British Conservative Women MPs and ‘Women’s Issues’ 1950-1979 Katie Haessly, BA MA Thesis submitted to the University of Nottingham for the degree of Doctor of Philosophy December 2010 1 Abstract In the period 1950-1979, there were significant changes in legislation relating to women’s issues, specifically employment, marital and guardianship and abortion rights. This thesis explores the impact of Conservative female MPs on these changes as well as the changing roles of women within the party. In addition there is a discussion of the relationships between Conservative women and their colleagues which provides insights into the changes in gender roles which were occurring at this time. Following the introduction the next four chapters focus on the women themselves and the changes in the above mentioned women’s issues during the mid-twentieth century and the impact Conservative women MPs had on them. The changing Conservative attitudes are considered in the context of the wider changes in women’s roles in society in the period. Chapter six explores the relationship between women and men of the Conservative Parliamentary Party, as well as men’s impact on the selected women’s issues. These relationships were crucial to enhancing women’s roles within the party, as it is widely recognised that women would not have been able to attain high positions or affect the issues as they did without help from male colleagues. Finally, the female Labour MPs in the alteration of women’s issues is discussed in Chapter seven. Labour women’s relationships both with their party and with Conservative women are also examined. -

Parliaments are continuing to meet with less sittings, dealing with limited business and with fewer members in their chambers. While most parliaments are precluded from holding full virtual plenary sessions, several have introduced some elements of remote working, most commonly virtual committee meetings. Remote voting is rarely feasible, for legal/procedural rather than technical reasons. REPORT OF THE SELECT COMMITTEE ON THE REDUCTION OF STANDING COMMITTEES OF TYNWALD t i I. • REPORT OF THE SELECT COMMITTEE ON THE REDUCTION OF STANDING COMMITTEES OF TYNWALD To the Honourable Noel Q Cringle, President of Tynwald, and the Honourable Members of the Council and Keys in Tynwald assembled PART 1 INTRODUCTION 1. Background At the sitting of Tynwald Court on 21st May 2002 it was resolved that a Select Committee of five members be established to - "investigate and report by no later than July 2003 on the feasibility of reducing the number of Standing Committees of Tynwald along with any recommendations as to the responsibilities and membership and any proposals for change." 2. Mr Karran, Mr Lowey, Mr Quayle, Mr Quine and Mr Speaker were elected. At 4, the first meeting Mr Speaker was unanimously elected as Chairman. 3. The Committee has held four meetings. C/RSC/02/plb PART 2 STRATEGY 2.1 The Committees of Tynwald that would be examined were determined as: Committee on Constitutional Matters; Committee on the Declaration of Members' Interests, Ecclesiastical Committee; Committee on Economic Initiatives; Joint Committee on the Emoluments of Certain Public Servants; Committee on Expenditure and Public Accounts; Tynwald Ceremony Arrangements Committee; Tynwald Honours Committee; Tynwald Management Committee; Tynwald Members' Pension Scheme Management Committee; and Tynwald Standing Orders Committee of Tynwald. A brief summary of the membership and terms of reference of each standing committee is attached as Appendix 1. 2 C/RSC/02/plb 2.2 In order to facilitate its investigation your Committee also decided that - (a) Comparative information on committee structures in adjacent parliaments should be obtained. -

Making a Hasty Brexit? Ministerial Turnover and Its Implications Jessica R. Adolino, Ph. D. Professor of Political Science James Madison University Draft prepared for presentation at the European Studies Association Annual Meeting May 9-12, 2019, Denver, Colorado Please do not cite or distribute without author’s permission. By almost any measure, since the immediate aftermath of the June 16, 2016 Brexit referendum, the British government has been in a state of chaos. The turmoil began with then- Prime Minister David Cameron’s resignation on June 17 and succession by Theresa May within days of the vote. Subsequently, May’s decision to call a snap election in 2017 and the resulting loss of the Conservatives’ parliamentary majority cast doubt on her leadership and further stirred up dissension in her party’s ranks. Perhaps more telling, and the subject of this paper, is the unprecedented number of ministers1—from both senior and junior ranks—that quit the May government over Brexit-related policy disagreements2. Between June 12, 2017 and April 3, 2019, the government witnessed 45 resignations, with high-profile secretaries of state and departmental ministers stepping down to return to the backbenches. Of these, 34 members of her government, including 9 serving in the Cabinet, departed over issues with some aspect of Brexit, ranging from dissatisfaction with the Prime Minister’s Withdrawal Agreement, to disagreements about the proper role of Parliament, to questions about the legitimacy of the entire Brexit process. All told, Theresa May lost more ministers, and at a more rapid pace, than any other prime minister in modern times. -

The aims of the wider programme are to: • Enhance the Assembly’s ability to conduct its business effectively • Work with the Assembly’s parliamentary committees to enhance their oversight capacity • Work with the Parliamentary Leadership, to strengthen its administrative, financial, and procedural independence • Work with parliamentary officials to support the functioning of the Assembly • Address the challenges of maintaining a successful coalition government • Support the interaction between UK, Guyanese and Caribbean Parliamentarians to discuss issues of regional interest; sustainability, energy and development 1.2 The first agreed activity of the Capacity Building Programme was a Workshop for Committee Clerks of the Parliament of Guyana based in Westminster. 1.3 The Programme involved two Committee Clerks and four Assistant Committee Clerks. -
