Former Fire Station Recommended as Site for New Police Headquarters Voters asked to approve a $5 million Prop. 2½ debt exclusion

By Michelle Sanford For some time, the Committee has been investigating Staff Reporter/Columnist various sites for the new police headquarters and over After months of research and discussions, the Mendon Police the last several weeks narrowed the options down to Station Building Committee believes the best option for the new two; complete the construction on the Morrison Dr. Police Department is to renovate the former Main St. fire station, shell or renovate the former fire station. After speaking adjacent to the Town Hall. During an April 12 meeting, a majority with architects, reviewing preliminary plans and costs, of the Committee voted to recommend their decision to the Board the Committee agreed the Main St. location is the best of Selectmen and will present their findings to residents when a debt option based on several factors. exclusion article to fund the project is brought forward during the May The plan for the former fire station is to renovate The former Mendon Fire Station in the Town Hall 5 Annual Town Meeting. the 2,228 square foot historical building and expand complex has been recommended as the site of the it to a nearly 9,200 square foot building. The square community’s new Police Station. footage number does include the upper level of the new addition, however, the Committee has been in talks with Blackstone Valley Tech to consider students completing the upper level at a later date, thus helping to defray costs. The Morrison Dr. shell is 6,700 square feet. According to Police Chief Dave Kurczy, the building would fit the needs of the Police Department for the time being but it wouldn’t be long before the Department began to outgrow it. There were also concerns about expansion there. Comparing locations, the Committee stated the former fire station provided quicker access to Main St. and was also more visible to residents, unlike the Morrison Dr. building, which is set far off the road. Members also liked the idea of repurposing the historical Main St. structure. To date, the cost to complete the Morrison Dr. shell is approximately $3.6 to $3.8 million, however that number does not include a second egress, street lighting or signage. The cost for the fire station option is estimated at $4.9 million, but because it is a historical building, Town Administrator Kim Newman stated $1 to $1.5 million of Community Preservation Act funding could be utilized to defray the final costs. As a result, the costs of each building are comparable. The amount on the warrant article is requesting $5 million. The Committee made a motion to move forward with renovating the fire station provided at least $1 million can be funded with CPA monies and other sources. With school debt coming off, the police station is not expected to cost tax payers; in fact, early estimates indicate even with the debt exclusion passed, taxes may still decrease. This will be the fifth time since 2004 town officials are bringing a debt exclusion before voters for a new police station; residents rejected the measure in 2004, 2006, 2008, and 2009. The newest proposal, which is a Prop. 2½ debt exclusion requires two votes for passage; a two/thirds majority vote at the Annual Town Meeting on Friday, May 5 and then a simple majority at the polls during the Annual Town Election on Tuesday, May 16. Both events are held at Miscoe Hill School.
