title 51. The QDNR Wildlife Section requests that hunters submit the first pre-molar of each bear harvested to the Fish & Game Office. The Wildlife Section ages black bears through cementum analysis of submitted tooth samples and can provide the results to hunters who submit teeth. Cougar Type of Hunt: General Hunting Season Bag Limit: Unlimited Open Hunting Area: Off Reservation Areas GMU’s: 602, 607, 612, 615, 618, 638, 642, and 648 Open Season: Open Year Round Other Restrictions: The use of dogs to hunt cougars is not authorized as stated in Title 51, except by special regulations allowing for scientific research or depredation issues. Successful hunters may present the pelt or skull of the harvested cougar to the QDNR Wildlife Section for examination of age and sex. 4 | 2021 - 2022 Upland Birds & Small Game Upland Birds Type of Hunt: General Hunting Season Bag Limit: Ruffed, Blue or Spruce Grouse (5 per day) Band-Tailed Pigeon (2 per day) Open Hunting Area: Off Reservation Areas GMU’s: 602, 607, 612, 615, 618, 638, 642, and 648 Open Season: September 1st, 2021 through February 28th, 2022 Additional Restrictions: Must report harvest to the Fish & Game Office. Must report harvest to the Fish & Game Office. 5 | 2021 - 2022 Waterfowl & Mountain Goat Waterfowl Type of Hunt: General Hunting Season Bag Limit: Ducks (7 per day) Geese (5 per day) Open Hunting Area: 602 Dickey*, 607 Sol Duc, 612 Goodman, 615 Clearwater, 618 Matheny, 638 Quinault Ridge, 642 Copalis, 648 Wynoochee Open Season: September 20th, 2021 through January 29th, 2022 Firearm Restrictions: Only shotguns may be used to hunt waterfowl. The use of lead shot is prohibited. Only lead shot substitutes or alternatives are allowed. Other Restrictions: Whistling and Trumpeter SWAN hunting is CLOSED year round. Must report harvest to the Fish & Game Office. Mountain Goats Type of Hunt: General Hunting Season Bag Limit: Unlimited Open Hunting Area: 602 Dickey*, 607 Sol Duc, 612 Goodman, 615 Clearwater, 618 Matheny, 638 Quinault Ridge, 642 Copalis, 648 Wynoochee Open Season: Open Year Round Other Restrictions: Must report location of Mountain Goat harvest to Fish & Game Office. 6 | 2021 - 2022 Fur-Bearing Small Game Trapping Trapping Type of Hunt: Trapping for Fur-bearing Small Game Bag Limit: Unlimited for Beaver, Bobcat, Coyote, Skunk, Mountain Beaver, Porcupine, Muskrat, Raccoon, River Otter, and Weasel Family (Long-tailed weasel, Short-tailed weasel, & Mink) Open Hunting Area: Quinault Indian Reservation Open Season: October 1st, 2021 through February 19th, 2022 Additional Restrictions: No trapping of marten and fisher. No trapping of marine mammals (includes sea -ot ters). No trapping of big game animals. Trap Restrictions: 1. Location of trap-line must be registered with the Fish & Game Office. 2.
