SAFETAK Sukladno Zakonu o otpadu (NN br. 178/04, 111/06, 60/08, 87/09), obvezu izrade plana gospodarenja otpadom imaju županije, Grad Zagreb, gradovi i općine te proizvođači otpada koji godišnje proizvedu više od 150 tona neopasnog otpada i/ili više od 200 kilograma opasnog otpada. Županije, Grad Zagreb, gradovi i općine plan gospodarenja otpadom donose za razdoblje od osam godina, a njegovo izvršavanje se provjerava godišnje putem izvješća o provedbi1/izvršenju2 plana gospodarenja otpadom. Usvojeno izvješće, županije, Grad Zagreb, gradovi i općine dostavljaju Ministarstvu zaštite okoliša, prostornog uređenja i graditeljstva (u daljnjem tekstu MZOPUG) i Agenciji za zaštitu okoliša (u daljnjem tekstu AZO). Proizvođači otpada plan gospodarenja otpadom izrađuju na obrascu PGO-PO, te ga dostavljaju nadležnom upravnom tijelu u županiji ili Gradu Zagrebu i u AZO. Obrazac PGO-PO se popunjava za razdoblje od četiri godine i to za svaku vrstu otpada koja nastaje njihovom djelatnošću. AZO ima obvezu prikupljanja podataka iz izvješća o provedbi1/izvršenju2 plana gospodarenja otpadom i podataka iz plana gospodarenja otpadom proizvođača otpada, te ih unositi u informacijski sustav3. U ovom Pregledu prikazuju se podaci o izrađenim planovima prema gore navedenim obvezama, zaprimljenima u AZO zaključno s 30. travnja 2011. godine. Sukladno AZO podacima, plan gospodarenja otpadom usvojilo je 18 županija, 26 gradova (od čega 7 velikih gradova) i 21 općina, dok su izvješće o provedbi1/izvršenju2 plana gospodarenja otpadom usvojile 4 županije, 4 velika grada, 6 gradova i 18 općina. Planove gospodarenja otpadom, do navedenog razdoblja, izradilo je 2537 pravnih subjekata / tvrtki, odnosno 3088 pripadajućih organizacijskih jedinica na lokacijama po županijama. 1 Županije i Grad Zagreb izrađuju izvješće o provedbi plana gospodarenja otpadom. 2 Gradovi i općine izrađuju izvješće o izvršenju plana gospodarenja otpadom. 3 Sukladno Zakonu o zaštiti okoliša (NN 110/07) i Uredbi o informacijskom sustavu zaštite okoliša (NN 68/08) jedan od osnovnih zadataka i ciljeva Agencije za zaštitu okoliša je uspostava vođenje, razvijanje, koordiniranje i održavanje Informacijskog sustava zaštite okoliša (ISZO). - 2 - Pregled podataka o planovima gospodarenja otpadom Zagreb, svibanj 2011. I UVOD Zakon o otpadu (NN br. 178/04) propisuje obvezu izrade plana gospodarenja otpadom županijama (čl. 10.), gradovima i općinama (čl. 12.) te proizvođačima otpada (čl. 12.). Pravilnik o gospodarenju otpadom (NN br. 23/07) propisuje oblik i sadržaj Obrasca PGO-PO – Plan gospodarenja otpadom proizvođača otpada. Na temelju čl. 19, Zakona o otpadu (NN br. 178/04), AZO ima obvezu pravovremeno i cjelovito prikupljati: - podatke iz izvješća o provedbi/izvršenju planova gospodarenja otpadom iz članka 10. i 11. Zakona o otpadu (NN br. 178/04) i - podatke iz plana gospodarenja otpadom proizvođača otpada iz članka 12. Zakona o otpadu (NN br. 178/04), te prikupljene podatke unositi u informacijski sustav kojeg AZO ima obvezu voditi. Prikupljene podatke AZO: - unosi u informacijski sustav općih tema zaštite okoliša u Bazu dokumenata održivog razvitka i zaštite okoliša i u informacijski sustav gospodarenja otpadom u Bazu podataka o planovima gospodarenja otpadom proizvođača otpada (dostupno na AZO web stranicama4), te ih - koristi u izradi izvješća o provedbi politike zaštite okoliša i izvješća o gospodarenju otpadom koja su sastavni dijelovi četverogodišnjeg Izvješća o stanju okoliša kojeg AZO ima obvezu izrađivati temeljem Zakona o zaštiti okoliša (NN br. 110/07). Ovaj Pregled sadrži popis pravnih subjekata / tvrtki i pripadajućih organizacijskih jedinica na lokaciji po županijama, koji su izradili plan gospodarenja otpadom na propisanome obrascu PGO ‐ PO, uključujući subjekte koji su izradili plan gospodarenja otpadom prije propisivanja obrasca, ali u skladu sa sadržajem zadanim u Zakonu o otpadu. Pregled tvrtki koje su izradile plan gospodarenja otpadom dostupan je i na AZO web stranicama4, u tematskoj cjelini Otpad pod Baza podataka i pod Izvješća. 4 http://www.azo.hr - 3 - Pregled podataka o planovima gospodarenja otpadom Zagreb, svibanj 2011. 