NATIONAL ACADEMY OF VETERINARY SCIENCES (INDIA) - Orientation and brief History Prof. Dr. R.N. Kohli 1.1: BACKGROUND The National Academy of Veterinary Sciences (India) - an apex premier agency for the development of veterinary sciences in India was established on lines similar to the National Academy of Medical Sciences by a few eminent visionary veterinarians to promote and consolidate the scientific views on policy matters related to Veterinary Science and Animal Husbandry and to strive for advancement of livestock sector in national economy through promotion of animal welfare. It has been registered by the Registrar of Societies, Delhi vide Registration Certificate No. S-2/4471 of 1993 dated 7th July 1993 and has emerged as the largest think-tank of all branches of the profession for research & development departments of the country engaged in animal husbandry & veterinary sectors. The Academy was established to promote the interests of veterinarians in the country and was launched with Dr. Chinta Mani Singh, regarded as the doyen of Veterinary Services in India, as its Founder President. The Academy was formally inaugurated by Hon’ble Minister of State for Animal Husbandry and Dairying (Independent Charge) Government of India, Dr. Raghuvansh Prasad Singh on 18th December 1996 in Vigyan Bhawan, New Delhi, and the Scrolls of Fellowship to the duly elected National Fellows/ Members during 1994-95, were presented to them by the Hon’ble Minister at the Investiture ceremony. The following are the aims and objectives of the Academy. 1.2: OBJECTIVES • Promotion of Knowledge of Veterinary Sciences in India and its practical application to problems of National welfare. • The recognition and encouragement of merit in all branches of Veterinary Sciences. • To secure co-ordination between Veterinary and other scientific academics, societies, associations, institutions and Government Veterinary/Animal Husbandry and scientific departments and services. • To seek help and co-operation of international agencies and national bodies of other countries. • To act through properly constituted national committee for veterinary scientific subjects for undertaking such Veterinary Scientific work of national and international importance as the Academy may be called upon to perform the public and the Government. • To publish such proceedings, abstracts, journals, memoirs, transactions and other publications as may be found desirable 1 NAVS Hand Book 2016 • To promote and maintain a liaison between Veterinary Medicine and other sciences. • To secure and manage funds and endowments for the promotion of the objectives of the Academy, and • To undertake any other steps that may assist in, conducive to, or be necessary for the fulfillment of the above mentioned Aims and Objectives of the Academy. Note: Initially, the following objective was also included in the ‘Memorandum of Association’ but was subsequently dropped during the tenure of the next managing body elected in 2004: “To develop pattern(s) of a high level postgraduate examination on an all India basis in various disciplines of veterinary Sciences to ensure uniform standard of postgraduate veterinary qualification for which an appropriate machinery may be established”. 1.3: OFFICE ACOMMODATION Since the Founding President of the NAVS, Dr. C.M. Singh, concurrently held the position of President, Veterinary Council of India (VCI) also, the Academy was registered C/o the VCI, and the NAVS functioned from the VCI premises at16/15, Western Extension Area, Arya Samaj Road, Karol Bagh, New Delhi from 1993-2002. Thereafter, the premises of the VCI were shifted to August Kranti Bhawan, Bhikaji Cama Place, New Delhi. However, in May 2003, the VCI asked the NAVS to shift its office to some other place. Accordingly, the moves were initiated to shift the office of the Academy to some other place. However, the Governing Council meetings of the Academy were allowed to continue to be held in the VCI premises. During March 2004, the Governing Council decided to conduct the elections, which were held from 1st April 2004. Unfortunately, the Founder President Dr CM Singh expired on 29th June 2004. As the VCI had expressed its inability to let the Academy use its premises, the Academy temporarily functioned from the premises of Hind Agro Industries Ltd (HAIL), B-3, Friend’s Colony (West), Main Mathura Road, New Delhi, courtesy Mr. Sirajudin Qureshi, Managing Director, HAIL and courtesy the newly elected President of the Academy (Dr. S.K. Ranjhan), who was also associated with HAIL. However, the Academy did not succeed in finding a suitable location during the tenure of this as well as the next Governing Councils elected for the periods 2007-10 and 2010-13. The Governing Council meetings were held during this period in various venues in the premises of VCI, IDA, RVS, NASC etc., using the courtesy of these organizations. Governing Council and General Body meetings of the Academy were also held at the venues of NAVS Convocation-cum-Conventions at different institutions in various states of India. The next Governing Council (elected for 2014-2016), which took charge on January 1, 2014 was headed by the then DDG (Animal Sciences), ICAR (Dr. KML Pathak) was successful in getting an office room allotted to NAVS in the NASC Complex in New Delhi by the Secretary, DARE and Director General, ICAR (Dr. S. Ayyappan). The office of National Academy of Veterinary Sciences (India) was inaugurated by Hon’ble Dr. S. Ayyappan, Secretary, DARE and Director General, ICAR on 15th January 2014 at NASC Complex, in the presence of Shri Arvind Kaushal, Additional Secretary, DARE and Secretary, ICAR, Dr. A.K. Srivastava, Director, NDRI, Karnal, Dr. R. P. Singh, Secretary, IAUA, and NAVS Office Bearers and 2 NAVS Hand Book 2016 members of the Governing Council headed by Dr.