1.1. PLAN GOSPODARENJA OTPADOM – PRAVNA OSNOVA Sukladno Zakonu o otpadu (NN br. 178/04, čl. 7), planski dokumenti gospodarenja otpadom jesu: - Strategija gospodarenja otpadom Republike Hrvatske, - Plan gospodarenja otpadom Republike Hrvatske, - županijski (regionalni) plan gospodarenja otpadom i Plan gospodarenja otpadom Grada Zagreba, - gradski, odnosno općinski plan gospodarenja otpadom, te - plan gospodarenja otpadom proizvođača otpada. 1.1.1. PLANOVI FUPANIJA, GRADOVA I OPĆINA Plan gospodarenja otpadom županije, odnosno Grada Zagreba: - sadrži osobito: mjere izbjegavanja i smanjenja nastajanja otpada; mjere gospodarenja otpadom prema najboljoj dostupnoj tehnologiji koja ne zahtijeva previsoke troškove; mjere iskorištavanja vrijednih osobina otpada, odnosno mjere odvojenog skupljanja otpada; plan gradnje građevina namijenjenih skladištenju, obradi ili odlaganju otpada u cilju uspostavljanja cjelovite nacionalne mreže građevina za zbrinjavanje otpada; mjere sanacije otpadom onečišćenog okoliša i neuređenih odlagališta; mjere nadzora i praćenja gospodarenja otpadom; izvore i visinu financijskih sredstava za provedbu pojedinih mjera te rokove za izvršenje utvrđenih mjera (Zakon o otpadu, NN br. 178/04, čl.10). Plan gospodarenja otpadom grada, odnosno općine: - sadrži osobito: mjere odvojenog skupljanja komunalnog otpada; mjere za upravljanje i nadzor odlagališta za komunalni otpad; popis otpadom onečišćenog okoliša i neuređenih odlaga- lišta; redoslijed aktivnosti sanacije neuređenih odlagališta i otpadom onečišćenog okoliša te izvore i visinu potrebnih sredstava za provedbu sanacije (Zakon o otpadu, NN br. 178/04, čl.11). Županijski, Grada Zagreba, gradski i općinski planovi gospodarenja otpadom moraju biti usklađeni sa Strategijom i Planom gospodarenja otpadom Republike Hrvatske, te sa Strategijom zaštite okoliša Republike Hrvatske i programima zaštite okoliša. - 4 - Pregled podataka o planovima gospodarenja otpadom Zagreb, svibanj 2011. U izradi plana gospodarenja otpadom, županije i Grad Zagreb surađuju s gradovima i općinama na svom području. Dvije ili više županija mogu donijeti zajednički plan gospodarenja otpadom. Planovi gospodarenja otpadom donose se kao sastavni dio programa zaštite okoliša određenog posebnim zakonom ili kao posebni dokument, za razdoblje od osam godina, a njihovo izvršavanje provjerava se godišnje. Županije, Grad Zagreb, gradovi i općine nemaju zakonsku obavezu dostave plana gospodarenja otpadom u AZO. Županijske skupštine, Gradska skupština Grada Zagreba te poglavarstva gradova i općina, dužni su jednom godišnje5 podnositi županijskoj skupštini, Gradskoj skupštini Grada Zagreba te gradskom i općinskom vijeću izvješće o provedbi/izvršenju plana gospodarenja otpadom, a poglavito o izvršenju utvrđenih obveza i učinkovitosti poduzetih mjera. Usvojeno izvješće nadležno upravno tijelo dostavlja u MZOPUG i AZO. Županijski, Grada Zagreba te gradski i općinski planovi gospodarenja otpadom i izvješća o provedbi/izvršenju plana gospodarenja otpadom objavljuju se u službenom glasilu županija, Grada

The share of foreign tourists in the overnight stays 70 amounted 94.4%. Cumulatively, during the first eight months, the number of over- night stays was 72.5 million (+11.8% more than in the same period last year). 60 For the whole 2016 total number of overnight stays stood at 77.8mn. Regular stock turnover amounted to HRK 4.86 million. (Positive) Croatian oil and gas company INA (INARA CZ) topped the liquidity board collecting HRK 3.2 million in 0,21% turnover and its price decreased 0.78% to HRK 3,175.00. 0,11% Adris’ (ADRSRA CZ) insurance company Croatia osiguranje (CROSRA CZ) finished with restructuring process and stopped negative trends. In the period Jan-Apr, Croatia osiguranje increased net profit by 61% yoy. For 2017, Management board expects GWP to increase by 4% yoy and net profit to reach HRK 226 mln. Insurance market in Croatia has been showing improvements, therefore in May, insurance -0,25% companies recorded total gross premiums in the amount of HRK 4.14 bln, which was an increase of CROBEX SBI BET SOFIX 2.24% yoy. Non life insurance premiums grew by 2.93% yoy to HRK 2.85 bln, while life insurance premiums increased by 0.75% to HRK 1.28% yoy.
